German hegemony is a research topic subject to significant academic attention, especially within the studies linked to European integration. The existence of German hegemony within the EU is disputed, but several studies and models demonstrate that German hegemony within the European Union is significant but at the same time not desired (therefore the designation of Germany as a reluctant or benevolent hegemon). Is this true for the EU policies linked to sustainability as well, i.e. can institutional German hegemony be identified in the related policy fields? The study aims at assessing German institutional power linked to sustainability in the European Union (narrowing down policies linked to sustainability to EU energy and climate policy). It concludes that, based on a novel power ranking model assessing Member States’ influence in the various EU institutions, German institutional power is not significant in the fields of EU energy and climate policy.

In the European Union, the concern for sustainability has been legitimized by its politically and ecologically motivated discourse disseminated through recent policies of the European Commission and the local as well as international media. In the article, we question the very meaning of sustainability and examine the European Green Deal, the major political document issued by the EC in 2019. The main question pursued in the study is whether expectations verbalized in the Green Deal’s plans, programs, strategies, and developments hold up to the scrutiny of critical discourse analysis. We compare the Green Deal’s treatment of sustainability to how sustainability is presented in environmental and social science scholarship and point out that research, on the one hand, and the politically motivated discourse, on the other, do not correlate and often actually contradict each other. We conclude that sustainability discourse and its keywords, lexicon, and phraseology have become a channel through which political institutions in the EU such as the European Commission sideline crucial environmental issues and endorse their own presence. The Green Deal discourse shapes political and institutional power of the Commission and the EU.

This paper describes the phenomenon Brexit or Britain Exit on the future of EU regionalism and its impact on Indonesia. This paper will explain in detail the reason for the emergence of a number of policies Brexit. Brexit event caused much speculation related to Brexit in the European Union. The policy is considered full controversial, some experts say that Brexit in the European Union (EU) showed the independence of Britain as an independent state. Other hand, that Britain is the "ancestor" of the Europeans was struck with the release of the policy, meaning European history can not be separated from the history of Britain. In fact the above reasons that Britain came out associated with independence as an independent state related to EU policies that are too large, as a result of the policy model is very holistic policy while Britain desire is wholistic policy, especially in the economic, political, social and cultural. In addition, the geopolitical location of the EU headquarters in Brussels who also became the dominant actor in a union policy that demands as EU countries have been involved in the formulation of development policy, including controversial is related to the ration immigrants. Other reason is the prestige associated with the currency. Although long since Britain does not fully adopt the EU rules but there is the possibility in the EU currency union can only occur with the assumption that the creation of functional perfect integration.

Abstract This article explores Bruno Amable’s Diversity of Capitalism approach to analyze educational systems in the European Union (EU28). The main goal is to identify the main clusters of educational systems with regard to their institutional characteristics. Second goal of the analysis is to evaluate the impact of several EU policies and initiatives on the institutional structure of European educational systems. This article identified six clusters in terms of general education and five clusters in terms of higher education systems. The clustering shows, that – with some exceptions (notably the United Kingdom and Ireland) – European education systems have similar structure to other institutional areas, in particular, it confirms the existence of post-communist (in terms of Farkas) or patchwork (in terms of Rapacki et al.) capitalism. The article shows, as well, that subsystem of higher education is much less diverse, what may have a significance for future discussions on the capitalisms in the EU. Results suggests also that there exist significant differences in performance between the clusters, something that may have a crucial importance for an educational policy.

This edition examines the contexts in which the European Union has reflected and affected major forces and changes in international relations (IR) by drawing on concepts such as balance of power, multipolarity, multilateralism, interdependence, and globalization. It explores the nature of policymaking in the EU's international relations and the ways in which EU policies are pursued within the international arena. Topics include the EU's role in the global political economy, how the EU has developed an environmental policy, and how it has attempted to graft a common defence policy onto its generalized foreign and security policy. This chapter discusses the volume's methodological assumptions and considers three perspectives on IR and the EU: the EU as a subsystem of IR, the EU and the processes of IR, and the EU as a power in IR. It also provides an overview of the chapters that follow.

Abstract This paper focuses on perceptions of the European Union (EU) and external actors (such as the United States, Russia, and Turkey) in six countries of the Western Balkans (WB) and Croatia in a comparative perspective. We present data generated by public opinion polls and surveys in all countries of that region in order to illustrate growing trends of EU indifferentism in all predominately Slavic countries of the region. In addition, there is an open rejection of pro-EU policies by significant segments of public opinion in Serbia and in the Republic of Srpska, Bosnia-Herzegovina. On the contrary, there is much enthusiasm and support for the West in general and the EU in particular in predominately non-Slavic countries, Kosovo and Albania. We argue that the WB as a region defined by alleged desire of all countries to join the the EU is more of an elite concept than that shared by the general population, which remains divided over the issue of EU membership. In explaining reasons for such a gap we emphasise a role of interpretation of the recent past, especially when it comes to a role the West played in the region during the 1990s.

