AbstractWithin the emerging field of humanitarian logistics, the civil–military logistical interface has achieved only minimal attention in academic literature even though most western nations have a civil–military division within their defence departments. Due to fundamental differences between humanitarian and development agencies and international military forces in terms of the principles and doctrines guiding their work, their agendas, operating styles and roles, the area of civil–military logistical coordination in humanitarian relief has proven to be more difficult than other interagency relationships. This paper presents recent research that proposes a model for logistics requirements in humanitarian operations, taking account of where and how civil–military involvement can be most effective and efficient across all phases of humanitarian operations. Interviews were conducted with key personnel in humanitarian and military organisations. The model proposed here, appears to be robust and workable in a range of geopolitical and operational circumstances. We show that the greatest impact of military involvement is most beneficial in the initial crucial life sustaining days immediately after natural disasters. In contrast in manmade complex emergencies, military assistance to the logistical provision of aid is more beneficial when widespread military expertise is provided.

Purpose – The purpose of this paper is to contribute to a greater understanding of the challenges of civil military logistical cooperation, coordination and collaboration in humanitarian relief logistics. Design/methodology/approach – Systematic literature review of academic journals. Findings – This paper has four main findings. First, a categorisation of humanitarian logistics literature is achieved through a systematic review. Second, a classification of military involvement in humanitarian relief logistics is presented. Third, the research substantiated systematic differences in the kinds of military cooperation not only due to stage of operations but also depending upon whether the disaster is “natural” or “manmade”. Fourth, the research identifies the challenges of civil military logistical cooperation, coordination and collaboration and posits recommendations to overcome the identified challenges. Research limitations/implications – This paper represents an exploratory study and provides the basis for further research on cooperation, coordination and collaboration between military and civilian agencies in humanitarian operations. The paper sets a research agenda for academics. Practical implications – This paper is the first to offer practical guidance to military commanders and managers of humanitarian agencies on solutions and recommendations to overcome the challenges to civil military logistical cooperation/coordination in humanitarian operations. Originality/value – The area of civil military logistical cooperation/coordination has received limited consideration within the humanitarian aid logistics literature to date. This paper is designed to redress this shortfall. As a result, it is hoped that it will act as a catalyst for further research and to widen and deepen the resultant debate with a view to improving the outcome for those affected by current and future disasters.

AbstractAfter the success of relief efforts to the displaced Kurdish population in northern Iraq following the Gulf War, many in the US military and the international relief community saw military forces as critical partners in the response to future complex emergencies (CEs). However, successes in subsequent military involvement in Somalia, Rwanda, the former Yugoslavia, and other CEs proved more elusive and raised many difficult issues. A review of these operations reinforces some basic lessons that must be heeded if the use of military forces in humanitarian relief is to be successful. Each CE is unique, thus, each military mission must be clearly defined and articulated. Armed forces struggle to provide both security and humanitarian relief, particularly when aggressive peace enforcement is required. Significant political and public support is necessary for military involvement and success. Military forces cannot execute humanitarian assistance missions on an ad hoc basis, but must continue to develop doctrine, policy and procedures in this area and adequately train, supply, and equip the units that will be involved in humanitarian relief. Militaries not only must cooperate and coordinate extensively with each other, but also with the governmental and non-governmental humanitarian relief organizations that will be engaged for the long term.

PurposeBy drawing on commitment-trust theory, we examine the role of swift trust and distrust in supporting coopetition under conditions of uncertainty and interdependence in the setting of humanitarian disaster relief organisations.Design/methodology/approachThis paper presents findings from case studies of 18 international humanitarian relief organisations based on 48 interviews and the analysis of publicly available documents.FindingsWe find that both swift trust and swift distrust support coopetition. As coopetition is simultaneous cooperation and competition, in this study we show how swift trust and swift distrust also occur simultaneously in coopetitive contexts.Research limitations/implicationsCoopetition as a strategic choice is well-researched in the private sector, yet has received less attention in the nonprofit sector, particularly in contexts that are shaped by interdependence and uncertainty. We show the importance of swift trust and swift distrust in coopetitive relationships by drawing on commitment-trust theory.Practical implicationsIn focusing on a competitive environment in which cooperation is essential, we find limited choice of coopetitive partners. Humanitarian relief organisations must often simply work with whichever other organisations are available. We highlight how trust and distrust are not opposite ends of a spectrum and detail how both contribute to coopetitive relationships.Originality/valueOur findings contribute to commitment-trust theory by explaining the important role of distrust in forging coopetitive relationships. Furthermore, we contribute to prior work on coopetition by focusing on an uncertain and interdependent nonprofit environment.

