This paper is related to Greece’s water policy as it was formulated after the incorporation of Water Framework Directive (WFD) 2000/60. We examined the status and evolution of constitutional provisions for the protection and management of water resources spanning from the first Greek Constitution of 1843 up to the current constitutional text of 1975 as formulated in 2008 with the incorporation of its third revision. In parallel, we investigated the Greek water pricing legal framework in accordance with Article 9 "Recovery of costs for water services" of the WFD. We compared the actual rates of water services as set by Municipal Water Supply Sewerage Companies (DEYAs) operating in 11 cities across Greece. The findings reveal that there are considerable problems and delays in the implementation of WFD. Regarding municipal water pricing policies, we concluded that DEYAs do not follow a unified and structured pricing scheme. Furthermore, several companies do not discriminate between data costs either per service (water supply, sewerage) or per use (water supply, irrigation, etc.). Finally, it is evident that none of them has yet adopted the relevant provisions set by the European directive for full cost recovery and water pricing reflecting financial, environmental and water resources costs.

Abstract Sudan is a vulnerable and challenging environment as a result of its climate, hydrology, and hydrogeology. Other entrenched human factors, such as authoritarian rule, limited historical investment in rural water services and the gradual decline of national institutions make it particularly difficult. This has manifested itself today into low levels of water supply coverage particularly amongst rural communities. Trust between rural communities in Kassala and government institutions has also declined for those left behind in rural hinterlands. Providing sustainable and resilient water services in rural Sudan is difficult work, not least because of high rainfall variability, inadequate infrastructure and the lack of continuous external support to communities when problems arise. This paper describes efforts to strengthen links between water resources management and WASH, and the challenges faced when national institutions responsible for water resources and water supply are weak. It documents recent efforts to ensure water supply services can provide water year round and increase collaboration between rural communities and mandated government authorities. It is intended to be read by government personnel, non-governmental organisations and other staff that are directly involved in implementing integrated water resource management programmes in complex environments.

The principles of good water governance require an effective water policy with a clear legal framework and institutional structure for managing river basins and aquifers. Integrated water resources management is essential and decision-making processes must be participatory and transparent. The development of the European Union's Water Framework Directive is outlined, and it is shown how it can serve as the basis of catchment-based governance for the successful management of water quality and quantity in transboundary river basins.

Abstract Access to water is a matter of daily survival for people around the world. Water is crucial for human survival and also central to the development of every nation. The recent literature on world water suggests that the water crisis being experienced is related to governance and not a real crisis of scarcity and stress. This paper aims at identifying water governance practices and the challenges associated with water governance in Ghana. The paper reviews the literature on the implementation of policy directives and actions with specific focus on water resources governance aspects of Integrated Water Resources Management (IWRM) in Ghana. Ghana's National Water Policy is expected to turn the fortunes of the country around in terms of water resources management. Concerning water resources management, the policy advocates for an IWRM approach. Since its implementation, certain setbacks have been challenging the effectiveness of the policy, such as inadequate institutional capacity, inadequate funding, ineffective enforcement of existing regulations, inadequate legal framework, and lack of adequate data. The paper suggests, among other things, the building of both human and institutional capacity, and making the environment a government priority, as ways to contribute to the effective implementation of the National Water Policy.

Background: Provision of reliable water services is crucial for urban livelihood. In Chitungwiza, provision of water services has been deteriorating since the millennium with residents losing hope for better services. The poor supply of municipal water in Chitungwiza has led to a chronic ‘dry taps situation’ where household taps are dry from periods of several consecutive days to months.Aim: This article assesses the water supply challenges in Chitungwiza through performance evaluation of the water supply services.Setting: The study was conducted in 26 suburbs in the four residential zones of Chitungwiza Municipality.Methods: Performance evaluation of water supply services was carried out using seven performance indicators: coverage of water supply connection, extent of metering of water connections, presence of leakages, extent of non-revenue water, continuity of water supply, quality of water supplied and efficiency in redressal of customer complaints. Two hundred and ninety-eight semi-structured questionnaires were administered in four residential zones of Chitungwiza. Water distribution system surveillance and key informant interviews were also conducted.Results: The results indicate high non-revenue water, poor water infrastructure maintenance, lack of water investment leading to widespread leakages in the distribution system, poor water quality supply and unreliable services provision. A majority, 80.2%, rated the municipal water supply services as poor. To cope with this new reality, households in Chitungwiza implemented a ‘source switch’ to new sources.Conclusion: Household shallow wells were identified as the main adapting strategy with 51.7% households relying on wells despite concerns about the water quality of the wells. Chitungwiza municipality should implement structural reforms that allow the current water service provision to improve.

