In this article, the necessity of integrated approach to the analysis and solution of problems of safety of water supply and wastewater treatment are declared. The results of the study the main problems of the systems of production of water supply and wastewater treatment are described. Practical measures for solving problems are proposed. Pressing need of application of means of informatization, strategic risk analysis methods and innovative technologies of water treatment are declared. The basic principles of safe and effective critical systems of water supply and wastewater treatment in the sphere of production are proposed.

A transition from conventional centralized to hybrid decentralized systems has been increasingly advised recently due to their capability to enhance the resilience and sustainability of urban water supply systems. Reusing treated wastewater for non-potable purposes is a promising opportunity toward the aforementioned resolutions. In this study, we present two optimization models for integrating reusing systems into existing sewerage systems to bridge the supply–demand gap in an existing water supply system. In Model-1, the supply–demand gap is bridged by introducing on-site graywater treatment and reuse, and in Model-2, the gap is bridged by decentralized wastewater treatment and reuse. The applicability of the proposed models is evaluated using two test cases: one a proof-of-concept hypothetical network and the other a near realistic network based on the sewerage network in Chennai, India. The results show that the proposed models outperform the existing approaches by achieving more than a 20% reduction in the cost of procuring water and more than a 36% reduction in the demand for freshwater through the implementation of local on-site graywater reuse for both test cases. These numbers are about 12% and 34% respectively for the implementation of decentralized wastewater treatment and reuse.

There is significant potential for energy recovery through the use of micro-hydropower installations in water supply systems (WSS). To exploit the full potential of hydro energy in balance with the optimal hydraulic performance and water supply service, multi-objective management tools are needed. This paper presents the application of four management tools: (1) an energy audit to evaluate the potential hydro energy in the water pressurised systems of Alcoy; (2) multi-criteria decision-making methods for the selection of the preferred energy-efficient operation of a system with a pump-storage reservoir and hydro-turbines in the Algarve; (3) a numerical dynamic tool for optimal turbine operation in the water distribution of Langhirano; and (4) an urban water optioneering tool to estimate the hydropower potential of the external aqueduct network in Athens. These methods showed that through an integrated approach the WSS can be optimised for both hydraulic performance and hydro energy production.

Surface water bodies, which are sources of drinking water supply, receive a significant amount of pollution from wastewater. This negatively affects the ecological condition of water resources and poses a threat to the health and sanitary well-being of the population. The main pollutants of surface sources are: sewage of economic-fecal and industrial sewage, which contain organic pollutants, surfactants, heavy metal ions; oil products coming from industrial sites and urban areas; effluents from livestock farms and storage ponds of production waste; washing of mineral fertilizers and pesticides from agricultural lands. Adjustment of surface springs additionally affects the deterioration of water quality in them. Therefore, existing water treatment technologies may not always provide the required degree of drinking water purification. According to monitoring studies, more than 38% of water samples taken at centralized water supply facilities did not meet regulatory requirements. This situation encourages the search for ways that would create conditions for more efficient operation of water supply systems. Modernization of existing water supply facilities and application of new water treatment technologies can help solve the problem. The article illustrates constructive schemes of shore and channel water intake and treatment facilities, the use of which makes it possible to reduce the dirt retention load on the main treatment facilities, increase the reliability of fish fry protection and improve the ecological condition of reservoirs at water intake sites. For effective removal of organic matter at water treatment plants, it is advisable to use bioreactors and contact-clarifying filters. Such solutions allow not only to increase the productivity of the water treatment plant, but also significantly reduce its construction cost, simplify the operation of facilities and reduce annual operating costs.

The paper presents the results of the determination of heavy metals in drinking water samples from centralized water supply systems and wells of individual water supply of the Sverdlovsk region. It was found that the content of copper ions in the samples does not exceed its maximum permissible concentration, and the content of lead and cadmium ions in most samples is higher than the permissible norms. It is established that water samples from Nizhny Tagil and Serov are more contaminated with cadmium. The causes of drinking water pollution are discussed. It was found that the pollution of water from the centralized water supply systems with heavy metals is mainly due to the non-compliance of the operated water pipes with sanitary and hygienic requirements. Groundwater pollution is caused by the infiltration of industrial effluents containing heavy metals from storage and sedimentation tanks through soil. It is shown that numerous industrial enterprises in the Sverdlovsk region aggravate the process of pollution of surface and groundwater with heavy metals. The unsatisfactory quality of water in terms of the content of heavy metals in Sverdlovsk region is revealed. The authors dwell on the need to continue research to determine the content of other heavy metals in water and expand the geography of sampling in the region in order to assess more accurately the quality of water.

