Durch den digitalen Medienwandel ist der Begriff der Öffentlichkeit problematisch geworden. Die Debatte fokussiert sich zumeist auf die Frage, ob die sogenannte bürgerliche Öffentlichkeit durch das Internet im Niedergang begriffen ist oder eine Intensivierung und Pluralisierung erfährt. Rudolf Maresch zeichnet die berühmte Untersuchung der Kategorie durch Jürgen Habermas nach und zieht den von ihm konstatierten Strukturwandel der Öffentlichkeit in Zweifel. Dagegen verweist er auf die gouvernementalen und medialen Prozesse, die jede Form von Kommunikation immer schon gesteuert haben. Öffentlichkeit sei daher ein Epiphänomen nicht allein des Zeitungswesens, sondern der bereits vorgängig ergangenen postalischen Herstellung einer allgemeinen Adressierbarkeit von Subjekten. Heute sei Öffentlichkeit innerhalb der auf Novitäts- und Erregungskriterien abstellenden Massenmedien ein mit anderen Angeboten konkurrierendes Konzept. Mercedes Bunz konstatiert ebenfalls eine Ausweitung und Pluralisierung von Öffentlichkeit durch den digitalen Medienwandel, sieht aber die entscheidenden Fragen in der Konzeption und Verteilung von Evaluationswissen und Evaluationsmacht. Nicht mehr die sogenannten Menschen, sondern Algorithmen entscheiden über die Verbreitung und Bewertung von Nachrichten. Diese sind in der Öffentlichkeit – die sie allererst erzeugen – weitgehend verborgen. Einig sind sich die Autoren darin, dass es zu einer Pluralisierung von Öffentlichkeiten gekommen ist, während der Öffentlichkeitsbegriff von Habermas auf eine singuläre Öffentlichkeit abstellt. </br></br>Due to the transformation of digital media, the notion of “publicity” has become problematic. In most cases, the debate is focused on the question whether the internet causes a decline of so-called civic publicity or rather intensifies and pluralizes it. Rudolf Maresch outlines Jürgen Habermas's famous study of this category and challenges his claim concerning its “structural transformation,” referring to the governmental and medial processes which have always already controlled every form of communication. Publicity, he claims, is an epiphenomenon not only of print media, but of a general addressability of subjects, that has been produced previously by postal services. Today, he concludes, publicity is a concept that competes with other offers of mass media, which are all based on criteria of novelty and excitement. Mercedes Bunz also notes the expansion and pluralization of the public sphere due to the change of digital media, but sees the crucial issues in the design and distribution of knowledge and power by evaluation. So-called human beings no longer decide on the dissemination and evaluation of information, but algorithms, which are for the most part concealed from the public sphere that they produce in the first place. Both authors agree that a pluralization of public sphere(s) has taken place, while Habermas's notion of publicity refers to a single public sphere.

This chapter presents a case study of Facu Diaz, a Spanish satirist whose on-line ridicule of the Spanish government created a political furor that brought him before the courts. The chapter engages the problem of the criminalization of political dissent by liberal states in the digital age. The case highlights how digital media is now being used to create content for satire, as well as to replicate and infiltrate more traditional political and media forums, changing many traditional forms of political practice. The case [points to some of the central problems inherent in liberalism which may give reason to curb the enthusiasm of those who think that new digital media creates fresh opportunities for augmenting the ‘public sphere'. It is argued that liberalism as a political theory and ethos, tends to be blind to non-traditional political expressions like satire and other artistic work. In addition, the expansion of security laws in many countries suggests, liberalism's ostensible commitment to freedom needs to be reframed by recalling its historical preoccupation with security.

Through a case study of the Facebook page of a Jewish Orthodox environmental project based in Germany, this paper explores the ways in which religion and modernity might be made compatible and what role digital media plays in such interaction. On the basis of the empirical material gathered for this paper, the author presents a typology of religious-environmental processes of hybridization. The analysis draws from the concepts of multiple modernities, public religions and religious branding in order to discuss whether the combination of religion and modernity is enabled or compromised by the collapsing of boundaries between the public sphere and the marketplace in late modern societies. The findings suggest that Facebook and its affordances make possible the particular intersections of religion and environmentalism, of public sphere and marketplace, that are characteristic of the case under study.

