Abstract This study aims to analyze the implementation of Smart City that integrates villages and cities in Purwakarta Regency, identify and analyze any inhibiting factors that influence the development process of the City of Purwakarta towards the Smart City, identify and analyze the efforts of the Purwakarta Regency government in realizing Smart City. The research method used in this study is a qualitative research method with a descriptive approach.. The results showed that the smart city that was implemented in Purwakarta Regency focused more on the use of information technology to improve services to the community, meaning this concept was more accurately referred to as a digital city. Some programs that have been implemented by the Regional Government are the first steps to realize Purwakarta Regency as a smart city. Barriers and obstacles faced include: not yet comprehensive existing policies to accommodate the problems faced in the implementation of smart cities, ICT human resources are still limited both in quantity and quality, budget limitations cause the existing infrastructure is not optimal, especially in villages, interoperability is not optimal, and blueprint has not been prepared comprehensively. Efforts that have been made by the Purwakarta Regency government include: Several legal products both regent regulations and regent instructions have been issued to support the implementation of smart city, ICT competency enhancement, application interoperability in each OPD, budgeting for device maintenance, Budgeting for developing systems, and budgeting for improving the welfare of ICT employees. Abstract  DKI Jakarta is now a megapolitan area that has complex problems. The existence of regional autonomy has made it difficult to regulate and manage several sources of problems occurring in DKI Jakarta today such as Flooding, Water Resources Quality, Green Open Space, and Waste Management. The Government Cooperation Coordinating Board (BKSP) as a policy of synchronizing and coordinating development in DKI Jakarta and its satellite regions has proven ineffective in overcoming the problem. There are several models in urban governance such as the formation of coordinating bodies, special bodies, and metropolitan governance. this paper tries to provide recommendations for urban institutional governance in DKI Jakarta along with their implications for finance, functional assignment and government systems.  Keywords:      Urban Governance; Megapolitan Areas; Integrating of Authorities; Local Government

Abstract: This research is intended to find out how effective this PSC program is in improving emergency services in Tulungagung Regency and the inhibiting factors in providing services to the community. This study uses a descriptive qualitative method with a deductive approach. The research data was collected using interview techniques, documentation and observation. Based on the research that has been done, the author concludes that the Effectiveness of the Public Safety Center (PSC) Program in improving emergency services in Tulungagung Regency, East Java Province has been effective enough, seen from 5 dimensions namely Production, Efficiency , Satisfaction, Adaptation and Development has been going well, although there are still some problems in terms of cross-sectoral cooperation that has not been maximized and facilities that are still not fulfilled.  Keywords: Efectiveness, Emergency, Public Safety Center, Services.

Abstract This study aims to explain the application of institutional approach for adat community empowerment, through a case of Kasepuhan Ciptagelar. It employs qualitative research design, and finds that the implementation of adat community empowerment program did not improve the institutional capacity, especially persons and their structures. As a consequence, there are misunderstandings and conflicts of interest, especially related to forest and land management, between the adat community and the government. To be more effective, the government needs to increase the frequency of open dialogue with Adat institutions and people. The government also needs to consider the Adat values ​​and culture, and support the community initiatives by providing facilities and other supporting factors. Abstract The focus of this research is the development of information technology in supporting government communication in the city of Depok, West Java Province, more specifically regarding the website of the Government of Depok City, West Java Province.There have been several researches on the website of regional governments, including; 1. Evaluation of Government Implementation on Local Government Websites in Indonesia: Content and Management Perspective by Edwin Arief Sosiawan FISIP UPN Yogyakarta in 2008, 2. Quality Evaluation of Local Government Websites Using the Webqual Method (Case Study in Ogan Ilir District) by Candra Irawan UGM Faculty of Engineering Thesis in 2011, 3. Website Representation of Lampung Provincial Government as a Communication and Public Service Media in the Framework of E-Government by Arlyandi Satya Djauhari FISIP UNILA in 2016, and 4. Website usability level on the Banten Province Public Relation Bureau Website by M. Ervin Kurniawan Fisip Untirta Banten 2016, which distinguishes this research when compared to the above research are: 1. This research focuses on the development of information technology in Alvaro Rocha study (2014) published in the Emerlad Journal which is Scopus Indexed, the Rocha (2014) study entitled “Framework for a global quality evaluation of a website”. The method in this research is qualitative, in qualitative research with an inductive approach in easier for researchers to take pictures and describe the facts in the field, then the findings in the field are dissected with various theories that have been prepared. The results of this research are; The Depok City Government has used the website to communicate and provide of information on the website needs to be improved, 2. Community complaints need to be answered immediately, 3. Depok City Communication and Information Agency needs to be given more authority to gather information spread across several agency, 4. Abstract  This research aims to know what are the supporting and inhibiting factors and the efforts taken to overcome the inhibiting factors for the management of community economic empowerment fund programs in Kupang City. The research design used was qualitative research with a descriptive approach. Data in this study were collected through interviews, document review and field observations. The results showed that the effectiveness of managing the community economic empowerment fund program in Kota Raja, which was measured based on the source approach, process approach and target approach had not been implemented optimally. The inhibiting factors were delays in repaying loans, debts from businesses, awareness of business actors in repaying installments, lack of discipline in human resources of program managers to empower the community economy, weak sanctions for fund delinquents and lack of socialization to the public about this program.  Keywords : Effectiveness, Empowerment, Management

