Telecommunications sector transformations, innovations and the market structure: The case of Algeria

Abstract Widespread computer science use and the tremendous changes in information and communication technologies (ICT) since the 2000s have induced major disruptions in the telecommunications sector. The Voice-Data‐Image convergence had a significant effect on organizations, infrastructures and ICT platforms. Innovation has become a key value for this sector. However, the main weaknesses of telecom operators lie in the lack of their capacities to meet the requirements of continuous innovation. The aim of this article is to propose a critical reflection on the strategic orientations that the Algerian telecom operators can consider in the context of ICT convergence. A survey is conducted to understand the different developments in this sector and in particular to analyse the main issues faced by the incumbent operators and identify the growth levels in changing value chains. A particular reference to the experience of the incumbent operator of Algeria will be discussed from a transformation perspective strategy.

The world has experienced an unprecedented growth in information and communication technologies (ICT) through the widespread use of personal computers, Internet, and mobile phones. The objectives of this chapter are to examine trends in ICT use in agriculture, identify key success factors for ICT utilization in agriculture, and investigate the implications of ICT-enabled value chains for the agribusiness industry. The chapter describes the strategic role of ICT in the development of both e-commerce and mobile commerce in agriculture globally. The chapter identifies the leading areas of ICT use in agriculture and agribusinesses as input procurement, production, marketing, food traceability, and financial service delivery. Producers are increasingly seeking ways to add value to their businesses by integrating ICT in the value chain. Similarly, consumers are becoming more knowledgeable about how they could use ICT to articulate their preferences. The chapter discusses key success factors for ICT applications affecting both the internal and external environment of agribusiness firms. The chapter concludes by drawing implications for ICT use in agriculture and agribusiness value chains.

O trabalho está organizado em três passos principais: primeiro é caracterizado, de forma descritiva, os principais elementos e constituintes do e-governo (i). A seguir são explicitadas as formas de disseminação do e-governo no mundo e no Brasil (ii). Finalmente, fazemos um primeiro esboço da nossa perspectiva a respeito deste objeto a partir de uma reflexão crítica das suas características e proposições (iii). AbstractInsufficient access to markets, limited financial transactions, and a lack of information and knowledge often restrict opportunities for small-scale farmers to link up with commercial value chains in Sub-Saharan Africa. Advances in information and communication technologies (ICTs), especially mobile phones and the internet, have expanded the possibility to communicate across geographical distances and to integrate into commercial value chains. By using a novel combination of conceptual considerations on ICTs, value chains, and relational proximity, this paper assesses: 1. How the use of ICTs affects the integration of small-scale farmers into the value chains (by analysing the information and knowledge flow, the financial and market transactions) and 2. to what extent the use of ICTs is on the other side influenced by the value chain context (i.e. the structure and coordination of the chain and the relational proximity between farmer and buyer). Our findings showed that even simple ICTs (phones) can lead to improvements for farmers to integrate into the chain as they facilitate simple information and complex knowledge flow, financial transactions, and market access, even though a greater structural transformation was absent. However, our results showed that the extent of the effects depends on the context in the value chains, in particular their structure, coordination, and the relational proximity between the actors. In this way, this paper contributes to the conceptual discussions on information and communication for development (ICT4D) and the dynamics in value chains.

This chapter considers the development of four important Taiwanese industrial clusters: bicycles, machine tools, integrated circuits (ICs), and information and communication technologies (ICT) hardware. Three of these clusters grew out of the networked production of Taiwan’s rural industrialization process. The exception was the IC industry, which was created by the state in light of private capital’s reluctance to invest. While the IC industry did not originate out of local networks of industrial production, it did draw on networks of Taiwanese technologists abroad to develop. All four industries shared the common feature of state-supported institutions to diffuse technology to local firms. The industrial clusters that have proved sustainable are either characterized by relational value chains supported by government technical institutions (bicycles and machine tools) or modular value chains where Taiwan was able to enter high-value segments early in its cluster development.

Telecom operators specialize in the provision of information and communication (IC) services. For a long time they have the potential to provide traditional services, including voice and text messages, which are being constantly improved, primarily due to the progress in information and communication technologies (ICT). The progress in ICT and the offer of IC services in recent years is related to the implementation and development of Internet. In consequence the traditional offer of IC services is extended by innovative services enabling the transmission of voice, data and images. At the same time, these services are starting to be provided not only by telecom operators but also by other entities, in particular the so-called Over The Top (OTT) operators, including Google, Facebook, Amazon etc.

Relationship between information and communication technologies (ICTs) and poverty remains unclear.  The result is likely to remain such if focus is not given to the understanding of needs of the poorer community whose problems ICT interventions are supposed to solve. The present study is an attempt in that direction and it does so by trying to understand the media habit of poor farmers in Bangladesh.  The study covered 7 major agricultural sectors across 15 districts (out of 64) of Bangladesh. It is hoped that the detailed sector disaggregated findings of the study can be used in better designing of interventions to leverage ICTs, which can address key constraints in different agricultural value chains within Bangladesh.

To support older users’ accessibility and learning of the prevalent information and communication technologies (ICTs), libraries, as informal learning institutes, are committed to information literacy education activities with friendly interfaces. Chatbots using Voice User Interfaces (VUIs) with natural and intuitive interactions have received growing research and practical attention; however, older users report regular frustrations and problems in using them. To serve as a basis for the subsequent design and development of an automated dialog mechanism in senior-friendly chatbots, a between-subject user experiment was conducted with 30 older adults divided into three groups. The preliminary findings on their interactions with the voice chatbots designed with different error handling strategies were reported. Participants’ behavioral patterns, performances, and the tactics they employed in interacting with the three types of chatbots were analyzed. The results of the study showed that the use of multiple error handling strategies is beneficial for older users to achieve effectiveness and satisfaction in human-robot interactions, and facilitate their attitude toward information technology. This study contributes empirical evidence in the genuine and pragmatic field of gerontechnology and expands upon voice chatbots research by exploring conversation errors in human-robot interactions that could be of further application in designing educational and living gerontechnology.

Abstract   The objective of this research is to find out the use of Whatsapp Messenger as a mobile media to learn writing in EFL classes.Several researchers have attempted to prove applicability of mobile learning as modern ways of teaching and learning (Naismith, 2004:115). Moreover, applying portable technologies have been demanded by most of the modern learners who oftentimes are forced to study anywhere, and anytime, for example, at work, in the bus or at weekends (Evans, 2008:115).The research was motivated by the students’ difficulties in writing. The sample of this research was three classes of first grade students of English Department of Unswagati. The instrument of this research was questionnaire sheet. Data from questionnaire sheet was analyzed based on the frequency students’ answers and then was calculated and interpreted into percentages. The result shows WhatsApp Messenger attracts the students interest and also the students have positive responses towards the using ofWhatsAppMessenger. In applying WhatsApp group, the writer concluded that, learning using WhatsApp group has effective to develop their creativity in writing skill. On the other hand, the result from the questionnaire sheet indicated that almost of students is active in learning to writing recount text. Students can learn out of the classroom. Beside WhatsApp can be used privately, it can be used for students’ education. The students can use their gadget positively for their ability in learning English. The students can improve their knowledge in learning ICTs (Information and Communication Technologies).
