The debate over the Global Compact for Safe, Orderly and Regular Migration (GCM) in late 2018 showcases the crucial role of digital and, in particular, social media as vehicles of disinformation that populist actors can exploit in an effort to create resentment and fear in the public sphere. While mainstream political actors and legacy media initially did not address the issue, right-wing populist actors claimed ownership by framing (presumably <em>obligatory</em>) mass immigration as a matter of social, cultural, economic, and not least political risk, and created an image of political and cultural elites conspiring to keep the issue out of the public sphere. Initially advanced via digital and social media, such frames resonated sufficiently strongly in civil society to politicize the GCM in various national public spheres. In this article, these dynamics are explored by comparing the politicization of the GCM in three EU member states, namely Germany, Austria, and Sweden. Using a process-tracing design, the article (a) identifies the key actors in the process, (b) analyzes how the issue emerged in social and other digital media and travelled from digital media into mainstream mass media discourse, and finally (c) draws comparative conclusions from the three analyzed cases. Particular emphasis is placed on the frames used by right-wing populist actors, how these frames resonated in the wider public sphere and thereby generated communicative power against the GCM, ultimately forcing the issue onto the agenda of national public spheres and political institutions.

This article generates new insights into the dynamic interplay between social media content generated by right-wing movements, user engagement, and the public attention movements receive. I argue that movement leaders seek to achieve high user engagement for utilizing mechanisms of information diffusion to increase both online and on-site mobilization. In a case study, I analyze the German right-wing movement Pegida, which uses Facebook for spreading its anti-Islam agenda online. Data from Pegida’s Facebook page are combined with news reports over a period of 18 months to measure activity on Facebook and in the public sphere simultaneously. Results of quantitative text and time series analysis show that Pegida cannot influence user engagement by simply creating more posts. Instead, it is the content of posts that matters. Moreover, findings highlight a strong connection between Facebook activities and the public sphere. In times of decreasing attention, the movement changes its social media strategy in response to exogenous shocks: Pegida resorts increasingly to radical mobilization methods by posting xenophobic content that is more likely to incite users to engage on Facebook.

To examine what factors affect social media activity and how right-wing movements strategically adjust their content, I analyze the German right-wing movement Pegida, which uses Facebook for spreading its anti-Islam agenda and promoting events in the Internet. Data from Pegida’s Facebook page are combined with news reports over a period of 18 months to measure activity on Facebook and in the public sphere simultaneously. Results of quantitative text and time series analysis show that the quantity of posts by Pegida does not increase user activity, but it is the content of posts that matters. Moreover, findings highlight a strong connection between Facebook activities and the public sphere. In times of decreasing public attention, the movement changes its social media strategy in response to exogenous shocks and resorts increasingly to radical mobilization methods.

This chapter shows how the advent of satellite television in the Maghreb constitutes a historical turn that recomposes the Maghrebin public spheres. The existing duality between national and satellite televisions has produced a unique configuration where parallel, conflicting ideas and perspectives came into existence. These perspectives, which opposed most of the official discourses’ orientations, are conveyed in daily life practices and interactions, such as the streets and semipublic spaces, and relayed by social media. Hence, the understanding of the novel and complex realities of Maghrebi political public spheres requires that the ordinary practices be considered as spaces and moments of the political fabrics in the Maghreb.

Durch den digitalen Medienwandel ist der Begriff der Öffentlichkeit problematisch geworden. Die Debatte fokussiert sich zumeist auf die Frage, ob die sogenannte bürgerliche Öffentlichkeit durch das Internet im Niedergang begriffen ist oder eine Intensivierung und Pluralisierung erfährt. Rudolf Maresch zeichnet die berühmte Untersuchung der Kategorie durch Jürgen Habermas nach und zieht den von ihm konstatierten Strukturwandel der Öffentlichkeit in Zweifel. Dagegen verweist er auf die gouvernementalen und medialen Prozesse, die jede Form von Kommunikation immer schon gesteuert haben. Öffentlichkeit sei daher ein Epiphänomen nicht allein des Zeitungswesens, sondern der bereits vorgängig ergangenen postalischen Herstellung einer allgemeinen Adressierbarkeit von Subjekten. Heute sei Öffentlichkeit innerhalb der auf Novitäts- und Erregungskriterien abstellenden Massenmedien ein mit anderen Angeboten konkurrierendes Konzept. Mercedes Bunz konstatiert ebenfalls eine Ausweitung und Pluralisierung von Öffentlichkeit durch den digitalen Medienwandel, sieht aber die entscheidenden Fragen in der Konzeption und Verteilung von Evaluationswissen und Evaluationsmacht. Nicht mehr die sogenannten Menschen, sondern Algorithmen entscheiden über die Verbreitung und Bewertung von Nachrichten. Diese sind in der Öffentlichkeit – die sie allererst erzeugen – weitgehend verborgen. Einig sind sich die Autoren darin, dass es zu einer Pluralisierung von Öffentlichkeiten gekommen ist, während der Öffentlichkeitsbegriff von Habermas auf eine singuläre Öffentlichkeit abstellt. </br></br>Due to the transformation of digital media, the notion of “publicity” has become problematic. In most cases, the debate is focused on the question whether the internet causes a decline of so-called civic publicity or rather intensifies and pluralizes it. Rudolf Maresch outlines Jürgen Habermas's famous study of this category and challenges his claim concerning its “structural transformation,” referring to the governmental and medial processes which have always already controlled every form of communication. Publicity, he claims, is an epiphenomenon not only of print media, but of a general addressability of subjects, that has been produced previously by postal services. Today, he concludes, publicity is a concept that competes with other offers of mass media, which are all based on criteria of novelty and excitement. Mercedes Bunz also notes the expansion and pluralization of the public sphere due to the change of digital media, but sees the crucial issues in the design and distribution of knowledge and power by evaluation. So-called human beings no longer decide on the dissemination and evaluation of information, but algorithms, which are for the most part concealed from the public sphere that they produce in the first place. Both authors agree that a pluralization of public sphere(s) has taken place, while Habermas's notion of publicity refers to a single public sphere.