Lower reaches of the Amu Darya River Basin (LADB) is one of the typical regions which is facing the problem of water shortage in Central Asia. During the past decades, water resources demand far exceeds that supplied by the mainstream of the Amu Darya River, and has resulted in a continuous decrease in the amount of water flowing into the Aral Sea. Clarifying the dynamic relationship between the water supply and demand is important for the optimal allocation and sustainable management of regional water resources. In this study, the relationship and its variations between the water supply and demand in the LADB from the 1970s to 2010s were analyzed by detailed calculation of multi-users water demand and multi-sources water supply, and the water scarcity indices were used for evaluating the status of water resources utilization. The results indicated that (1) during the past 50 years, the average total water supply (TWS) was 271.88 × 108 m3/y, and the average total water demand (TWD) was 467.85 × 108 m3/y; both the volume of water supply and demand was decreased in the LADB, with rates of −1.87 × 108 m3/y and −15.59 × 108 m3/y. (2) percentages of the rainfall in TWS were increased due to the decrease of inflow from the Amu Darya River; percentage of agriculture water demand was increased obviously, from 11.04% in the 1970s to 44.34% in 2010s, and the water demand from ecological sector reduced because of the Aral Sea shrinking. (3) the supply and demand of water resources of the LADB were generally in an unbalanced state, and water demand exceeded water supply except in the 2010s; the water scarcity index decreased from 2.69 to 0.94, indicating the status changed from awful to serious water scarcity. A vulnerable balanced state has been reached in the region, and that water shortages remain serious in the future, which requires special attention to the decision-makers of the authority.

Car wash can be defined as a facility used to clean the exterior and in some cases, the interior of motor vehicles. These facilities are common in Bauchi and other cities in Nigeria. They use water as a major input thereby causing serious challenges to water resources management. Car wash facilities in Bauchi depend on municipal water supply by water board. The study aimed at determining the rate of municipal water consumption by car wash facilities in Bauchi. It was carried out by measuring the volume of water used in washing cars by some selected car wash facilities in the town using both bucket and hose methods. The data collected were analysed using statistical method such as random sampling techniques and simple descriptive method like Tables, Figures and mean. The result shows that 1,710,091.2L is withdrawn daily from the municipal water supply by car wash facilities. This is more than the quantity of water serving zone ‘L’ of the 16-zones of Bauchi Water Demand Zones. It also shows that the use of hose consume 441.2L/day and the use of bucket consume 115.5L/day which indicate that more water is wasted using hose method. Therefore, car wash facilities consume significant amount of water supplied by the Water Board. If the current trend continues and with the proliferation of car wash in Bauchi, there will be water shortage to the populace who are the primary beneficiaries.Keywords: car wash, Bauchi, input,Water Board, consumption, volume

Today the EU must deal with a new legal framework: the new water framework directive (WFD) (60/2000/EC). This directive sets up new criteria for water management and promotes the need for policy changes in sectors using water, such as agriculture. This paper deals with the problem of water regulation in agriculture by testing the results of innovative policy instruments, such as the joint regulation of water use and water pollution. The methodology—based on a simulation model that integrates a mathematical programming model and an optimal regulation model—makes it possible to quantify water demand and optimal regulation from the policy makers' point of view. The results show that, to meet the increasing social value attributed to water resources and pollution, major changes are needed in crop mix and policy design. However, changes in the economic role of farming and in the (cultural) attitudes of local populations towards agricultural work may have an even greater weight than water policy in the use of this resource.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

The article examines the problem of fresh water, since in terms of water supply from its own resources per capita and per 1 km2, the republic is 8 times behind Georgia, 2 times behind Armenia. Significant water consumption in Azerbaijan is caused by its arid territory with a predominance of active temperature and a lack of precipitation, which leads to intensive irrigation of crops. At the same time, artificial irrigation is used on 70% of the cultivated land.
