Revitalizing traditional markets is a form of improving the quality of public space as a policy of the regional government in cooperation with local communities. The purpose of revitalizing traditional markets is not merely to improve the physical form of traditional markets but also to manage these traditional markets. The researcher raised a case study on the policy after revitalizing the Lembu Market, Tanjungpinang City, to what extent the policies that have been implemented before and after the market revitalization match the public's expectations, it is necessary to evaluate the programs that have been implemented. Researchers used policy evaluation techniques with a formal evaluation approach using Dunn 2018 theory. The research method used by researchers used library research, by carrying out a search of several library sources such as e-books, journals, websites, organizational reports, and other good documents. print and online relevant to the topic being evaluated. The results showed that the evaluation of the revitalization program for the beef slaughter market in the city of Tanjungpinang had not found the value of cross-impact analysis and discounting on the program so that the revitalization of traditional markets was only in the form of target mapping, value clarification and mapping of barriers that had become the impact of the revitalization policy of the traditional cattle slaughter market in Tanjungpinang City. The researcher also did not find Urgency in realizing the traditional market revitalization policy in order to change the characteristics of the market for the better.

ABSTRACTThe purpose of this study was to determine taxpayer compliance, increase in tax revenue  and the effect of taxpayer compliance on the increase in motor vehicle tax revenue at Samsat Office of  Mamuju Regency. This study used quantitative. The number of samples was 99 taxpayers registered at Samsat Office of  Mamuju Regenc. Data collection techniques were observation, questionnaires  and documentation. The type of research used quantitative research. The results showed that there was a direct effect of taxpayer compliance on the increase in motor vehicle tax revenue at the Samsat Office of Mamuju Regency. Based on the results of the study showed that there was a positive and significant relationship so there was an effect of tax compliance (x) on an increase in motor vehicle tax revenue (y) in the Samsat Office of Mamuju Regency by 54.9% and the remaining 45.1% was influenced by other variables not examined in this research. From the results of this study known that there were still several important indicators that still needed more attention to increase tax revenue in Mamuju Regency.Keywords: Taxpayer compliance, Increased tax revenue

This paper examines the basic values of collaborative governance based on theoretical studies and empirical facts in an integrative manner. The starting point study of the relationship between stakeholders in each stage of public policy is increasingly complex. Based on this complexity, studies on governance also experience dynamics. The collaborative framework in governance provides a meaning that is more than just governance. Collaborative governance is a concept in public policy that has developed in the last few decades. In principle, the collaborative is different from the network as well as the partnership. There is an essential value attached to it. Henceforth, it becomes part of its characteristics. The basic values referred to are consensus orientation, collective leadership, multidirectional communication, and resource sharing. The four basic values are integrated into one integrated process in any collaborative governance action.

The research objective was to determine the context evaluation in the community empowerment program of PT. Ceria Nugraha Indotama In Wolo District, Kolaka Regency. The method used in this research is a qualitative method. The research was conducted at the PT. Cheers Nugraha Indotama. The research informants were the CSR / PPM Manager, CSR / PPM Consultants, the person in charge of each CSR / PPM field of PT. Cheers Nugraha Indotama. The results showed that the evaluation of the context in the community empowerment program of PT. Ceria Nugraha Indotama In Wolo District, Kolaka Regency on the aspect of the organization of the PT. Ceria Nugraha Indotama has committed both to the provincial government, district government, sub-district government and village heads to carry out the company's obligations, namely the CSR / PPM program to the community, but in the aspect of social mapping / social mapping, the company has identified the needs of the community but it has not been maximized because it seems lack of programs that touch and empower people to improve their lives so that more attention and programs are needed. The suggestion in this research is the need for in-depth social mapping from the team in charge of the company so that the community is able to feel the benefits of its presence.Keywords: Evaluation, context, community empowerment program

