Government Support Policy as a Potential Moderator on the Relationship between Entrepreneurial Orientation, Contemporary Marketing and SMEs Performance in Nigeria : A Proposed Framework

Purpose: The study empirically analyzes the moderating role of government support policy on the relationship between entrepreneurial orientation, technology orientation and performance of small and medium enterprises (SMEs) in northeast Nigeria.   Design/Methodology/Approach: The paper adopts quantitative survey method using structured questionnaires, data was collected from 240 SME owner-managers in northeast Nigeria. The data collected was analyzed using Partial Least Squares PLS-SEM.  Findings: The findings of the study indicates a significant positive relationship between EO, TO and Performance of SMEs. Additionally, the outcomes of the study authenticate that government support policy moderates the relationship between EO, TO and performance of SMEs in Nigeria. Implications/Originality/Value: The study have practical implication for government, policy makers, regulators, SMEs owner-managers and other stakeholders to recognize government support as it affects SMEs performance. The study further add to the frontier of knowledge on the importance of GSPs in strengthen the relationship between the variables and SMEs performance. This is the first study that focuses on testing the moderating role of government support policy on the relationship between entrepreneurial orientation, technology orientation and SMEs performance in Nigeria.

This study aimed to examine the relationship between entrepreneurial orientation (EO) with of SMEs growth, and capital factors and government support as a moderator. Using the data collected from 90 SME’s, the study employs Hierarchical moderated regression analysis was used to test the hypotheses. The statistical results lead to the following conclusions: EO has a significant positive relationship with SME's growth, but the role of capital factors and government support as moderator unsupported. The implication of these findings is that the government and financial institutions as the two institutions need to increase their role to encourage the growth of SMEs in terms of information provision, access to markets, capital, and training needs so it can serve as a reference for determining the development strategy of SMEs in the future. From the business owners or SMEs themselves, this research can be used as guidelines for business performance improvement through entrepreneurship-oriented behavior. This research paper empirically examined the moderating effect of entrepreneurial culture and government support on the relationship between entrepreneurial orientation and perceived financial firm performance in the context of province Khyber Pakhtunkhwa, Pakistan. The literature on firm-level entrepreneurship studies argued that external environmental factors vary across countries and regions, therefore, investigating the relationship between entrepreneurial orientation and firm performance is contingent on the external factors known as an entrepreneurial ecosystem of the region. Data were collected from 392 managers, senior officials and owners of the SME's representing four different business sectors of food and beverages, textile and leather products, wood and wood products, arms ammunition and other manufacturing products geographically located in Peshawar, Gadoon, Risalpur and Hattar industrial zones of Khyber Pakhtunkhwa. Proportionate stratified random sampling technique was utilized to give proper representation to each sub-population stratum. Data analysis was performed in IBM SPSS 23 and IBM SEM AMOS 23. Constructs Measurement model, structural model, and path analysis were done through AMOS structural equation modeling. Further, to examine the moderation effect of the variables entrepreneurial culture and government support on the relationship between Entrepreneurial Orientation and firm performance Baron and Kenny's (1983) three-step approach was used. Findings of the present research revealed a significant positive relationship between entrepreneurial orientation and SME's firm performance. Moreover, entrepreneurial culture significantly moderates the relationship between entrepreneurial orientation and firm performance, whereas government support does not moderate the relationship between Entrepreneurial orientation and firm performance. Purpose – The purpose of this study is to advance research on entrepreneurial orientation (EO), resource-based view (RBV), customer (relational) capital, and small and medium enterprises (SMEs) by examining how the interaction effect of customer capital shapes the relationship between EO and firm performance. Design/methodology/approach – This research is considered as a correlational rather than a casual study with 150 questionnaire returned from manufacturing SMEs. This cross-sectional study tested all hypotheses that are related to the research questions and use statistical software SPSS 17 to analyze data. Findings – The study found that a high customer capital strengthens the link between two dimensions of EO (innovativeness and risk taking) and weakens the link between another dimension of EO (proactiveness) and firm performance. Research limitations/implications – First, future studies would benefit from an enhanced development in the measurement of EO dimensions, which relies on richer and more refined conceptualizations. Second, a single informant who was asked to evaluate EO may potentially increase the degree of subjectivity and bias in the responses. Obtaining more than one respondent for the survey from each organization is always highly desirable. Practical implications – The results of the current study cover the limitation of the previous study by independently examining the moderating effect of customer capital as an intangible resource in the relationship between innovativeness and risk taking on firm performance. The paper expands this line of work by adding the idea that the intangible resources of a firm are more likely to contribute to sustaining superior firm performance when they are used with other factors simultaneously. Social implications – Environmental factors, such as government financial aid and protection of organizations outside the industry, may affect the relationship between SMEs and the agents. Establishing extra ties between Iranian firms and agents may be expensive for Iranian manufacturing firms, and they may not be able to create these ties without government support. Originality/value – A research gap exists in understanding how customer capital operates and endows benefits to firms that are beyond their start-up phase and are embarking on international activities. The current study tries to overcome a number of limitations of the previous framework by combining RBV and customer capital. Particularly, “the RBV's lack of specificity have raised questions as to its status as a legitimate theory, and make it difficult to design and test empirically.”

