Abstract Early assessments of Trump’s White House portrayed an organization riven by personality disputes and administrative chaos. But in many ways, Trump’s White House staff descriptively bears a strong resemblance to its predecessors, as we demonstrate by drawing on more than 50 years of data on presidential staff composition. In terms of size, structure, and the distributions of functions, the Trump White House represents not a break with the past so much as its continuation. Trump’s staffing patterns departed from precedent more in the areas of staff turnover and recruitment; however, it is not clear just how significant those changes are.

The article highlights the problems of deep intergenerational transformation in the civil service of the Republic of Kazakhstan over the past decade, offers a new approach to public administration in accordance with the theory of generations, formulating solutions based on the value of each generation. At the same time, frequent staff turnover, self-determination of civil servants, efficiency of civil service and other issues are analyzed in accordance with the concepts of the theory of generations. The article developed empirical recommendations that will serve as the basis for improving some functions of the civil service.

In response to budget cuts in 2002, 4-H staffing models were restructured. The response by University of Idaho Extension was intended to continue meeting the needs of Idaho’s citizens with fewer UI Extension faculty. This staffing reorganization led to the formation of the District III 4-H Team who united to bring stronger 4-H programs to south central Idaho and expand programs to underserved audiences. Information from surveys and interviews over the past seven years reflects the effectiveness, challenges and successes of the District III 4-H Team. In Making the Best Better: 4-H Staffing Patterns and Trends in the Largest Professional Network in the Nation (2007), author Kirk A. Astroth notes a nationwide change in 4-H leadership at the county level from 4-H faculty to program assistants or coordinators. The information gathered in our research may help other states determine staffing models to meet the needs of clientele in these changing times.

Chapter Three considers the political, racial, and social crises plaguing the late 1960s by reading Soul Sister, Grace Halsell’s 1969 memoir. A freelance journalist and a White House staff writer for the Lyndon B. Johnson administration, Halsell was also a protégé of John Howard Griffin, who famously passed for black in 1959. While previous scholarship on Griffin has wrestled with his place as an enduring icon of racial empathy, this chapter details Griffin’s previously unknown mentorship of Halsell. Bolstered by extensive archival research, this chapter demonstrates how Halsell prepared for her performance of black womanhood by relying exclusively on Griffin’s instruction without any advice from black women. The chapter also situates Halsell’s blackness within important discussions around the contentious relationship between racial equality and 2nd wave feminism. Ultimately, Halsell’s six-months as a black woman in Harlem and Mississippi during the burgeoning black power movement ironically reveals grotesque assumptions about black sexuality, authenticity, and class.

As it noted by the researchers, the “Song of fate” accumulates painful thoughts of A.A. Blok about the fate of Russia and about his personal fate associat ed with the past, present and future of the Motherland. In addition to the ideological problems raised in it, the poem is interesting in an attempt to escape from the specifics of historical and national-cultural realities through their symbolization, combining the plans of life and being. The white house with a garden on the hill, in which the action of the play begins and the return to which is implied at the end, incorporates the most important features of Russia as a cultural, natural and spiritual space. The world of the estate is opposed by the space of the modern city and the big world of Russian open spaces. However, the estate for Blok is Russia the same. Therefore, Elena, the keeper of the estate, and Faina, the personalization of the world element, are two parts of one whole, as if the projection of an ideal Russia. The plot of the “Song of fate”, accord ing to D.M. Magomedova, I.S. Prikhodko, etc., is an artistic realization of the Gnostic myth of the captive Sophia, the Soul of the world. The imposition of the Gnostic myth in the “Song of fate” on the entire existing in Russian literature of the XIX century poetosphere of the estate leads to the creation of the author’s myth about Russia, the transformation of poetosphere in the mythopoetics.

This chapter considers depth in staff, exploring the role of White House officials tasked to bridge the president’s personal direction with the institutional presidency and the executive branch at large. These staffers are normally part of the presidential party, collectively representing the different wings of the president’s electoral coalition. In the Trump administration, the White House staff jostled for influence and favor throughout the president’s first year. Trump bristled at their efforts to establish regular processes and to control the flow of information. The president saw management of that sort as an impingement on his authority to act on his own instincts and to direct his subordinates at will. Differences over the issue of trade afford a brief, but sharp, illustration of the tension between an institutional presidency and the personal direction of a unitary executive.
