DEVELOPMENT OF PRINCIPLES FOR INTEGRATION OF QUALITY MANAGEMENT SYSTEMS AND LEAN MANUFACTURING OF INDUSTRIAL ENTERPRISES

The activities of many enterprises are regulated by the requirements of national standards in the field of quality management, lean production, environmental management and labor protection. Despite the fact that these standards are oriented as independent subsystems of enterprise management, they have common elements, the implementation of which can be integrated. The article presents an analysis of the identity of the principles of the quality management system and the lean production system, regulated by GOST R ISO 9000–2015, GOST R 56020–2014 and GOST R ISO 10006–2005. Proposals are given for creating integrated management principles taking into account the requirements of GOST R 53893–2010, GOST R 55269–2012 and GOST R 57522–2017.

Currently, in the healthcare of the Republic of Kazakhstan and many other countries, ISO standards are mandatory, and also in some countries the Lean Production System is used. In the Republic of Kazakhstan, the Ministry of Health issued guidelines for the implementation of lean technologies in healthcare organizations in 2017. However, the introduction of Lean technologies is not yet mandatory and has not become widespread in medical organizations in our country. In this regard, information on Lean technologies, experience of their application and effectiveness in healthcare organizations is useful for our medical managers and workers. Goal. Analysis of literature data on ISO and Lean quality management systems, their comparison, experience of application in healthcare organizations and efficiency. Material and methods. For this analysis, we searched for information on the issue with a depth of up to 20 years. Search for publications on the topic of the review was carried out in the databases of PubMed / MEDLINE, PMC, EMBASE, Web of Since, as well as a broad search through the browsers Google.com and Yahoo.com. The search criteria were combinations of terms: quality management system, healthcare, and lean production. Results and discussion. The description of the main features of the quality management systems ISO and Lean, as well as their comparison have been made. Information on the use of these systems in healthcare organizations is given. Currently, the Lean manufacturing system has been implemented in all healthcare organizations in the province of Saskatchewan (Canada), and a large-scale implementation has begun in the Russian Federation. Many medical organizations are implementing Lean system on their own initiative. Most publications have positive feedback on the Lean application. However, there are also several critical articles that the published positive reports lack a strong evidence base. In addition, it is impossible to compare the reports of different organizations due to the lack of a unified system for evaluating the effectiveness of Lean. Conclusion. The Lean manufacturing system is increasingly being used in healthcare organizations. Mostly positive results of Lean application are reported. However, the issue of its effectiveness in healthcare requires further research, since most of the reports cannot be considered as hard evidence. This research project was to investigate the motives for gaining an ISO 9001 certified quality management system in companies that serve the subsea sector of the oil and gas industries: is certification a strategic business tool or just a marketing badge? A literature review revealed that if implemented rigorously, ISO 9001 could deliver increased efficiency and improved business processes. Many authors stated that certification was gained principally to allow trading in the European and global markets, and, to gain entry to the Approved Vendors List of prospective customers. Primary research consisting of interviews with approximately 55 professionals across 12organisationsindicated that a majority agreed, stating that certification was gained for marketing purposes or to satisfy customer requirements. However many went on to say that their companies had subsequently realized the full benefits of ISO 9001. Therefore the motives for certification could be aligned. Secondary research also revealed that a number of firms operated an integrated management system. Findings of this project point to two conclusions. First, if ISO 9001 is implemented rigorously enough, companies can realize its benefits despite alternative reasons for gaining certification. Second, both motives for gaining certification can be aligned. This is a significant that is absent in the literature. All of the companies operating in this industry that were researched in this study had an ISO 9001 certified QMS. Because of the absence of publications on the use of ISO 9001 in the subsea sector of the oil and gas industries, further research into the possible alignment of the motives investigated in this project is warranted, and recommended. Additional areas for further research include integrated management systems rather than ISO 9001 quality management systems and limiting the scope of analysis to a current single subsea project, such as the Gorgon Project (Hatch 2013).

Abstract The concept of Lean Manufacturing (or Lean Production) is widely present in the quality management systems of the best factories. Foundry plants in Poland have continuously been implementing modern management tools; however, the experiences of the authors show that the usage of lean tools is at a lower level in domestic foundries than in similar plants abroad. This was the reason why a survey was prepared and over 300 foundry plants were questioned regarding the application of Lean Manufacturing tools. The questions (20 in total) asked if and what tools are implemented in the plant and what benefits have been achieved, or why lean tools have not been implemented in a particular plant. The answers were thoroughly analysed and the results show that, among others, only 29% of all foundries use lean tools, and the main reason why most of them do not is that these tools are not understood well enough.

Design and introduction of quality management system in the organization are affected by changing conditions, needs, specific objectives system, providing products and using a process. On a global scale, a large number of organizations use most widespread quality management systems based on models presented in the standards ISO 9000. This paper focuses on system of quality control in the selected company. Based on the questionnaire survey it was measured a customer satisfaction. According to the results of the survey, there were specified objectives of quality to enhance customer satisfaction.

The aim of this article is to identify and assess the development of ISO 9001 Quality Management System applications in Polish local government institutions in the years 1999–2015. We conduct our analysis on the basis of a questionnaire survey carried out among local government institutions in 2015 (with 77% rate of response). We prove that the ISO 9001 Quality Management System is dominant in Polish local government institutions and we show that its implementations were geographically concentrated and dependent on the size of the local government institution. Points for practitioners Smaller local government institutions (especially from rural municipalities) require financial support and the proper preparation of employees and training in order to implement the ISO 9001 Quality Management System. The ISO 9001 Quality Management System is the first step in moving towards an integrated management system. The implementation of alternative management improvement solutions decreases interest in implementing the ISO 9001 Quality Management System and obtaining certification.

The authors' task was to analyze the development of quality management systems at the current stage in Russia, as well as at the previous stage in the USSR. As a result, we came to the conclusion that the factors stimulating the implementation of ISO 9000 standards are the need to promote products on the world market, as well as the possibility of receiving orders from the state. In the future, strict adherence to these standards will allow enterprises to significantly reduce the likelihood of lawsuits from consumers, which is important in the context of the development of the legislative framework and increased control over the business. The practical significance of the article is the possibility of familiarizing management and personnel with quality services, whose task is to prepare for certification for compliance with ISO 9000 standards in how this process took place in other companies. The originality of this work is to summarize the experience of implementation of ISO 9000 standards at enterprises and to analyze the factors contributing to or hindering this process.
