Micro, Small and Medium Enterprises try to grow and develop their business in order to build a national economy based on equitable economic democracy. The position of MSMEs is very important in economic development It is very important to do protection. Protection of MSMEs is assistance and support made by the government towards MSMEs. Protection in legal action, assistance in the production process to marketing and support in terms of capital. There is a debate that is found is how to issue law by the government in empowering MSMEs to realize equitable economic prosperity.The research in this paper used a normative juridical research method. The approach used in this study is socio legal approach which the law is conceptualized as a set of regulation that is valid in the society and the validity will be affected by other factors.This study intends to measure the extent of the role of the government and what efforts are being made especially by regional governments, in this case the Central Java Provincial Office of Cooperatives and SMEs in implementing legal protection in empowering MSMEs to realize economic welfare.

This research is to find out the perceptions of micro, small and medium enterprises to modern stores, MSME partnerships with modern stores, constraints, and the role of the government in overcoming the problems of modern shops and MSMEs in Padangsidimpuan City. This research is a descriptive qualitative study by conducting in-depth interviews. The results showed the perception of MSMEs towards modern stores had a negative and positive impact. The negative impact, the income of MSMEs has decreased. The positive impact, the presence of modern stores motivates MSMEs to evaluate themselves from modern stores. The partnership established by MSMEs with modern stores is the use of business locations provided by modern stores. The constraints of MSMEs are business capital, human resources, business legality, business permits and products, while the constraints of modern stores are business permits, human resources and partnerships with MSMEs. The role of the City Government of Padangsidimpuan is for modern stores, namely to give an appeal not to add to modern store outlets and to call for partnerships in terms of marketing local MSME products. For MSMEs, facilitate MSMEs with banking institutions in terms of providing venture capital, training and guidance to MSMEs, and making packaging houses.

The role of Micro, Small and Medium Enterprises (SMEs) is very important as an economic force to countries, especially developing countries like Indonesia. However, the role of the government is still ineffective to support SMEs. As a result, they cannot grow optimally. As one of the economic forces, the role of SMEs is worth considering when ASEAN Economic Community (AEC) begins by the end of 2015. This study aims to investigate how SMEs’ product brands were able to support the economics of the country. Using descriptive qualitative, this study collected the primary data by interviewing five SMEs assisted by Diskoperindag of Surabaya city. This research found that Entrepreneurial Strategy Marketing 3.0 through brand development models 3i (image, identity, integrity) fit the needs of SMEs assisted in Surabaya so that they are able to develop their businesses to face the AEC.

This study aims to determine the plans and strategies adopted by the hotel industry during the COVID-19 crisis. In order to conduct this study, a qualitative research methodology was used where semi-structured interviews were conducted from three countries: Austria, Pakistan, and Indonesia. Interviews were conducted online with the help of applications such as Skype, WhatsApp, and Zoom. A thematic analysis was conducted in which codes, categories, and final themes were generated. The final themes are the study's findings, which are strategies for employees, strategies for customers, strategies for SME hotels, and strategies for the staff. Strategies for employees indicate the planning and programs of the SME Hotels. The study's findings show that strategies adopted by the hotel industries vary from country to country while depending on the contextual factors and role of the government. Most Small and Medium Enterprises (SMEs) hotels in developing countries are less familiar with how to react and survive in the conditions of the crises. This research was conducted for the purpose of ascertaining law enforcements for Small and Medium Enterprises (SMEs) business actors in Indonesia based on Law Number 55 of 1999 concerning Prohibition of Monopolistic Practices and Unfair Business Competition. It also analyzes the role of government in providing enforcements to small and Medium Enterprises. In this study, normative legal research was used. It found that the legal protection of small businesses competition in Indonesia is a manifestation of the implementation of economic democracy that contains the principles of justice and togetherness to encourage creating opportunities for every businessman in a healthy competition environment. It also found that healthy competition aims to avoid a monopoly of certain business actors only, but it could provide business opportunities for Small and Medium Enterprises business actors to enlarge their business.

The study aims to know the role of government in the development of small and medium enterprises in the district of Enrekang. The kind of research that is used which is a qualitative with the type case studies. Source used in this study as many as nine people. Techniques of collecting the data used in research, the observation, interviews, and documentation. The results of this study hows that the goverment of Enrekang’s role is a facilitator, regulator, and catalyst. Measures taken by the government of Enrekang, it’s very helpful community in improving small and medium enterprise, there were some communities that have been able to grow its business, but the government of Enrekang still need to further improve the development of the business.Keyword: role, the goverment,  the founding UMKM      Penelitian ini bertujuan untuk mengetahui peran pemerintah dalam pembinaan usaha kecil menengah dikabupaten enrekang.Jenis penelitian yang digunakan  yaitu kualitatif dengan tipe studi kasus. Informan yang digunakan dalam penelitian ini sebanyak sembilan orang.Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu observasi, wawancara, dan dokumentasi.Hasil penelitian ini menunjukan bahwa pemerintah kabupaten enrekang sudah menjalakan perannya yaitu sebagai fasilitator, regulator dan katalisator.Tindakan yang dilakukan oleh pemerintah kabupaten Enrekang, sudah sangat membantu masyarakat dalam meningkatkan usaha kecil menengah,sudah ada beberapa masyarakat yang sudah mampu mengembangkan usahanya, tapi pemerintah kabupaten Enrekang masih perlu untuk lebih meningkatkan pembinaan kepada pelaku usaha.Kata kunci: peran, pemerintah, pembinaan UMKM

The existence of Micro, Small and Medium Enterprises (MSMEs) has a big contribution in advancing the economy of this nation. The growth and development of these MSMEs is able to drive the pace of the creative economy in the real sector and can be felt very beneficial in terms of the distribution of people's income. Especially if the product of the MSME product already has legal Intellectual property rights in its protection. Utilization of role of Intellectual Property by business actors towards UMKM products not yet maximal. The uneven understanding that Intellectual Property as the need for Protection makes many MSME products not yet registered. In addition, cost constraints and access difficulties are also considered as other causes. The research was made to answer the problem: 1) How is the Implementation of Intellectual Property Protection (KI) on the products of Micro, Small and Medium Enterprises (MSMEs)? 2) What is the role of the Government of Intellectual Property Protection (KI) on MSME products? The research method is carried out qualitatively with Descriptive-Normative analysis where Law acts as Norm / Rule / Legislation. Techniques Data collection by searching the literature and keeping in mind the prevailing reality. Result of the Research that in order to provide Legal Protection against UMKM products, the Government should play a role in facilitating the registration, relief and easy access to registration and socialization of Intellectual Property

ABSTRACT -  Small and Medium Enterprise (SME) also known as UMKM is growing rapidly and has become one of many sectors to support the Indonesian Economy. The lack of ability to have NPWP has been a problem for UMKM and also people. The same problem also found at UMKM in Kangkung Village. The purpose of this community service is to train the entrepreneurs about preparing and register oneself to get a NPWP. This community service is consist of four steps which started by survey of service location then collecting data on village potentials and the role of the community , Preparation for the implementation of assistance and training and training activities. After participating in the training, the entrepreneurs become more understanding and can register NPWP. This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.