Abstract Answering the Uncertainty. On the Staging of Truth and the Lust for Unambiguities in Times of Crisis Based on the observation that digital media are changing the nature of the public sphere and that disinformation is a new currency, the question of responsibility and secure knowledge is being raised again and again. There is hardly time for thorough assessments. The much too hastily written judgements of the digital world distort the overall picture because often only fragmentary information is processed. The self-critical examination of one’s own claims to meaning and validity, an argumentative questioning of the self-evident and discourse orientation are decisive educational moments in a time of collapsing contexts and the subjective truth associated with it.

This article investigates how violence associated with religion, here namely Islam, functions as a trigger for public controversy in the Turku stabbings that took place in Finland in 2017. We begin by outlining the Lyotard-Habermas debate on controversy and compound this with current research on the digital public sphere. We combine cartography of controversy with digital media ethnography as methods of collecting data and discourse analysis for analysing the material. We investigate how the controversy triggered by violence is constructed around Islam in the public sphere of Twitter. We identify three discursive strategies connecting violence and Islam in the debates around the Turku stabbings: scapegoating, essentialisation, and racialisation. These respectively illustrate debates regarding blame for terrorism, the nature of Islam, and racialisation of terrorist violence and the Muslim Other. To conclude, we reflect on the ways in which the digital public sphere impacts Habermasian consensus- and Lyotardian dissensus-oriented argumentation.

The debate over the Global Compact for Safe, Orderly and Regular Migration (GCM) in late 2018 showcases the crucial role of digital and, in particular, social media as vehicles of disinformation that populist actors can exploit in an effort to create resentment and fear in the public sphere. While mainstream political actors and legacy media initially did not address the issue, right-wing populist actors claimed ownership by framing (presumably <em>obligatory</em>) mass immigration as a matter of social, cultural, economic, and not least political risk, and created an image of political and cultural elites conspiring to keep the issue out of the public sphere. Initially advanced via digital and social media, such frames resonated sufficiently strongly in civil society to politicize the GCM in various national public spheres. In this article, these dynamics are explored by comparing the politicization of the GCM in three EU member states, namely Germany, Austria, and Sweden. Using a process-tracing design, the article (a) identifies the key actors in the process, (b) analyzes how the issue emerged in social and other digital media and travelled from digital media into mainstream mass media discourse, and finally (c) draws comparative conclusions from the three analyzed cases. Particular emphasis is placed on the frames used by right-wing populist actors, how these frames resonated in the wider public sphere and thereby generated communicative power against the GCM, ultimately forcing the issue onto the agenda of national public spheres and political institutions.

This chapter outlines six social factors that augmented a rise in Ottoman nostalgia as a countering identity and ideology against the Turkish Republic’s Westernizing reforms: the demographic makeup of Turkey as a republic of refugees who were ethnically cleansed from their ancestral homes in the Balkans and Caucasus; the Westernization project of Turkey’s founding fathers for creating a European nation-state by suppressing the legacy of the Ottoman Empire; the process of democratization (i.e., mobilization of masses to move into political domains and bringing a multiplicity of identities to redefine state identity and policies); the expansion of the public sphere with newspapers, journals, and digital media to accommodate discussions of various identities and formerly taboo subjects; the introduction of market forces aligned with Turgut Özal’s neoliberal economic policies and the rise of the new Anatolian bourgeoisie; and finally, the shift from factual history to imagined memory.

The article deals with important aspects of the impact of new technologies on mediasphere in Poland in terms of adaptation of modern European experience. Underlined European influence on Poland implementation media projects in the public sphere and in the sphere of business and within local government. Also highlights the fact that for modern mediasphere of Poland, there is only one way - is to follow the European model of media openness and transparency, setting them to play effective and independent civil government positions. In the new environment of electronic media they become sometimes quite unexpected dimensions and social emphasis. Also emphasized that at the beginning of XXI century the Internet has become an important source of daily information to citizens and often replaces traditional news media - radio and TV.