The European Union (EU) policies devoted to entrepreneurship in agricultural motivation represent a wide spectrum of methods and approaches. However, lack of attention to the differences between different types of entrepreneurs might decrease the entrepreneurship motivation policies’ effectiveness. Applying Decision Theory (DT), one of the management sciences, the article determines that non-hereditary entrepreneurs, which include ex novo and early retirement groups, are expected to provide greater contribution to the rural areas development and have different decision-making process in contrast to hereditary entrepreneurs. The article clearly shows a lack of policies focused on non-hereditary entrepreneurs in the EU and a limited effect of policies on ex novo and early retirement groups due to their underestimation of the agricultural sphere’s opportunities and limited knowledge about existing policies. The article suggests further application of DT in agricultural entrepreneur’s motivation and debiasing.

Unia Europejska jest najważniejszym partnerem handlowym tego państwa, a polityka UE ma wpływ na wiele sektorów życia norweskiego. Pomimo to Norwegowie dwukrotnie w referendum odrzucili członkostwo w Unii Europejskiej. Jest wiele powodów tej decyzji. Wśród nich najczęściej podkreślane — gospodarczy. Norwegowie nie chcą dzielić się zyskiem z połowu ryb, a tym bardziej surowcami naturalnymi. Ich gospodarka jest zdrowa i dobrze prosperuje, nie będąc częścią Unii Europejskiej. Norweska nieobecność w UE jest więc niczym innym, jak instynktem samozachowawczym, a eurosceptycyzm Norwegów jest oparty na przywiązaniu do autonomii.Meanders of Norwegian EuropeanismNorway is a part of Europe, not only geographically, but historically, financially and culturally. The European Union is the main trading partner of that country, and EU policies have an impact on many sectors of Norwegian life. Despite this, the Norwegians twice in a referendum rejected membership in the European Union. There are many reasons for this decision. Among them, the most stressed — economic reasons. Norwegians do not want to share profits from fishing, and, what is more, the extraction of natural resources. Norwegian economy is healthy and prospers well without being part of the European Union. Norwegian absence in the EU is therefore nothing other than self-preservation and Norwegians Euroscepticism is based on a commitment to autonomy.

The European Union (EU) is a supranational political system that unites more than twenty-five European countries. European integration began to facilitate economic cooperation. Over time, it evolved into both an economic and political union. The progress in European integration accelerated in the 1980s and the 1990s. As a result, the European Union was established in 1993 and assumed more political power. The process of establishing the European Union was slowed by the results of a referendum in Denmark, which at first did not approve the treaty establishing the EU. This referendum made it clear that public support for European integration could no longer be taken for granted and that public attitudes toward the EU are crucial for the European Union’s future development. In other words, the era of permissive consensus ended and it became clear that public opinion has become a powerful force in the development of European integration. Since then, public opinion has had a clear influence on the direction of European integration in a number of ways. Examples of this influence include the rejection of the single European currency in Sweden, the failure of the Constitution for Europe, and, most notably, the United Kingdom’s decision to exit the EU. Public opinion has influenced European politics in other ways as well. For example, national political elites, acting at the European level, are constrained in their decisions by public opinion at home. The importance of understanding public opinion toward the EU has given rise to a lively research program. In their quest to understand citizens’ attitudes toward the EU, researchers first had to conceptualize the key concepts in this field, in particular the meaning of public support for the EU. Following this, scholars began to investigate why people support or oppose the European Union, which became the most widely studied topic in this field. In addition, studies have examined public support for specific European policies, determinants of voting in EU-related referendums, public support for EU membership in countries outside the EU, and the extent to which public opinion matters for policymaking in the EU. All these topics are included in this annotated bibliography. The section devoted to General Introductions and Review Articles lists review articles and textbook chapters that provide a quick overview of the topic as a whole. The next section, What Is Public Support for the EU and How Do We Explain It?, digs deeper into the concept of public support for the EU, asking how the concept is defined and what explains support for the EU. The following three sections deal with public opinion toward specific EU policies (Public Opinion toward Specific EU Policies), public support for the EU in nonmember states (Public Support for the EU in Candidate Countries and Other Nonmember States), and the question of public opinion’s influence on policymaking in the EU (Does Public Opinion Matter for Policymaking in the EU?). The second-to-last section is devoted to referendums on European matters (Referendums: Explaining the People’s Vote, Explaining Brexit). The last section (Data Sources) looks at data sources that can be used in the study of public attitudes toward the EU.

The European Union (EU) is a political and economic union of 28 member states that are located primarily in Europe. It has an area of 4,475,757 km2 (1,728,099 sq mi) and an estimated population of about 513 million. The EU has developed an internal single market through a standardized system of laws that apply in all member states in those matters, and only those matters, where members have agreed to act as one. EU policies aim to ensure the free movement of people, goods, services and capital within the internal market, enact legislation in justice and home affairs and maintain common policies on trade, agriculture, fisheries and regional development. For travel within the Schengen Area, passport controls have been abolished. A monetary union was established in 1999 and came into full force in 2002 and is composed of 19 EU member states which use the euro currency.

This article is devoted to the educational policy of the European Union in the Republic of Kazakhstan. The EU and Kazakhstan cooperate in the field of education and training in order to promote the modernization of education and training systems in Kazakhstan and bring them closer to EU policies and practices. The parties cooperate to promote lifelong learning and encourage collaboration and transparency at all levels of education and training. In addition, the EU and the Republic of Kazakhstan attach particular importance to measures aimed at strengthening inter-institutional cooperation, promoting the mobility of students, faculty and administrative staff, researchers and young people, and encouraging the exchange of information and experience.