The concept of entrepreneurial orientation, which emerges with the development of strategic management, refers to entrepreneurship orientations of businesses. The businesses need resources in other words organizational slack in order to develop their entrepreneurial trends. The organizational slack consists of three slack type. These slack types are available slack, recoverable slack and potential slack. The purpose of this study is to examine whether organizational slack in the businesses has an effect on entrepreneurial orientation. The relationship between organizational slack and entrepreneurial orientation was investigated through 20 companies that were traded in Borsa Istanbul Corporate Governance Index for 2010-2014 period using panel data analysis method. The results of the study indicate the existence of a statistically significant relationship between and the available slack and the recoverable slack with the entrepreneurial orientation in the businesses. According to findings; there was no statistically significant relationship between potential slack and entrepreneurial orientation.

Abstract Based on the characteristics of intelligent manufacturing and the theory of technology diffusion, this paper constructs a cellular automata model with government support policy, information exchange, technology maturity, diffusion intermediary, and market competition as the influencing factors and analyzes the influence mechanism of the first three main factors on the diffusion of intelligent manufacturing technology in industrial clusters using MATLAB. This paper also makes an empirical analysis of the diffusion of intelligent manufacturing technology in the bearing industry cluster in Xinchang County and finds that the results are basically consistent by comparing the simulation data with the fit degree of the real data. In this paper, the diffusion intermediary and government support policy have the greatest influence on the application of intelligent manufacturing in small- and medium-sized enterprises, and the model proposed in this paper is effective.

The innovative work behavior (IWB) or creativity of employees is regarded as the key to the sustainable innovation performance of an organization. In the field of human resource management (HRM), the relationship between an organization’s high-performance work system (HPWS) and IWB has been studied extensively. However, the current understanding of organizational external antecedents is limited. Our paper focuses on an extra-organizational government support factor, government support for talent policy (GSTP). Similar to HRM policies within an organization, GSTP also has an ability–motivation–opportunity framework that may influence the IWB of employees. We integrate the resource dependence theory, institutional theory, and theory of planned behavior (TPB) to propose a theoretical model of the mechanism of GSTP influence on IWB. Using a structural equation modeling approach, we empirically verify the hypotheses in a survey dataset of HRM practitioners in 152 technology-based enterprises in China. The results indicate that the external antecedent, GSTP, positively influences the innovative attitude, subjective norm, and perceived behavioral control of HRM practitioners in the organization. Innovative attitude and perceived behavioral control completely mediated the relationship between GSTP and innovative intention. Moreover, there is a distal indirect effect between GSTP and IWB. The paper contributes to filling a gap in the innovation policy literature. In practice, both HPWS and individual employees should be concerned about the possible role of GSTP.
