In this paper a minimum necessary structure of the software and hardware complex for operative notification of an automotive accident in the real time mode has been proposed based on analysis of accidents on automobile transport with hazardous cargo, notification features of EMERCOM’s duty-dispatching services, and functional capabilities of domestic and foreign geo-information systems. A model for management support based on application of simulation software and hardware complex for monitoring a road transportation of hazardous cargos (based on sensors for automatic identification of accidents, and satellite technologies) has been proposed as well. Model implementation of the software and hardware complex has shown its operating capacity and high efficiency.

Introduction. The efficiency of search and rescue operations (PSR) due to the elimination of emergencies and fires indicates the need to create a structure for an automated control system (ACS) for technological decision-making processes at natural and industrial sites in Vietnam based on a software and hardware complex (PAC) for conducting the PSR in the Socialist Republic of Vietnam (SRV). The relevance of the research is due to the need to implement modern models and algorithms for automating the management support of the PSR and the development of automated control systems for technological processes of management decision-making at natural and industrial sites in Vietnam based on the PAC management system. Goals and objectives. The aim of the work is to reduce the response time of search and rescue units using models and algorithms to support the management of search and rescue operations using an automated control system for natural objects and industrial facilities in Vietnam based on a software and hardware complex. The practicality of the work is that the use of the recommended mathematical models, algorithms and the development of an automated system for the management of technological decision-making processes in natural and industrial sites in Vietnam, based on the software and hardware set for search and rescue operations reduce the time spent in the process. Methods. Systems analysis, statistical analysis, mathematical statistics, etc., are used to solve the problems of the study. Results and discussion thereof. The results are represented by the developed models and algorithms for supporting the management of the PSR using automated control systems at natural and industrial sites in Vietnam based on the PAC for the PSR. Conclusions. The functional structure of the automated control system for technological processes of management decision-making at natural and industrial sites in Vietnam based on a software and hardware complex for search and rescue operations, which allows you to visualize the location of victims in open areas in conditions of smoke, fog, rain. Moving beyond algorithms and big data as starting points for discussions about privacy, the authors of Privacy After the Agile Turn focus our attention on the new modes of production of information systems. Specifically, they look at three shifts that have transformed most of the software industry: software is now delivered as services, software and hardware have moved into the cloud and software’s development is ever more agile. These shifts have altered the conditions for privacy governance, and rendered the typical mental models underlying regulatory frameworks for information systems out-of-date. After 'the agile turn', modularity in production processes creates new challenges for allocating regulatory responsibility. Privacy implications of software are harder to address due to the dynamic nature of services and feature development, which undercuts extant privacy regulation that assumes a clear beginning and end of production processes. And the data-driven nature of services, beyond the prospect of monetization, has become part of software development itself. With their focus on production, the authors manage to place known challenges to privacy in a new light and create new avenues for privacy research and practice.

For improvement of quality and reliability of power supply of consumers in the conditions of the Far North of Western Siberia, decrease in operational costs and volumes of the carried-out emergency works the hardware-software complex for expeditious inspection, assessment and forecasting of change of technical condition of constructive part of air lines (VL) of 35-220 kV is developed, the structure of the hardware-software complex of registration of the condition of constructive part of VL of 35-220 kV and structure of the hardware-software complex of storage., processing and analysis of the obtained data on the States of the constructive part of the VL 35-220 kV.

Представлены результаты исследовательской работы по унификации форматов данных,которые требуются при реализации аналитической составляющей в структуре информационных систем, предназначенных для решения экспертно-прогностических задач в сфере связи и вещания. По результатам анализа существующих в отрасли основных автоматизированных систем, их функциональных возможностей обоснована необходимость введения в действующие и перспективные системы аналитической составляющей и унификации форматов данных как непременного условия их взаимодействия. Рассматривается набор унифицированных форматов данных, разработанный для перспективного макета аналитической системы развития связи и вещания. The results of research work on unifying the data formats that are required for the implementation of the analytical component in the structure of information systems intended for the solution of expert predictive problems in the sphere of communications and broadcasting are presented. Based on the results of the analysis of the main automated systems and their functional capabilities the necessity of introducing an analytical component into existing and future systems as well as unifying data formats as an indispensable condition for their interaction is substantiated. A set of unified data formats developed for a promising layout of an analytical system for the development of communications and broadcasting is considered.

The application of virtual instrument technology to design solar irradiance acquisition system, an ideal combination of software and hardware, is aimed at collecting, storing and analyzing data of external temperature and solar irradiance.The data proves helpful in assessing whether the solar energy resource deserves to be developded economically.The system is reliable and has been verified by simulation software proteus.

Purpose Top management support (TMS) is considered as a critical factor for the success of information systems (ISs) projects. The literature shows that TMS has a positive impact on achieving success in ISs’ projects in different aspects. However, the enabling factors for TMS in complex ISs’ projects have barely been tested, something which this study aims to rectify. Design/methodology/approach This study has designed a research model based on structural equation modelling (SEM) with the intention of analysing the perception of IS end users regarding the effect on TMS of the following factors: technological complexity and training and organizational communication. The application of the study has focused on an enterprise resource planning–open source software (ERP-OSS) environment. Findings The findings show how end users have a perception that organizational communication and training have a positive relation with TMS. Based on these findings, the authors have suggested several practical considerations. Research limitations/implications There are two limitations to this study. First, this study is based on the perception of complex IS/IT users. It would be interesting to add the perception of top managers to provide more solid findings. The second limitation is that this study has not suggested any additional potential factors which could affect TMS. Practical implications First, this article provides a study of the key role of TMS when an organization needs to implement a complex IS/IT. Second, organizations must develop mechanisms for increasing training and communication relating to the new complex IS/IT projects. Finally, the complexity of an IS/IT project does not constitute an enabling factor incentivizing TMS and should therefore not be a determining factor in increasing TMS within an organization selecting an IS/IT. Originality/value This study contributes to advancing theory in the field of TMS in information systems projects.

Aim. To study the effectiveness and benefits of blood pressure (BP) remote monitoring in outpatients with hypertension.Material and methods. The study included 100 patients with a verified diagnosis of hypertension, who didn’t achieve target BP pressure levels. The patients measured their BP twice a day over 6 months with facilities with automatic data transmission over GSM-channel to a remote monitoring center. BP parameters were being transmitted online to the remote monitoring center, where they were being processed and transferred to the personal account planner (created by the Web interface based on the software and hardware complex) of the attending physician and operator of the remote monitoring center. It is important that doctor received information only on clinically significant measurement results, based on which he determined the urgency of contact with the patient and the further tactics of his management.Results. No malfunctions in the work of communication facilities, technical failures in the software and hardware complex were registered over the entire period of the study. After 6 months of the monitoring it was possible to achieve target BP levels less than 135/85 mm Hg in 70% of patients. The proportion of patients with a high level of normal BP increased from 10% to 19%, while the proportion of patients with grade 1 and 2 of hypertension decreased significantly (from 33% to 7% and from 54% to 3%, respectively). At the beginning of telemedicine monitoring 3% of patients had stage 3 of hypertension, at the end of the study – 1%.Conclusion. The technology of telemedicine monitoring has shown itself as a simple, affordable and reliable way of management of outpatients with hypertension in conditions of real clinical practice. It was possible to achieve BP levels less than 135/85 mm Hg in 70% of patients by the method of remote outpatient monitoring. BP remote monitoring changed fundamentally the decision-making strategy of the patients management: it was not the patient who independently determined the need for consultation with a medical professional, but the attending physician made a decision on the method and urgency of contact with the patient on the basis of the data of objective monitoring indicators.
