Bureaucratic reformation is the fundamental structuring efforts are expected to havean impact on changing systems and structures. The system deals with the relationshipbetween the unsure or the element that influence each other and are associated to makea form totally. The change in one element can influence the other elements in the system.The structure relates with the order of who arrayed a regular basis and systematically.Structure changes is also included with the mechanism and procedure, human resources,facilities and infrastructure, organization and organization’s environment in terms of theachievement of the efficiency of government bureaucracy. These changes include allowingall of the aspects of the bureaucracy has sufficient capacity to carry out the duties and thebasic function. Bureaucratic failure in a term for service the public until now representpoor government both at central and local government level. The urgency of bureaucraticreform in Indonesia is driven by a number of important note. First, the increased apparatusexpenditure is caused by increased of apparatus recruitment without unmeasured control.Second, the ballooning cost of democracy (election) affected the floated of local governmentbudget have increased significantly. The magnitude of the election budget and the impact ongovernmental bureaucracy resulted not ready to close the budget deficit. More than thesebureaucracy has loyalty dilemma caused by dispersed of concentration in every election’sactivity. Third, increased of develop the bureaucratic organization without planning andanalysis of the measured trigger financing and recruitment of apparatus that not less. Asa result, the bureaucracy in most areas are overload, or even lack in outside of Java. Inother side, less of local incomes make dependence to central government, while the localgovernment expenditure is to far from efficiency, even tend to be less controlled due to thehigh cost of the organization. Objective - The poverty issue in East Java Province is an interesting research object. This phenomenon has retrieved in every fiscal year, although the intergovernmental transfer funds increase significantly annually. In the decentralization era, a region has been authorized to identify its problem and provide solutions based on their initiatives and preferences. The local government through their budget should focus on their problem solving, i.e. poverty alleviation. Utilizing panel regression, we found that government spending on education and health can reduce poverty rate. Methodology/Technique - OLS (Ordinary Least Squared) modelwas utilized to answer the objective of the study, that is, to see how the effect of government spending in various sectorson poverty alleviation. Findings - Using the panel regression model, this study found that government spending on education has a negative impact on poverty rate in the East Java Province. The impact on this variable appears to be statistically significant. Novelty - This study showed that central and local government should synchronize their proposed programs, reducing overlapped programs, to pursue a higher efficiency of budget management. This paper examines the impact of local governance on corruption in the context of Indonesia after the decentralization policy which has been implemented following the institutional reforms after the economic damage and political crisis at the end of 1990s. More specifically, we investigate whether poor governance leads to higher non-compliance cases of local government, which can be considered as a proxy for corruption and rent seeking behaviors as a whole. We use data for 446 regions at the municipal/ district level over the 2008-2010 period. Controlling for some regional factors, we confirm that poor governance leads to higher non-compliant cases either number of cases or their amount. No difference effect is found between financially distress and non-distress regions. Our findings also reveal that there is no empirical evidence on the effect of corruption on economic growth. The Indonesian economy has continued to grow in recent years, during and after the global financial crisis, as huge domestic consumption props up growth even though corruption might have reduced private and local government investments. Promoting good local governance should be continued in many aspects as good governance mechanism, especially building a strong internal control system, could minimize the possibility of local officers in such regions engaging in corrupt behavior

To realize good governance during the era of autonomy from local government, better performance by the local government is crucially required. In order to achieve better performance, a strategic plan is needed taking into account all available resources. Important resources which gain a little attention in practice and research on public sectors are intangible resources. This research is aimed to examine of the impact of five intangible organization resources elements, independently and interactions among them on organizational performance in public sectors. The data is collected from 82 samples of a local government institution authorities of echelons III in Yogyakarta. Multiple Regression and moderating multiple regression are used to test the hypotheses. The results indicate that all intangible organization elements (managerial capabilities, human capital, internal auditing, labor relations, and organizational culture) have a positive impact on organizational performance. The results examining the interaction among intangible organization elements have a positive impact on organization performance in different dimensions. The findings implicate that intangible organization elements are important to support public organization performance.

Creating a culture that considers monitoring and evaluation as an essential tool for performance improvement is not an easy task. Some employees are likely to resist due to a lack of awareness of the value of monitoring and evaluation while others could do so due to fear of the accountability and transparency implicit in the implementation of such a system. Nonetheless, it is imperative that performance management is prioritised in municipal development interventions. This article is based on a doctoral study that used qualitative participatory research techniques to gather data from evaluation practitioners’ municipalities in KwaZulu-Natal. It presents these practitioners’ perspectives on fostering a culture of performance management in local government. The article expounds on their lived experiences that reflect on how performance management could facilitate an effective monitoring and evaluation culture within this sector. The study found that monitoring and evaluation practitioners were sloppy towards their responsibilities and this contributed to poor tracking of the impact of municipal interventions, thereby compromising their abilities to fulfil their constitutional mandates. Furthermore, the study found that there is no political will to enforce performance in most municipalities. The implication of this study is that a culture of performance management must be enforced by government as a critical institutional norm towards achieving accountable, effective, efficient and responsive developmental local government. Municipalities must harness the necessary political will for this to become a reality in municipalities towards promoting good governance in local government supported by a culture of performance.
