This text focuses on the integrity of elections to the lower chamber of the Parliament of the Czech Republic between 1998 and 2013. Its descriptive nature allows the following two main questions to be answered: What are the problems associated with Czech parliamentary elections? Can we identify any trend in the quality of these elections? The analysis employs a framework based on a “policy accountability” model of democracy previously used by Sarah Birch (2011). The analysis is based on various kinds of sources, mainly international observers’reports, laws, secondary analyses, and local news. The overall assessment of the quality of the analyzed elections is quite positive: Between 1998 and 2006 the quality of elections improved, and while it slightly deteriorated in 2010, it quickly returned back to the 2006 levels. The ability to provide equal information and the effective adjudication of disputes are identified as the most problematic aspects. Other parts of the electoral process are well-managed, with only negligible problems on the levels of electoral rules and electoral practice. The overall results differ little from the outcomes of available quantitative studies; however, they offer a deeper insight into the actual realization of demoratic electoral standards.

The article examines the results of the parliamentary elections in the Czech Republic, which took place on October 8-9, 2021. During them, the ruling ANO movement, headed by Prime Minister A. Babis, suffered an unexpected defeat. The winner of the vote was Together coalition, a three-party coalition with the goal of removing the Prime Minister due to his controversial reputation and alleged violation of democratic governance. The paper substantiates the decline in the popularity of ANO movement, outlines the opposition’s tools in the fight against the main competitor. Author characterized the reasons that led to the reduction of the representation of the Czech Pirate Party in the new composition of parliament, one of the favorites of pre-election sociological research. The factors of support growth for the movement «Mayors and Independents» are identified. Author paid attention to the historical failure of the Czech left. The author notes that according to the vote results, the Czech society remains polarized and disunited due to the presence of a large population group that does not agree with the ideology of the victorious forces

The article analyzes the possible reasons of the deepest political crisis in relations between the Czech Republic and Russia during еру last 50 years, which led to the unprecedented parade of mutual expulsion of diplomatic staff and exchange of unfriendly statements and actions. Among the probable reasons for the incident, the author names the internal political situation in the Czech Republic, when the parties are looking for all possible ways to increase their controversial political rating on the eve of parliamentary elections; the announced tender for the expansion of the Dukovany nuclear power plant, where Russia could compete with the United States, France and South Korea; a new round of increasing geopolitical influence in the region, associated with the planned overcoming of the consequences of the pandemic. The author notes the inadequacy of the actions of both sides in this conflict: the fundamental lack of proof of Russia's guilt in the explosions that occurred 7 years ago in the territory of armories in the Czech Republic; the excessively hasty and harsh reaction of Russia, which paralyzed the activities of the Czech Embassy in Moscow and could postpone for a long time the emergence of any positive agenda in the Czech-Russian relations in any sphere. According to the author, this situation does not benefit neither Russia nor the Czech Republic, and needs to look for all possible channels to overcome the consequences of populist and unjustified political actions.

Republika Czeska jest jednym z tych krajów europejskich, w których bezpośrednie instrumenty demokratyczne, takie jak referenda, są rzadko stosowane na szczeblu państwowym. W Republice Czeskiej w ten sposób zdecydowano jedynie o przystąpieniu kraju do Unii Europejskiej (2003). Z drugiej strony, na poziomie lokalnym czeskie doświadczenia z referendami są bogate. W latach 2006‑2021 przeprowadzono ponad 300 referendów, średnio ponad 20 rocznie. Problematyka poruszana w tych referendach obejmowała kwestie infrastruktury, lokalizacji elektrowni wiatrowych czy składowania odpadów radioaktywnych. W przyszłości szersze niż dotychczas wykorzystanie referendów w czeskim systemie politycznym zależeć będzie m.in. od wyniku wyborów parlamentarnych, które odbędąsięjesienią2021 r. Czeska Partia Piratów, która ma duże szanse na zwycięstwo w tych wyborach, opowiada się za korzystaniem z tego typu głosowania znacznie częściej niż dotychczas. Referenda in the political system of the Czech Republic The Czech Republic is one of those European countries where direct democratic instruments, such as referendums, are rarely resorted to at the state level. Only the country’s accession to the European Union (2003) was decided in this way in the Czech Republic. On the local level, on the other hand, the Czech experience with referendums is rich. Between 2006 and 2021, more than 300 referendums were held, an average of more than 20 per year. The issues dealt with in these referendums included infrastructure issues, the location of wind power plants or the storage of radioactive waste. The future of the use of referendums more widely than before in the Czech political system will depend, among other things, on the outcome of the parliamentary elections to be held in the autumn of 2021. The Czech Pirate Party, which has a significant chance of winning this election, is in favour of using this type of voting far more often than before.

The paper offers a thorough analysis of the main types of party systems and their changes in the post-Soviet countries between 1992 and 2019. The evolution of the main criteria concerning the party systems classification has been analyzed. We use a database of all parliamentary elections which took place in the post-communist countries since 1992. This article concludes that the majority of party systems of the post-Soviet countries are not stable and suffering permanent changes. On this basis, 16 party systems that continue to exist in the post-communist countries from 1992 to 2019 are almost half-assigned to the predominant party types. Our findings indicate that Kyrgyzstan and Moldova have moved from a predominant party type to a multiparty type. Russia, Armenia, and Ukraine have changed their party systems from a multiparty type to a predominant party type. Azerbaijan, Kazakhstan, and Tajikistan remain in the predominant party system since the first elections. Slovakia, the Czech Republic and the Baltic countries have remained in the multiparty types since the first elections.

The paper deals with the issue of the "candidate effect" within the proportional electoral system. The basic database consists of the total count and the share of preferential votes won by the candidates listed as first on party ballots in the Czech national parliamentary elections in June 2006. These election results, which are analyzed in the following text, are limited only to the ballots of those political parties that won seats in the Chamber of Deputies (that is, CSSD, KDU-CSL, KSCM, ODS, SZ). Individual outputs are based on a comparison of the election results for particular candidates in their electoral districts, in relation to their positions on the party ballots.
