The authors examine the Greek public tourism education and training system and its structure in order to identify whether there is a need for restructuring and development. To this end, they assess the relationship between the knowledge and skills provided and the requirements of the labour market and the needs of tourism enterprises with regard to specialized personnel. First, they outline the current situation in the Greek public tourism education and training system. They then describe a primary research project carried out (a) among graduates of tourism studies from all educational levels and (b) among tourism executives (directors and personnel managers). The data analysis suggests that the present level of tourism education in Greece is considered satisfactory. However, there is a perceived need for more practice-oriented elements in the curriculum and it is suggested that tourism education departments should restructure their curricula with a view to introducing more practical work, more educational visits to firms and industrial placements of longer duration. The tourism education system in general also needs to be better articulated, preferably with just one overseeing authority. Finally, collaboration between educational institutions and tourism-related bodies, both state-owned and private-sector, is to be encouraged as it will bring benefits to curriculum content and the matching of tourism qualifications with current industry needs.

But at educational institutions most of the efforts to improve creativity is still not successful. During this effort to foster creativity of learners is based on efforts to motivate and consequently less than optimal. Through the method of assignment with the application of classroom action research and qualitative data analysis obtained the result that through the method of assignment to learners with the limits of assessment results then the creativity of learners in learning is increasing. The insufficient level of legal awareness of Russian citizens is a serious problem of ensuring the rule of law and the rule of law, forms a general destructive background that prevents the formation of an effective system for the protection of human and civil rights and freedoms. Important factors that influence the formation of a positive legal consciousness are the quality level of education and training in educational institutions, the consolidation and development of the basics of legal consciousness in students, changes in the quality of education and training in educational institutions, including the consolidation and development of the tradition of respect for the law as the prevailing model of social behavior. It is at school age that active legal socialization takes place. The main burden in the formation of values for law-abiding behavior should be taken by school legal education. The purpose of the study was to study the regularities of the educational process for the formation of students ' positive legal awareness, the development of value orientations on the inadmissibility of illegal manifestations in the future. In the complex of methodological approaches developed in Russian pedagogy, the system-forming and adequate task of forming the legal culture of students is the methodology of the personality-oriented approach and the set of interrelated pedagogical principles of its implementation. These studies indicate the need to review the vector of measures carried out in accordance with the Fundamentals of State Policy aimed at minimizing nihilism. In the context of the introduction of digital technologies that provide access to legal information, minors relate the surrounding formations from the point of view of the law, focusing not on the process, but on the final result. However, the manifestations of the discrepancy between the legal reality and the fixed normative attitudes cause legal frustration, which often manifests itself in sthenic forms. The results of the study allowed us to come to a conclusion about the state of legal dissatisfaction of minors, due to the discrepancy between the theoretical provisions of the law and law enforcement at the active level of the value-semantic personal sphere. For the purpose of more in-depth scientific research, we believe it is appropriate to designate this social phenomenon as legal deprivation of minors. The specifics of the content of legal education allow us to implement it in the following forms: subject, inter-subject, educational, institutional, project. The most appropriate approach is an integrated approach that combines all of the above forms.

AbstractLibya has enjoyed a considerable growth of its national economy since its crude oil was produced and exported in the early 1960s and Libyan society has achieved a higher standard of living than in the 1950s. But despite the increasing and rapid expansion in the education system, the rising figures for enrolment and well-equipped buildings, the country still suffers from acute shortages of the well-qualified and skilled human resources that should meet the country's socio-economic development and transformation plans, and run the increased number of large industrial establishments like the oil industry, where a large number of foreign personnel still occupy core functions. This paper shows that a number of practical and theoretical problems are responsible for inaccurate manpower planning, and also for the retardation of the development of Libya's manpower education and training, needed to ensure the country had the necessary well-qualified personnel who would perform their employment duties properly in order that the country achieves its planned socio-economic development targets. For real control of Libya's natural resources, mainly oil and gas, the paper calls for urgent action to be taken for a well-planned and properly executed Libyanisation policy and more effective use of the most necessary non-Libyan personnel. It outlines the scientific and practical factors needed to improve labour productivity, describes the procedure and methodology of manpower forecasting currently in use, and calls for action to correct its deficiencies. The paper also attempts to point out the major role that the university and other educational institutions have to play in the education and training of the country's people. It also suggests that more effort should be made to link and involve the educational institutions, and the university in particular, with the industrial and other economic sectors in the country. Also required is a variety of good services which can be employed in consultative work and collaborative involvement, based on a thorough understanding of the requirements both of industry and the university as a consultative and research centre, in addition to its educational functions. These and other aspects are fully discussed and a call is made for better planned and strategic reform of the education and training systems in Libya, so that the country can truly adjust to changes in its students and the workforce.

This article investigates what is claimed to be a shift towards national and European education systems based on Learning Outcomes (LO). We propose to delineate LO into three instruments (pedagogical, policy and organisational). When LO are related to a pedagogical debate, they can easily be positioned to constructivist learning theories in which the centredness of the learner is brought to the fore. This perspective is often emphasised by EU institutions and agencies when outlining implications for education and training practices. At the same time, LO are inscribed in a package of policies playing out at a national and cross-national level whose success lies in their political and organisational ramification. Of particular importance is how these policies change rules and procedures of educational institutions, notably curricula and the awarding of qualifications. Within this picture of learner centredness and institutionalisation, LO in the existing literature are analysed as pedagogical and policy instruments. This article proposes to add a third perspective, that of considering LO as an organisational instrument. This implies studying the work organisation of educational institutions, as well as the bodies and agencies (‘quangos’) of importance for bringing about LO. Another aspect which the notion organisational instrument can shed light on is the continuing efforts to improve the performance of education systems by means of quality control and auditing procedures. The article concludes that policy-making for education and training will benefit from studies able to accurately determine the nature of the instruments deployed in the ongoing discourse on LO. Against this background, some implications for future studies and analyses in the field of education and training are drawn.
