The article is devoted to the actual problem of financial support for the development of innovations. The purpose of the study is to estimate the share of innovation financing costs in the income received by organizations from the sale of manufactured goods, works and services for innovative organizations located in each of the regions of Russia. As the initial information, the study used official statistics for 2017-2019, which characterize the costs of financing innovations by organizations located in 82 regions of Russia. In the course of the study, economic and mathematical models were developed that represent the functions of the normal distribution. It is proved that there were no significant changes in the value of the share of innovation financing costs in the amount of income received from the sale of manufactured products by organizations located in the regions in 2017-2019. It is shown that the costs of financing innovations for organizations account for a small share in the amount of income received from the sale of manufactured products. It is shown that the values of the specific weights of innovation financing costs were significantly differentiated by region. The results obtained are new and original. The methodological approach presented in the article to estimate the share of innovation financing costs in the amount of revenue received from sales of manufactured products by organizations located in the regions can be used in further research. The proposed tools can be used to monitor the costs of financing innovation activities in organizations. The results of the work can be applied in the current activities of state structures and public organizations, when justifying measures for the development of innovative activities.

Purpose: The paper is devoted to the actual problem of the existing differences in women’s and men’s entrepreneurship. The aim of the research is to assess the prevailing levels of women’s and men’s participation in entrepreneurial activity in modern national economies. Methodology: The study dealt with the problem of determining indicator values characterizing the early stage of entrepreneurship; mature (sustainable) entrepreneurship, as well as quitting business activities. The results of the surveys conducted in 59 countries throughout the Global Entrepreneurship Monitor Project were used as initial information. Findings: In the course of the research, nine indicators characterizing such stages as start-up and sustainable entrepreneurship along with the cessation of this activity were examined. The study developed the functions that show the distribution of the indicators in 59 countries describing women’s and men’s proportions at three main stages of entrepreneurship. Research limitations: The study had limitations on empirical data due to the fact that only 59 countries were considered. Originality: The attained results have indicated that there is a gender gap among the indicators of entrepreneurship in most countries, which means that women participate in it to a smaller extent than men. The methodological approach to assessing gender differences in entrepreneurship presented in the article can be applied in further research.

Open innovations combine the interaction of the authorities and the population in regions of Russia. Social and political interaction of Russian network users demonstrates new open forms of political participation, mobilization practices (initiative appeals, petitions), the use of expert systems data, and remote access technologies. The increasing number of initiatives and the growth of online communities involved in the discussion and adjustment of the results of innovation activities require the use of a big data format. The demand for open innovation based on the principles of transparency of social and political interactions is being updated during COVID-19. This study aims to assess the effectiveness of open innovations in social and political interactions during COVID-19. The innovative practices of communication between the population and authorities were studied using DataMining tools based on digital platforms: “Russian Public Initiative”, “Change.org” and “GoogleTrends”. Users’ social graphs represent the visualization in terms of thematic and territorial groupings. The results obtained allow for a conclusion about the dependence of the regional innovation activities on the openness of their communications and their location relative to authoritative and other types of resources. The physical location of the region (center–border region–periphery) and dependence on implementation at the federal, regional or municipal levels are circumstances influencing the effectiveness of social and political innovations.

The present paper is a report on the construction of nomograms to ascertain the domain of elastic-inertial-damping characteristics required in vibrating machine-foundation systems, in order to ensure that ergonomic and other technical constraints are complied with. Nomograms, which are the graphic representation of mathematical models in nondimensional form, prove to be an effective instrument for orientation in the design stage.

The success of innovation activities of industrial enterprises to create product innovations depends on many factors. One of the main factors in this list is an objective assessment of their market prospects. This assessment can be carried out using the procedure of marketing testing, as it contains necessary methodological support and tools to determine the commercial prospects of product innovation at each stage of the innovation cycle. The effectiveness of marketing testing largely depends on how successfully organized this process in the enterprise, which actualizes the development of organizational and economic mechanism for managing marketing testing of market prospects for product innovations. This research is devoted to this question. The article presents the organizational and economic mechanism for managing marketing testing of market prospects of product innovations of industrial enterprises. The developed mechanism contains: subsystem of information support (internal and external information), target subsystem (tasks and purposes, criteria and principles of management of marketing testing), control subsystem (subjects which carry out management and functions which they carry out), the managed subsystem (divisions of the enterprise). Involved in marketing testing), providing a subsystem (methods and resources of management) and a subsystem of controlling the procedure of marketing testing of market prospects of product innovations. The mechanism also includes a subsystem of marketing testing, which consists of the author’s theoretical and methodological approaches to assessing the market prospects of product innovations at the stages of the innovation cycle of their development. It is based on the following approaches: theoretical and methodological approach to foresight research of future needs in product innovations; theoretical and methodological approach to the criterion base of evaluation and selection from a number of alternatives of innovative projects for the development of product innovations; theoretical and methodological approach to marketing testing and evaluation of market prospects of product innovations; theoretical and methodological approach to the diagnosis and strengthening of consumer capital of the enterprise; methodical approach, by which decisions are made on the readiness of product innovations to enter the market and complete the work on the procedure of marketing testing. The marketing testing mechanism contains the relationships between the subsystems (influence, coordination, and adjustment, feedback) to obtain an overall result. The result of the implementation of the proposed mechanism is tested for market success, developed product innovation, which is ready for commercialization, which is predicted to succeed, and the developer, thus, will receive all planned revenues and profits from its sale on the market. The conducted analysis is a future basis for the implementation of the developed organizational and economic testing mechanism in the practical activities of domestic innovative industrial enterprises.

The paper considers mathematical differential models for managing the achievement of planned values of material support for educational and scientific activities of the university based on the analysis of this area of activity of transport universities. Models contain a mathematical description of the material and financial processes under study, which analytically show their dynamics for a certain period. The models are quite simple and can be used for planning and forecasting the financial support strategy of higher education institutions. In her research, the author relied on the work of Russian scientists, in particular, on [1-5]. This paper presents a mathematical description of the set of possible options for the system, predicting the consequences of the implemented options, and justifying the rational choice of management to achieve optimal educational and material support of the university. In this paper, we used methods for solving and investigating differential equations, as well as the MathCAD 15 software package for their numerical solution [6-8].

Today priorities in the growth of the regions and the need to reduce imbalances in its development requires to work out the theoretical and methodological approach to the feasibility of financial support of the regions and to the study of applications of budgeting tools in order to eliminate the asymmetry and to improve investment activity of municipalities. The authors studied the causes and the sequences of uneven development of territories; the experience to balance the economic growth of Voronezh region was analyzed. There were given recommendations on calculating the level of co-financing of the expenditure commitments of the municipality from the regional budget and illustrated the efficiency of applying budgeting tools to a specific facility in one of the regions.

The paper represents the mathematical model for diagnostics of supercapacitors. The research objectives are the problem of determining a supercapacitor technical condition during its operation. The general reliability of diagnostics is described as the methodological and instrumental reliabilities of diagnostics. The instrumental diagnostic reliability of supercapacitor includes the probabilities of errors of the first and second kind, α and β respectively. The methodological approach to increasing the reliability of supercapacitor diagnostic has been proposed, in terms of multi-parameter supercapacitor diagnostic by applying nonlinear, frequency dependent mathematical models of supercapacitors that take into account nonlinearity, frequency dispersion of parameters and the effect of transient processes in supercapacitors. The more frequencies, operating voltages and currents are applied in the supercapacitor diagnostics, the more methodological reliability of diagnostics will increase in relation to the methodological reliability of supercapacitor diagnostics when only one frequency, voltage and current are applied.
