Public Concern About Immigration and Customer Complaints Against Minority Financial Advisors

We examine the relation between public concern about immigration and customer complaints against minority financial advisors in the United States. We find that minority advisors are more likely to receive complaints in periods of high public concern about immigration than in other periods, relative to their white colleagues from the same firm, at the same office location, and at the same point in time. This result holds for both complaints with merit and dismissed complaints and is more pronounced in counties where residents likely hold stronger anti-immigration views. We also find that minority advisors are more likely to face regulatory actions or leave their firms after customer allegations in periods of high public concern about immigration than in other periods. Overall, our study provides descriptive evidence of a positive relation between public concern about immigration and customer dissatisfaction with minority advisors. Abstract Background The Open Payments Program, as designated by the Physician Payments Sunshine Act is the single largest repository of industry payments made to licensed physicians within the United States. Though sizeable in its dataset, the database and user interface are limited in their ability to permit expansive data interpretation and summarization. Objectives We sought to comprehensively compare industry payments made to plastic surgeons with payments made to all surgeons and all physicians to elucidate industry relationships since implementation. Methods The Open Payments Database was queried between 2014 and 2019, and inclusion criteria were applied. These data were evaluated in aggregate and for yearly totals, payment type, and geographic distribution. Results 61,000,728 unique payments totaling $11,815,248,549 were identified over the six-year study period. 9,089 plastic surgeons, 121,151 surgeons, and 796,260 total physicians received these payments. Plastic surgeons annually received significantly less payment than all surgeons (p=0.0005). However, plastic surgeons did not receive significantly more payment than all physicians (p = 0.0840). Cash and cash equivalents proved to be the most common form of payment; Stock and stock options were least commonly transferred. Plastic surgeons in Tennessee received the most in payments between 2014-2019 (mean $ 76,420.75). California had the greatest number of plastic surgeons to receive payments (1,452 surgeons). Conclusions Plastic surgeons received more in industry payments than the average of all physicians but received less than all surgeons. The most common payment was cash transactions. Over the past six years, geographic trends in industry payments have remained stable.

Abstract Precipitation variability significantly influences the heavily populated West Coast of the United States, raising the need for reliable predictions. We investigate the region’s short- to extended-range precipitation prediction skill using the hindcast database of the Subseasonal-to-Seasonal Prediction Project (S2S). The prediction skill–lead time relationship is evaluated, using both deterministic and probabilistic skill scores. Results show that the S2S models display advantageous deterministic skill at week 1. For week 2, prediction is useful for the best-performing model, with a Pearson correlation coefficient larger than 0.6. Beyond week 2, predictions generally provide little useful deterministic skill. Sources of extended-range predictability are investigated, focusing on El Niño–Southern Oscillation (ENSO) and the Madden–Julian oscillation (MJO). We found that periods of heavy precipitation associated with ENSO are more predictable at the extended range period. During El Niño years, Southern California tends to receive more precipitation in late winter, and most models show better extended-range prediction skill. On the contrary, during La Niña years Oregon tends to receive more precipitation in winter, with most models showing better extended-range skill. We believe the excessive precipitation and improved extended-range prediction skill are caused by the meridional shift of baroclinic systems as modulated by ENSO. Through examining precipitation anomalies conditioned on the MJO, we verified that active MJO events systematically modulate the area’s precipitation distribution. Our results show that most models do not represent the MJO or its associated teleconnections, especially at phases 3–4. However, some models exhibit enhanced extended-range prediction skills under active MJO conditions.

