The article deals with the problems of ensuring the energy balance in the Republic of Uzbekistan. The energy system of Uzbekistan is a vertically integrated structure, which is based on electricity source generation and distribution networks. The article considers the measures significant for the introduction of renewable energy sources in the energy balance of Uzbekistan. Data on the potential of renewable energy sources and alternative energy development of Uzbekistan is presented in the paper as well.

This paper focuses on the problem of providing legal groundwork for the balance of traditional and alternative energy development in the context of the Republic of Kazakhstan’s shift to green energy. As it turns out, there is no comprehensive strategy for providing legal groundwork for the use of energy, both traditional and renewable. Today there are two major standpoints among both scientists and experts on the ground: for and against the renewable sources. Thus, the main task of lawyers is to develop an approach that makes both sides agree on the issue. The paper performs an analysis of Kazakhstan’s legislation on energy development, energy preservation and the use of renewable energy sources, identifying its shortcomings and gaps. The attained results provide a basis for recommendations to create a legal regulatory framework for the development of traditional and alternative energy in the Republic of Kazakhstan, as well as to improve environmental legislation in terms of environmental protection during construction, location and use of traditional and alternative energy facilities.

The article describes the main factors determining the development of renewable energy sources in the world. The assessment of the applicability of foreign RES development strategies to Kazakhstan’s energy system has been made. The main tasks facing Kazakhstan’s energy system with large-scale implementation of renewable energy were formulated. On the basis of the analysis and performed calculations recommendations and basic principles have been made on development strategy of renewable energy sources in the Republic of Kazakhstan.


The article analyzes the problems of the development of alternative energy sources in the energy system of Kazakhstan and substantiates the prospects for their introduction in small settlements located in the desert zone. The principles of operation of wind and solar installations used in the territory of Kazakhstan, including in rural settlements, are described. A comparison of the current statistical data of the Republic of Kazakhstan and foreign countries for 2019-2020 is carried out. in the field of the introduction of renewable energy. The possibilities of introducing alternative energy sources in Kazakhstan are considered, subject to the application of flexible tariff mechanisms, state priority when reserving territories for the construction of renewable energy facilities.

The impact of renewable energy sources on the national economy of the countries across the world will only increase in the near future. It is linked both with the policy of reducing the dependence on imported sources and the opportunities offered by alternative power. Having great prospects for using renewable energy sources in power generation, Turkey has been implementing coherent policy in this field. The article deals with the energy policy Republic of Turkey, analyzes its legislation, studies the trends in the alternative energy sector development as well as the current situation in the domestic power generation.

Strategic importance in the formation of national security is the development of a model of efficient use of resources. Energy security and independence of the country is formed due to economically sound and optimized fuel and energy policy, which is aimed at environmentally safe and economically acceptable needs of the population and the state as a whole. The instability of fossil fuel pricing policy, as well as political inconsistencies between neighboring countries (Belarus, Russia) lead to a more careful approach to the formation and optimization of the structure of Ukraine's energy balance. Given the recent trends of carbon-neutral development of the national economy, the country has chosen the vector of transformation of the energy system by increasing the share in the structure of the energy balance of renewable energy sources and improving the energy efficiency of the national economy. There is a need to develop an effective plan for the transition of the energy system to energy-independent energy sources, taking into account key aspects of the recently adopted European Green Agreement. At the same time, the main goal remains to reduce the negative burden on the environment through sustainable development of the country, to prevent global warming. The aim of the article is to forecast the dynamics of the structure of Ukraine's energy balance by 2035 by types of renewable energy sources. To achieve this goal, the tools of scenario forecasting of the Brown model were used in the work. The object of the study is the energy balance of Ukraine in the period from 2000 to 2020. The sources of statistical information were the statistical databases of the World Bank and Ukrstat. The results of scenario forecasting by types of renewable energy sources helped to draw a conclusion about the prospects for the development of renewable energy in the structure of Ukraine's energy balance. Taking into account the results of the study, a number of recommendations were made to optimize the structure of Ukraine's energy balance through renewable energy sources and certain institutional, investment and policy measures.

The article provides an overview of the current state of energy in the world and in Russia, which focuses on the development of renewable energy sources (RES). An analysis is made of the trend in the production and consumption of energy resources, as well as an assessment of the use of renewable energy in Russia. Incentives for the development of renewable energy sources with the characteristics available in the world are determined. Conclusions are drawn about the importance of developing this industry both in Russia and in the Chechen Republic, as one of its regions. An assessment is given of the development of wind and solar energy in Russia. The current power supply structure of the Chechen Republic is considered, where the indicators of maximum electric power, consumed electric power, and also electric power generation of the republic are given. The analysis of the possibility of using wind and solar energy resources, as well as small hydropower of the Chechen Republic. Options for the development and effective use of renewable energy sources are considered, taking into account the fact that the use of energy resources based on modern innovative technologies, the introduction of new promising alternative sources, and the search for ways to stimulate the use of renewable energy sources, where it is supposed to organize and introduce a tariff policy, is one of the main tasks of energy development which give a complete systemic idea of the scale of the problem of transferring the energy system to innovative rails. Some options are proposed for the most expedient development of the energy system of the Chechen Republic, the construction of small pilot plants using renewable energy sources, with the goal of actual (experimental) confirmation of the predicted calculated values, as well as the gradual mass introduction of plants using renewable energy sources in the private sector with the creation of the necessary tariff conditions for use and construction installations on an industrial scale within the framework of energy private or public companies. Priority tasks have been set for the prospective development of the republic’s energy sector by introducing renewable energy sources.

This paper studies the main opportunities for stimulating investments in the alternative energy development through implementation of state plans for creation and support of favourable socio-economic conditions in Nagorno-Karabakh and 7 surrounding regions. Due to the longevity of projects on renewable energy sources, as well as the traditional financing of infrastructure projects, it is extremely important that political and economic interests were protected by law. At the present time there are active project work on development and optimisation of energy sector, and therefore understanding of basic principles is quite diverse in public and private sectors. Main conclusions and recommendations are developed and presented for economic development of renewable energy sources (RES) in Nagorno-Karabakh and surrounding regions of Azerbaijan.

A review of the methods and models used at the ESI SB RAS to assess the effectiveness of renewable energy sources (RES) was carried out. Criteria were formulated and calculation formulas were given for a preliminary assessment of the competitiveness of renewable energy sources as compared to alternative energy supply options. A mathematical model of the world energy system was considered, where renewable energy sources were described by averaged indicators. The model allows for different scenarios of external conditions to explore the prospects for the development of energy technologies, including renewable energy sources. For the analysis of autonomous energy systems with RES, a simulation model was developed so as to treat the processes of production, consumption, and energy storage in their dynamics. The optimization version of the mathematical model eliminates the need for a pre-assignment of the energy flow control algorithm. In this case, it is possible to study systems with the simultaneous presence of several units of energy storage of various types. For the study of renewable energy sources under market conditions, a model was developed so as to take into account the presence of various decision-making hubs, as well as the impact of governmental regulatory bodies in the market. It was shown that the most efficient mechanism for encouraging the development of renewable energy sources is the creation of a market for "green certificates", with the least efficient renewable energy sources to be subsidized.