Pemerintah Kabupaten Pinrang berusaha mewujudkan tata kelola partisipatif dalam pelayanan publik melalui pengoptimalan penanganan pengaduan masyarakat. Salah satu upaya yang dilakukan adalah membangun Pusat Pelayanan Informasi dan Pengaduan (PINDU) pada tingkat Kabupaten sehingga lingkup pelayanan pengaduannya lebih luas dan menyeluruh. Pemerintah Kabupaten Pinrang juga berinisiatif menggunakan anggaran pendapatan dan belanja daerah (APBD) untuk membangun sebuah aplikasi pelayanan pengaduan elektronik yang diberi nama “aplikasi PINDU”. Insiatif ini menjadikan Pemerintah Kabupaten Pinrang sebagai salah satu pelopor penyelenggaraan pelayanan pengaduan terintegrasi berbasis teknologi informasi dan komunikasi (elektronik) di Sulawesi Selatan dan mendapatkan penghargaan baik di tingkat nasional maupun daerah. Penelitian ini menganalisis manajemen pengaduan PINDU berdasarkan konsep best-practice manajemen pengaduan yang dikemukakan oleh Johnston dan Mehra (2002). Metode yang digunakan adalah kualitatif dengan teknik pengumpulan data berupa analisis dokumen, observasi dan wawancara. Penelitian ini menemukan bahwa PINDU telah mempraktekkan secara optimal satu dari dua belas karakteristik best-practice manajemen pengaduan yaitu adanya kombinasi penanganan pengaduan secara terpusat dan terdesentralisasi. Bila mengacu pada temuan penelitian ini, maka dapat disimpulkan bahwa PINDU masih dapat meningkatkan kinerjanya dengan mengoptimalkan penerapan sebelas best-practice manajemen pengaduan yang saat ini belum optimal dipraktekkan.

The implementation of the Joint Business Group (KUBE) program in the Batu City Batu District began in 2015 and is still ongoing today. Until now, there are around 21 active KUBE groups in this sub-district and 21 inactive KUBE groups (the most in Kota Batu). This research then aims to evaluate the KUBE program in the sub-district of Batu, Batu City. This research uses a qualitative model with a descriptive type. Data collection techniques through observation, interviews, and documentation. The subjects were interviewed by the Batu City Social Service, KUBE assistants, and KUBE administrators in Batu District. The results of this study indicate that the KUBE program has not been running according to what is targeted by the Batu City Social Service. The effectiveness criteria are still not fulfilled because KUBE members are not actively producing. Likewise, with the efficiency criteria, KUBE members are still confused in managing funds, and the products that are sold sometimes do not run out. The criteria for the adequacy of the results obtained are not sufficient for daily needs. The criteria for equitable distribution of benefits have been felt, but not for the results. The responsiveness criterion is still lack of mentoring and monitoring and evaluation from the mentor. The criteria for the accuracy of the aid distribution process are good and precise, but not many KUBE has carried out independent graduations.Keywords: batu city, joint business group (KUBE), policy evaluation, welfare

Tujuan penelitian ini adalah untuk mendeskripsikan dan mengeksplorasi determinasi kegagalan program hulu hilir agromaritim yang berkaitan dengan pemberdayaan petani di salah satu kawasan agropolitan ijen yaitu Kabupaten Jember. Kabupaten Jember adalah salah satu sentra penghasil padi terbesar di Jawa Timur dan menjadi Kawasan pengembangan padi Jawa Timur Kabupaten Jember memiliki rerata Produksi Padi terbesar di Jawa Timur sebesar 915.198 ton. Oleh sebab itu, produksi tanaman padi di Kabupaten Jember mampu memberikan kontribusi tertinggi terhadap Produksi Nasional sebesar 1,381. Guna mewujudkan pemberdayaan petani di Kabupaten Jember, pemerintah provinsi Jawa Timur telah mengadakan program hulu hilir agromaritim bidang pertanian sejak tahun 2017. Namun program ini mengalami kemacetan pada program hilirnya. Penelitian ini menggunakan pendekatan kualitatif. Lokasi penelitian di Kabupaten Jember. Teknik penentuan informan menggunakan teknik purposive sampling dengan menunjuk satu informan kunci yaitu pemerintah Kabupaten Jember yang diwakili oleh perwakilan BAPEDA. Teknik pengumpulan data menggunakan wawancara mendalam, observasi dan studi pustaka. Teknik analisis data dalam penelitian ini dilakukan dalam tiga tahapan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil dari analisis data adalah Terdapat determinasi yang menyebabkan kegagalan program tersebut antara lain kurangnya dukungan pemerintah daerah sebagai pihak pemberi program, kurang komitmennya para petani sebagai penerima program, serta keterbatasan kelembagaan GAPOKTAN dalam mensupport atau mendukung berjalannya program tersebut. Ketiga determinasi tersebut akhirnya menghambat program hulu hilir agromaritim dalam mencapai titik kesuksesannya.

