This paper focuses on the problem of providing legal groundwork for the balance of traditional and alternative energy development in the context of the Republic of Kazakhstan’s shift to green energy. As it turns out, there is no comprehensive strategy for providing legal groundwork for the use of energy, both traditional and renewable. Today there are two major standpoints among both scientists and experts on the ground: for and against the renewable sources. Thus, the main task of lawyers is to develop an approach that makes both sides agree on the issue. The paper performs an analysis of Kazakhstan’s legislation on energy development, energy preservation and the use of renewable energy sources, identifying its shortcomings and gaps. The attained results provide a basis for recommendations to create a legal regulatory framework for the development of traditional and alternative energy in the Republic of Kazakhstan, as well as to improve environmental legislation in terms of environmental protection during construction, location and use of traditional and alternative energy facilities.

The paper discusses the possibilities of green energy in improving the economic growth of regions, the development of the green market and its importance in implementing environmental protection policy. The author considers the premises for the formation of a market of renewable energy sources in developed countries, studying world trends, as well as the conditions and factors affecting the development of the ecological market of green goods and services in modern Russia. The paper analyzes legislative initiatives to develop an alternative energy market, taking into account Russia’s accession to the Paris climate agreement. The author gives examples of regional experience in Russia that are already implementing projects for the installation of alternative energy generators, wind and solar. The conditions and factors for the energy capacities development based on renewable sources in the Arctic territories are also considered. The author concludes that the development of renewable energy sources must be considered in the line of the energy strategy of Russia, as well as with issues of digitalization of the industry, microgeneration, the introduction of energy storage systems.

The impact of renewable energy sources on the national economy of the countries across the world will only increase in the near future. It is linked both with the policy of reducing the dependence on imported sources and the opportunities offered by alternative power. Having great prospects for using renewable energy sources in power generation, Turkey has been implementing coherent policy in this field. The article deals with the energy policy Republic of Turkey, analyzes its legislation, studies the trends in the alternative energy sector development as well as the current situation in the domestic power generation.

The chapter considers information systems that provide analysis of the RES resource base and support decision making. RES resources in the Republic of Kazakhstan are briefly analyzed. The methods and systems for evaluation of theoretical, technical, and economic potential of renewable energy sources are considered. Based on this overview, the authors propose six steps of estimation that should be realized in intellectual GIS. One of the major steps is the identification the factors that affect using of renewable energy sources. These factors can contribute to impeding the development of green energy. The simple taxonomy of these factors is proposed. The second important step is to aggregate estimations of the factors. As a result, the authors propose the aggregation method based on Bayes rule. Compared to other methods, this approach allows us to obtain two estimates: probabilities of positive and negative hypotheses. The methods discussed are at the heart of the information system supporting the development of renewable energy sources in the Republic of Kazakhstan.

The development of energy from renewable sources is one of the most important aspects of today’s energy industry. The level of this development (production of green energy) is determined by the use of a variety of methods, e.g., the methods of multicriteria and multivariate analysis. The effectiveness of these methods is affected by many factors, and one of them is the appearance of non-typical objects (outliers). This paper investigates the effectiveness of selected methods (TOPSIS, VIKOR, VMCM) in terms of computational robustness to outlier objects. The most effective method in this respect (VMCM) is then applied to study the level of development of renewable energy sources in European countries. The presented research provides the opportunity to carry out a dynamic analysis (for selected base years) of the level of energy generation from diverse renewable sources in reference to the adopted patterns and anti-patterns (European countries). The obtained results are discussed, thus confirming the effectiveness of the proposed methodological approach.

This paper studies the main opportunities for stimulating investments in the alternative energy development through implementation of state plans for creation and support of favourable socio-economic conditions in Nagorno-Karabakh and 7 surrounding regions. Due to the longevity of projects on renewable energy sources, as well as the traditional financing of infrastructure projects, it is extremely important that political and economic interests were protected by law. At the present time there are active project work on development and optimisation of energy sector, and therefore understanding of basic principles is quite diverse in public and private sectors. Main conclusions and recommendations are developed and presented for economic development of renewable energy sources (RES) in Nagorno-Karabakh and surrounding regions of Azerbaijan.

Abstract. The modern world, including highly developed countries, which focus a significant part of their financial flows on increasing environmental capacity with propaganda and a call to stop global warming, quite openly demonstrates its commitment to replenish and restore «green» reserves. Today, in the system of economic relations and financial support of Ukraine’s economic development, the involvement of the environmental component of such development is becoming increasingly important. When studying alternative energy sources as a relatively new way for Ukraine, it was found that the development of such energy affects a number of socio-economic factors, including transport, environment, health and nutrition, agro-industrial management, energy, etc. Government support, support, support and formation of a general strategy for the development of investment in alternative energy should become a priority in increasing the greening process in the country. The only conceptual approach to ensuring the development of «green» energy is a guarantee of establishing a mechanism to ensure the investment potential of the direction. For the effective functioning of renewable energy sources (RES) it is necessary to bring national legislation in line with international requirements, in particular to international acts of the European Union. Creating optimal guarantees and providing quotas for investors. Necessary conditions for development are: development of software and technical and technological support not only for the generation, accumulation and use, but also the accumulation and generalization of information, accounting, analysis, control over the consumption and sale of such energy; innovation and investment support at the level of deepening and expanding research, creating work programs, projects and groups; institutional support for attracting investment in the development of «green» energy, development of a state target program for the development and support of RES.
