State regulation of the social work profession: an example from Poland

This chapter examines how regulation from the state can shape conditions and practices for welfare professions. New members of the European Union, such as Poland, often lack a tradition of social work as an integral part of the welfare state. Challenges for these countries are both to educate social workers and to create legislative solutions stipulating the responsibilities and professional jurisdiction of the social work profession. In the chapter, it is argued that strong regulation and control from the Polish government has resulted in the standardisation of social work. This has curtailed professional autonomy in a manner that is unfavourable to social workers as well as to clients.

This chapter discusses the contemporary position of social work in the United Kingdom, and in particular the challenges to what is seen as a managerial-technicist version of social work. The chapter begins with focus on the situation from the 1990s to the present day in which this version of social work takes root and flourishes. The discussion then concentrates on three different routes away from a managerial-technicist social work: the first, reconfiguring professional practice in the direction of evaluation in practice, the second ‘reclaiming social work’ on the Hackney relationship-based model and the third ‘reclaiming social work’ in a more radical, highly politicised way. Special attention is devoted to a discussion about how much autonomy the social workers have in different models, but also what kind of autonomy and for what purpose.

Recent events in the United Kingdom have implications for the migration of women. Migrant women feature significantly in the staffing of the National Health Service and the social care sector, both currently under economic and political pressure. International labor mobility is also evident in the social work profession, though transnational social workers constitute only a very small proportion of the workforce. The recent vote to leave the European Union (EU) raises questions about the trend from recruitment of social workers from English-speaking countries to those from the EU. The role of social workers in relation to migrants is considered.

The number of asylum rejections has increased in recent years, yet successful claims differ dependent on the originating county of the asylum seekers. In 2018, the European Union rejected 25 per cent of the 519,000 asylum requests which it received (Eurostat, 2019). Kosovars were the fourth-largest group of asylum seekers in Europe in 2015 and 96 per cent of them were rejected and returned to Kosova. Rejected asylum seekers and those who lose their temporary status are returned to their countries of origin partly because the EU endorses repatriation, or the return of forced migrants to their country of origin, as a preferred solution to the migration crisis. This, despite a significant body of research which substantiates that repatriation is not sustainable and current repatriation policies have seldom considered the experiences of rejected asylum seekers. Considering that social workers are the first point of contact for many rejected asylum seekers, models of practice which inform social work with this population are needed. This article uses the case of Kosovar returnees to examine the utility of a social pedagogy lens to better prepare social workers to work with returnees. Social pedagogy, with its dedication to social justice, the importance it places on local and regional contexts, as well as its attention to praxis, is well placed to guide social workers in partnering with return migrants as they navigate the complex realities of reintegration. While grounded in Kosova’s context, the social pedagogy framework has global implications considering the increasing number of return migrants worldwide.

In March 2020, the European Union decided to open accession negotiations with Albania, candidate country since 2014. In order to achieve this important goal in the long path of European integration, Albania had to pursue a set of requirements. Among them, the centrality of human rights affects the implementation of policies aiming at integrating minorities, as well as at granting social rights to unprivileged citizens (La Cava Nanetti 2000, Solidar 2016). In this scenario, the evolution of the professional expertise of Albanian Social workers plays a relevant role. In academic and professional terms, social work has a poor tradition in Albania, as in most of post-communist countries (Hoti 2015). In order to face the difficulties of the professional and academic evolution of social work and to facilitate a process of Europeanisation of the Social Services delivery in Albania, the European Commission has funded the project T@sk Towards Increased Awareness, Responsibility and Shared Quality in Social Work (2017-2020). The main aim of the project consists in strengthening the delivery of Social Services in Albania through the empowerment of the Higher Education system in social work. The consortium includes all public universities offering BA and MA courses in social work in Albania – University of Tirana, University of Shkoder and University of Elbasan-, and the University of Florence, the UCM of Madrid, the ISCTE of Lisbon and the Professional Order of Social workers of the Tuscany Region as Higher Education institutions of the program countries. The project operates at three levels: peer-to peer theoretical and empirical update amongst the project partners; triangulation of knowledge, transdisciplinary cooperation with the societal stakeholders and digital innovation; selection and dissemination of best practices. The project is in its final stage, and it is possible to elaborate on the main theoretical and empirical framework adopted, on the results achieved, and on the challenges to create a favorable environment for the development of social work profession in Albania. The article attempts to shed some light in the pattern of evolution of social work practices in Albania, focusing on the social and cultural background of the country, and describing the main achievements of the T@sk project.

This chapter discusses the most important features of EU law on infectious diseases. Communicable diseases not only cross borders, they also often require measures that cross different areas of policy because of different vectors for disease transmission. The relevant EU law cannot be attributed to one sectoral policy only, and thus various EU agencies participate in protecting public health. The key agency is the European Centre for Disease Prevention and Control. Other important agencies include the European Environment Agency; European Food Safety Authority; and the Consumers, Health, Agriculture and Food Executive Agency. However, while integration at the EU level has facilitated protection of the public's health, it also has created potential conflicts among the different objectives of the European Union. The internal market promotes the free movement of products, but public health measures can require restrictions of trade. Other conflicts can arise if protective public health measures conflict with individual human rights. The chapter then considers risk assessment and the different tools of risk management used in dealing with the challenges of infectious diseases. It also turns to the external and ethical perspective and the role the European Union takes in global health.

Since the beginning of the 21st century, the European Union tourism policy has been increasingly focused on initiatives in the field of social tourism, which are one of the ways of achieving sustainable development in the European tourism economy. Most of the research projects that have so far been conducted in the field have focused on the benefits for its participants (subjective one: Children and youths, seniors, disabled people, people (families) with low incomes and/or unemployed, big families). However, there is a lack of research on the analysis of the place of social aspects of tourism in the general socio-economic policy of the state and, in a detailed aspect, in the sectoral policy represented by tourism policy, as well as its potential impact on the development of the national economy and meeting tourism needs of the society. The authors tried to fill this research gap in this study. The aim of the study is to differentiate the issues related to the social aspects of tourism policy from the entire socio-economic policy pursued in the European Union and selected member states (Poland and Slovakia). The article is of a theoretical–analytical–conceptual nature. Empirical research, due to the nature of its issues, was conducted with the use of qualitative research methods. The results of the conducted research showed that activities in the field of social tourism policy are conditioned by organizational solutions for the entities that undertake them, as well as economic ones, especially in the field of financing. Moreover, they made it possible to propose the concept of a model social tourism policy with an indication of its place in the European policy on the basis of the past and future EU financial perspectives.

Recent debates about the future of the European Union have focusedin large part on institutional reforms, the deficit of democratic legitimacy,and the problem of economic and agrarian policies. As importantas these issues may be, the most crucial question at the momentis not whether Europe will prevail as a union of nations or as a thoroughlyintegrated federal structure. What is of much greater concernis the fact that political structures and their corresponding politicaldiscourses have lagged far behind the social changes occurring inEuropean societies. The pivotal transformation of 1989 has not beengrasped intellectually or politically, even though its results areincreasingly visible in both the east and west.

A 10-yr. study of 746 social work undergraduates' perceived satisfaction with seven factors related to their career choice suggested high satisfaction with social work as a career; with the purposes and functions of social work, and the students' initial volunteer experience. There were no significant changes in satisfaction over the 10-yr. period, which findings parallel those of other studies in which similar methods have been used with practicing social workers.