Natural conditions as well as the diversity of population and culture in Indonesia cause the risk of natural disasters, social disasters and complex emergencies to arise. The implementation of emergency response is also often not supportive, the distribution of aid and services is not fast, uneven and difficult to monitor properly, so that the progress of the results of disaster emergency response activities is less objectively measurable. In Sintang Regency, in addition to natural disasters, social disasters also often occur, because the facilities are not standardized and accommodated so that services are not optimal. Judging from the existing needs, the Disaster Management Center is a facility that can assist the implementation of Disaster Emergency Response activities in Sintang Regency. The Disaster Management Center can accommodate disaster emergency response activities so that it has strategic command lines so that information confusion can be minimized so as to realize appropriate policies in dealing with disasters. The planned Disaster Management Center is a facility that functions to accommodate agencies related to pre- and post-disaster management, both as a place for disaster management and as an information center. The design method for this Disaster Management Center uses a comparison of literatures and performs data processing to describe the design process of the Sintang Regency Disaster Management Center. The mass of the building is divided into three parts separated by function and purpose. The approach to design applies an integrated concept, referring to a standardized and accommodating spatial layout.

<p>My Master‟s Thesis explores the extent to which the international community has established processes of evaluation and learning that are improving humanitarian responses to complex humanitarian emergencies over time. It does so by reviewing a range of existing evaluations of successive crises in the former Sudan, with particular emphasis on Operation Lifeline Sudan (OLS) and Darfur. I assert that by addressing the shortcomings of past humanitarian operations and learning from them, the international community can improve the effectiveness of future humanitarian responses. OLS, which was the first multilateral humanitarian operation after the end of the Cold War and which is perceived as one of the biggest failures in humanitarian aid history, will be used as a starting point. Consequently, I used the case of Darfur in order to answer the following research questions: How has humanitarian effectiveness evolved in the former Sudan since the launch of OLS? Have lessons been learned from the failures of OLS? To answer these questions, I applied the UN OCHA-proposed Elements of Effectiveness as a framework, namely: performance, accountability, coordination, contextualization, principles and standards, relevance, participation, capacity, resilience and preparedness, innovation, and access.  The thesis is divided into three main parts. The first part (chapter 2) explains how humanitarian aid has evolved after the end of the Cold War in regard to complex emergencies, and why the international community has felt the need for evaluating and improving humanitarian effectiveness. Chapters three and four critically analyse humanitarian effectiveness in the former Sudan, during OLS and in Darfur, respectively, in order to demonstrate how ineffective humanitarian aid has been and how little has changed in the international response, despite the fact that the former Sudan has been one of the largest recipients of humanitarian aid since the end of the Cold War.  I argue that humanitarian aid has generally been seen as a failure since the end of the Cold War, and that evaluating humanitarian effectiveness is necessary for the improvement of humanitarian aid. On the other hand, complex emergencies are inherently political and require addressing their underlying socio-economic causes. Therefore, humanitarian aid cannot be solely blamed for the overall failures of international interventions, as it only exists alongside of crises and it is limited to saving lives, alleviating suffering of affected populations, and maintaining their human dignity. International actors mostly failed to address political problems of crises in the aftermath of the Cold War and humanitarian aid was used as the only response. When the crisis in Darfur broke out, the international community had more than ten years of experience in responding to complex emergencies. Yet, it again failed to respond effectively and repeated many of the mistakes of OLS. Major weaknesses of both operations were, apart from lacking political response, also problems associated with accessibility and lacking coordination and cooperation between humanitarian agencies.  Although some improvements have been finally made in terms of humanitarian effectiveness in the past decade, there are still major problems in the humanitarian sector, such as insufficient funding mechanisms and inability of the UN to resolve prolonged crises on a political level. Furthermore, humanitarian aid is still characterised by a lack of data. Therefore, I assert that it is important to develop better standards for humanitarian response based on reflections on past operations. The Elements of Effectiveness give the impression of a useful starting point for developing such standards. Unified standards for monitoring and evaluation of humanitarian operations on an on-going basis will enable the international community to learn from past mistakes and to effectively fulfil the primary objectives of humanitarian aid.</p>

This chapter assesses the suitability of mobile phone technology, an established technology (humanitarian), to support humanitarian operations, create an inventory of support donations, and track the needs of people throughout humanitarian logistics after the disaster. The main objective is to reduce the exposure to the consequences of disasters by reducing the time of information flow through SMS interaction technology. Quebrada Quirio was used as a prototype. The process consists of using the INDECI rapid assessment visit to collect basic data, including a telephone number, of the people affected by the disaster, and based on this information, multiple initiatives aligned with the optimization of the flow of information were created.