Corruption was seen as a major factor in the collapse of Republican Rome, as Valentina Arena’s subsequent essay “Fighting Corruption: Political Thought and Practice in the Late Roman Republic” argues. It was in reaction to this perception of the Republic’s political fortunes that an array of legislative and institutional measures were established and continually reformed to become more effective. What this chapter shows is that, as in Greece, the public sphere was distinct from the private sphere and, importantly, it was within this distinction that the foundations of anticorruption measures lay. Moreover, it is difficult to defend the existence of a major disjuncture between moralistic discourses and legal-political institutions designed to patrol the public/private divide: both were part of the same discourse and strategy to curb corruption and improve government.

This article introduces the concept of cultures of rejection as a framing device to investigate conditions of acceptability of authoritarian populism among workers in Germany and Austria. After situating the concept in the current scholarly debate on right-wing populism and discussing its main theoretical points of reference, we offer an analysis focusing on experiences of crisis and transformation. Two elements of cultures of rejection are discussed in depth: the rejection of racialised and/or culturalised ‘unproductive’ others; and the rejection of the public sphere, linked to the emergence of a ‘shielded subjectivity’. These articulations of rejection are then discussed as related to two dimensions of a crisis of authority: the crisis of state or political authority in the field of labour and the economy; and the crisis of a moral order, experienced as decline in social cohesion. In conclusion, we identify possible avenues for further research, demonstrating the productivity of the conceptual framework of cultures of rejection.

In this article I ask (1) whether the ways in which the early bourgeois public sphere was structured—precisely by exclusion—are instructive for considering its later development, (2) how a consideration of the social foundations of public life calls into question abstract formulations of it as an escape from social determination into a realm of discursive reason, (3) to what extent “counterpublics” may offer useful accommodations to failures of larger public spheres without necessarily becoming completely attractive alternatives, and (4) to what extent considering the organization of the public sphere as a field might prove helpful in analyzing differentiated publics, rather than thinking of them simply as parallel but each based on discrete conditions. These considerations are informed by an account of the way that the public sphere developed as a concrete ideal and an object of struggle in late-eighteenth- and early-nineteenth-century Britain.

ABSTRACT In the past decade or so, populism and social media have been outstanding issues both in academia and the public sphere. At this point, evidence from multiple countries suggest that perceived parallels between the dynamics of social media and the mechanics of populist discourse may be more than just incidental, relating to a shared structural field. This article suggests one possible path towards making sense of how the dynamics of social media and the mechanics of populist mobilization have co-produced each other in the last decade or so. Navigating the interface between anthropology and linguistics, it takes key aspects of Victor Turner’s notion of liminality to suggest some of the ways in which social media’s anti-structural affordances may help lay a foundation for the contemporary flourishing of populist discourse: markers of social structure are suspended; communitas is formed; the culture core is addressed; mimesis and anti-structural inversions are performed; subjects become influenceable. I elaborate on this claim based on Brazilian materials, drawn from online ethnography on pro-Bolsonaro WhatsApp groups and other platforms such as Twitter and Facebook since 2018.

In the face of Trumpism and its peculiar mix of the buffoonish and the lethal, Foster suggests that we “pump up” past theoretical concepts by raising them to a higher degree. Social media, for example, could thereby be considered the “fifth estate,” a force that outdoes the “fourth estate” of journalistic media and thereby evacuates the last residues of the public sphere that, over fifty years ago, Jürgen Habermas associated with the advent of print culture. Peter Sloterdijk's notion of cynical reason, too, must be raised to a higher power in order to comprehend the Trumpist mentality; perhaps in this post-truth era, we should speak instead of “noncynical unreason”? And while the concept of the “primal father” is so outrageous that it cannot be inflated, Foster argues, it is one that we must grapple with in the face of a figure who, like Freud's figure, embodies the law and simultaneously performs its transgression.