This study aims to determine the Organizational Restructuring and Service Quality in the One-Stop Integrated Service Investment Service in Makassar City. The type of research in this research is quantitative with a descriptive style. The population in this study are all people who take care of permits at DPMPTSP Makassar City. The sample in this study amounted to 75 people. The data collecting technique in this research is using a questionnaire. Then the collected data were analyzed descriptively quantitatively. This study's results indicate that the variable of organizational restructuring includes the complexity of 62.3, formalization of 62.2, and centralization of 61.9. Meanwhile, service quality variables include reliability 61.26, tangible 66.13, responsiveness 62.26, Assurance 58.53, and empathy 62.4.

The purpose of this study was to explore the Management of Local Revenue (PAD) in Kabupaten Bima in accordance with Law No. 33 of 2004 concerning the Regional Government in managing its own household. Type of qualitative research.Type of case study research. Data collection techniques are interviews, observation and documentation. The results of the study were that the management of PAD through planning, implementing and controlling taxes. while the strategy of increasing regional taxes and levies through identification and inventory of value and potential of regional assets, the existence of regional asset SIMs, asset supervision and involvement of internal auditors.Keywords: management of PAD, strategies for increasing PAD ABSTRAKTujuan penelitian ini adalah untuk mendalami Pengelolaan Pendapatan Asli Daerah (PAD) di Kabupaten Bima sesuai dengan Undang-undang No. 33 Tahun 2004 tentang Pemerintah Daerah dalam mengurus rumah tangganya sendiri. Jenis penelitian kualitatif. Tipe penelitian studi kasus. Teknik pengumpulan data yaitu wawancara, observasi dan dokumentasi. Hasil penelitian bahwa pengelolaan PAD melalui Perencanaan, pelaksanaan dan pengendalian pajak. Sementara strategi peningkatan pajak dan retribusi daerah melalui Identifikasi dan inventarisasi nilai dan potensi aset daerah, adanya SIM aset daerah, pengawasan aset dan pelibatan auditor internal.Kata Kunci: pengeloaan PAD, strategi peningkatan PAD

Penelitian ini bertujuan untuk menganalisis pengembangan desa wisata berbasis collaborative governancedi Kota Batu.Berkembangnya paradigma pembangunan dimana pemerintah bukan lagi menjadi satu-satunya aktor dalam pembangunan membawa pengaruh pada pengelolaan desa wisata. Peneliti berupaya melihat peran aktor dan kerjasama sehingga membentuk sebuah kolaborasi dalam pengembangan desa wisata. Metode yang digunakan adalah metode eksploratif dengan pendekatan kualitatif. Hasil penelitian menjunjukan bahwa dalam pengembangan desa wisata, Pemerintah Kota Batu melibatkan sektor swasta, akademisi, media dan mendorong partisipasi masyarakat melalui pemberdayaan. Adapun dalam pelaksanaan collaborative governancetersebut, dibutuhkan komunikasi yang efektif guna memudahkan para aktor melakukan kolaborasi sehingga dapat mengoptimalkan perannya dalam pengembangan desa wisata.