Abstract Child-Friendly City (CFC) is a National Program mandated by Law number 35 the year 2014 concerning Protection of Child. The development of the CFC aims to make various efforts to fulfill children's rights in a holistic and integrated. CFC development has been carried out in the city of Bengkulu, but at the same time, there are still various child problems in the city of Bengkulu. The purpose of this study was to find out how the program’s Implementation effectively, which refers to indicators of implementation. This research is qualitative research with a descriptive method using an inductive approach. The technique in collecting data uses interview, observations, and documentation techniques. The results of the study indicate the development of Child-Friendly City in Bengkulu City has been going well. It has been stipulated that regional regulations on child protection and fulfillment of children's rights are the main points in the development of CFC in Bengkulu City. Although there are still some obstacles to human resources and limited facilities, it does not make the development of the CFC experiencing significant obstacles.  Keywords: Child-Friendly City,  Child's rights, Development of CFC, Policy Implementation

Abstract This study aims to analyze the policy of public transportation in Bandung City by highlighting the perspectives of actors and interests in policy implementation. Research method is qualitative, and data are collected from observation, interview and documentary study. It is found that the actors and interests affected from the policy can be classified into three main groups, namely: community as service users; drivers and public transport owners as operators; and local governments and DPRD as regulators. The main interest of the community is the creation of a cheap and convenient public transport system. The interests of the operators mainly include an improvement in tariff system as well as subsidy from the government. The regulators interests mainly include the creation of service standards as well as expectations to solve congestion problems as soon as possible. The main weak point of these interlinkage connections of actors and interests is that the regulator mainly focuses on the development of physical transportation facilities without being balanced with good regulations, especially regarding subsidies and route arrangements. The problem becomes increasingly complicated when there is political interest and maneuvers of local political actors.  Keywords: Actor and Interest, Policy Implementation, Public Transportation

This paper generally uses the study method of literature, legislation, secondary data analysisand field’s observations. This paper is aimed to help the Badung regency administration inproviding an understanding of the village administration, and pushing for the improvementof the welfare of the rural population through the steps of providing material on theadministration of the village including village authority, distinction official village andtraditional villages, and especially on the management of village finances.Some problems occured in the administration of the village in Badung are lack of knowledgeof society about the traditional village who have difficulty in finding funds for activities,conflict between the village’s chief and the secretary, the integration between the traditionalvillage and the official village to work collaboratively, lack of capability from villageofficials in the management of village finances, new standard for official’s age in village, theunderstanding that the regency governor or the village chief is a political actor. In term ofcommunity assistance the lecturers has provided an explanation of the above problems, andexpecting the local government regency of Badung can provide socialization on village’sgovernance enforcement sustainably.Key Word: Governance in village, village’s economy, welfare

Bureaucracy in government organizations is a key factor in the implementation of dailyadministration tasks. The division of labor, authority and responsibility and supervision,will be evident in the structure of this organization. Errors in the preparation of thestructure will be able to lead the implementation of the task can not be run efficiently andeffectively, and may even lead to errors in the performance of duties. And these errorsare related to the attitude of the bureaucrats’ condition urgent reforms. Wisdom Reformsto be implemented need to be identified on the substance of wisdom in it that includesnine (9) main program (Ministry of PAN-RB, 2010b: 22-26), namely: Change ManagementProgram; Setup program legislation; Organization Structuring and ReinforcementProgram; Setup Program Management; System Setup program in Human ResourceManagement Apparatus; Strengthening Monitoring Program; Strengthening ProgramPerformance Accountability; Public Services Quality Improvement Program; ProgramMonitoring, Evaluation and Reporting related to the reform of the bureaucracy tends tochange the bureaucratic standard. Pathology is a perception that attitudes, behaviors,and as a tendency to respond to a person’s soul something that is operationalized throughbehavior. Behavior will affect the commitment and dedication of personnel in performanceof its duties, especially in service to the community.