After years of comparative neglect John Taylor of Caroline has recently begun to receive again a degree of attention more in keeping with his true importance. That his impact upon both his own generation and upon subsequent generations of historians has always been less than it might have been is due largely to his tortured style of writing and the tortuous thought processes it reflected. John Randolph of Roanoke once commented that Taylor needed only a translator to make an impact, and Thomas Jefferson, replying to a communication from John Adams in 1814, wrote that a book received by Adams must have been Taylor's An Inquiry into the Principles and Policy of the Government of the United States: “neither the style nor the stuff of the author of Arator can ever be mistaken. [I]n the latter work, as you observe, there are some good things, but so involved in quaint, in far-fetched, affected, mystical conceipts [sic], and flimsy theories, that who can take the trouble of getting at them?” Taylor himself appeared to hold a fluent style in contempt, commenting that “A talent for fine writing is often a great misfortune to politicians.”Although Taylor's style renders study of his writings far from congenial, the consistency of his purpose and thought make it relatively easy to extract the main thrusts of his arguments. Far from a rigorous theorist he provides a running commentary upon the politics of his times. In that capacity, however, he never felt compelled to define clearly, even to himself perhaps, some of the central premises from which his arguments derived.

Limitation riders, which allow the U.S. Congress to forbid agencies from spending money for specific uses, enable congressional majorities to exert greater influence over bureaucratic policy decisions than is appreciated by research on policy making in the United States. I develop a theory of limitation riders, explaining why they lead to policy outcomes that are preferable to a majority of legislators compared to outcomes that would occur if this tool did not exist. I assess this perspective empirically by analyzing the volume of limitation riders reported in bills from 1993 to 2002 and all limitation riders forbidding regulatory actions from 1989 to 2009. In addition to supporting the conclusion that Congress possesses more leverage over agencies’ decisions than is currently appreciated, the findings have implications for advancing theories of delegation.

Diverse structural reforms were enacted in Mexico during 2013 and 2014. Since these reforms were made on the constitutional level, they must be translated into specific laws and regulations; and more importantly, they must be implemented in an efficient manner. As Mexico is experiencing this transformation, its relations with United States are also evolving. This transition will probably imply new challenges with regard to different aspects of the bilateral relationship. Considering that the U.S. Congress plays a significant role in shaping those relations, the purpose of this article is to analyze some significant issues that have received or are likely to receive special attention in the U.S. Congress. This article is divided into seven sections. The first one presents an analysis of the complexity of U.S.-Mexico relations. The second part includes an explanation regarding Mexican reforms of 2013 and 2014, as well as the resulted transition in the bilateral relationship. The next four sections address significant pillars of this relationship: security, economy, migration, and energy. Each of these parts comprises a general overview of the U.S.-Mexico relations in that specific matter; a description of the views of the Mexican government and reforms of its constitutional and legal framework; and an analysis of the most relevant legislative actions that have recently taken place or are likely to receive attention in the U.S. Congress. The seventh section addresses other relevant aspects that should be taken into account in the policyand law-making processes.

The Security Council held two meetings (1140th and 1141st) on August 5 and 7, 1964, to discuss a complaint of the United States government against the government of North Vietnam, which was expressed in a letter dated August 4, 1964, from the permanent representative of the United States addressed to the President of the Security Council. At the outset of the 1140th meeting on August 5, 1964, Mr. Morozov (Soviet Union) explained that he had requested the postponement of the meeting until August 6 to permit his delegation to receive necessary instructions from its government. With regard to this request, Mr. Stevenson (United States) pointed out that the UN Charter explicitly called for immediate reporting to the Council of measures taken by Members in the exercise of their right of self-defense. If the Council wished to adjourn after hearing the statement of the United States delegation, Mr. Stevenson had no objection. Mr. Hajek (Czechoslovakia) also opposed convening the meeting on August 5 on the grounds that Council members did not possess all the facts and views of the parties. To deliberate on the question on the basis of one version would not, he felt, serve the interests of the Council. Moreover, he did not feel that the circumstances constituted an emergency: The United States did not appear to be immediately threatened.

Significance High levels of gang-related violence, and a tougher approach to migration in the United States, have sparked a surge in refugees seeking to enter Belize from the Northern Triangle countries of Guatemala, El Salvador and Honduras. However, Belizean authorities are reluctant to receive them, citing concerns about the potential for increased gang activity. Impacts Belize’s location could see it become an important transit point in the international drug trade. There is potential for conflict between Central American and Belizean gangs. Costa Rica’s strong institutions make it relatively well equipped to deal with an influx of refugees.