The energy saving ecological water supply system is proposed. The system can be implemented both in heat power engineering, in particular in circulating water supply systems for industrial enterprises, and in construction industry where there are heat evolutions produced by equipment and due to technological processes. According to the forecasts of Russia's energy strategy, the production of thermal energy will increase by 22-34 % in 2020. At the same time, it is planned to increase the real heat consumption by 1.4-1.5 times due to reduction of losses in the conditions of high energy saving potential in all energy sectors beginning with production to transportation and rational use of energy sources. The system of housing and utilities is extremely energy intensive, since utility infrastructure is worn out up to 80-90 %. The practical lack of biosphere-compatible technologies for engineering systems design and operation in Russia does not allow providing resource-saving at all stages of full life cycle of a building or a structure. Known studies and proposals based on the research and development decisions of RAASN Research Institute of Building Physics mainly relate to the thermal protection of the shell of a building and are not represented by engineering interconnected systems. Therefore, the development and implementation of measures for the integrated development of utility infrastructure becomes topical. The solution of this problem is related to complex of engineering and technical activities, including thermal protection by increasing thermal resistance of enclosing structures of buildings, upgrading heat and water supply systems, using non-traditional energy sources.

Criteria for choosing agents based on organophosphonats for water treatment in the closed industrial water supply systems have been proposed. A method for determination of the agents optimal doze for decreasing of the mineral sediments quantity in different composition water has been developed. Economic and ecological expedience of the above said agents’ application in industrial water supply has been shown.

On the example of single-industry towns of the Republic of Karelia the article shows the possibility of restoring the activities of enterprises depending on the state of engineering support of water supply systems. There was a decrease in water consumption, high wear of water treatment plants, the lack of reagent treatment of colored water and, as a result, ineffi cient operation of facilities. It is shown that the reconstruction is possible with the application of the investment program. Projects have been developed for the reconstruction of the technological scheme for purifying low-turbid, high-color water and creating a circulating system for cleaning the wash water of contact illuminators.

Abstract An integrated procedure has been designed to identify and rank the opportunity for energy efficiency in water supply systems (WSS). The main objective is to help WSS managers to identify key issues to be treated as nonconformity and develop a program for continual improvement of energy efficiency. The procedure was built in collaboration with practitioners and implemented in a company. One of the concerns during the development of the procedure was to provide companies with a fast and user-friendly tool. Complementarily, it also complies with International Organization for Standardization (ISO) and European Committee for Standardization (CEN) standards, and is of great relevance for any company of the sector of water utility. Recommendations for enhancing the energy management in WSS are also addressed in the audit procedure. The findings derived from the evaluation of the state-of-the-art and applications have led to the identification of key issues for energy saving. The success of energy management programs will be based on energy audit and on the top managements' engagement, workers' attitude and qualification, and the financial resources available.

The article analyzes the ways to improve the water supply system at agro-industrial enterprises. It is stated that the Institute of Water Problems and Land Reclamation of NAAS proposed to improve closed water supply systems at these enterprises to spend water and energy rationally and economically by developing highly efficient wastewater treatment technology to reuse wastewater and its sediments for technological needs. During the work, the main tasks to be solved were the analysis of the reasons of unsatisfactory operation of traditional wastewater treatment plants and their current quality indicators and improvement of the rational technological scheme of closed water supply at the agro-industrial enterprises. Scientific and practical results were obtained by analyzing the operation of wastewater treatment plants of industrial enterprises dealing with agricultural products processing, their quality indicators and known methods of improving technological schemes of biological wastewater treatment. It was specified that traditional technology of biological wastewater treatment do not ensure the proper treatment quality, as the quality of wastewater from enterprises has significantly deteriorated due to the inflow of harmful impurities (xenobiotics, heavy metal ions, etc.) and high concentrations of organic matter, the content of which amount to: suspended solids> 1000 mg/dm3, COC> 10000 mgO2/dm3, BOC5> 6000 mgO2/dm3, BOCcomplete> 2000 mgO2/dm3, nitrogen and phosphorus ≤50 mg/dm3, which prevents the effective operation of aeration tanks. The practicability of improving the "bioconveyor" technology by downward filtration through fibrous loading in bioreactors and upward filtration through floating filter loading in contact and clarifying filters to increase the efficiency of wastewater treatment was scientifically substantiated. It was proved that this method provides high efficiency of biological wastewater treatment by reducing the amount of sediment and the absence of reverse activated sludge, and thus reducing capital and operating costs. Natural mechanisms of household sewage treatment with reuse of water and sediments when cultivating agricultural crops are used as much as possible are used in the specified system of water supply at agro-industrial enterprises. The optimal design and technological parameters of these structures are determined using the recommendations developed on the basis of our experimental research. The proposed technology of closed water supply at agro-industrial enterprises provides for the separation of water supplied to consumers into technical and drinking one, as well as supplements of sewage treatment plants with bioreactors and contact-clarifying filters. Such systems ensure a minimum intake of water from natural water sources having its preliminary treatment directly in water reservoir, maximum use of treated wastewater and protection of the environment against wastewater pollution.
