Using the military in disaster relief: systemising challenges and opportunities

Purpose – The purpose of this paper is to contribute to a greater understanding of the challenges of civil military logistical cooperation, coordination and collaboration in humanitarian relief logistics. Design/methodology/approach – Systematic literature review of academic journals. Findings – This paper has four main findings. First, a categorisation of humanitarian logistics literature is achieved through a systematic review. Second, a classification of military involvement in humanitarian relief logistics is presented. Third, the research substantiated systematic differences in the kinds of military cooperation not only due to stage of operations but also depending upon whether the disaster is “natural” or “manmade”. Fourth, the research identifies the challenges of civil military logistical cooperation, coordination and collaboration and posits recommendations to overcome the identified challenges. Research limitations/implications – This paper represents an exploratory study and provides the basis for further research on cooperation, coordination and collaboration between military and civilian agencies in humanitarian operations. The paper sets a research agenda for academics. Practical implications – This paper is the first to offer practical guidance to military commanders and managers of humanitarian agencies on solutions and recommendations to overcome the challenges to civil military logistical cooperation/coordination in humanitarian operations. Originality/value – The area of civil military logistical cooperation/coordination has received limited consideration within the humanitarian aid logistics literature to date. This paper is designed to redress this shortfall. As a result, it is hoped that it will act as a catalyst for further research and to widen and deepen the resultant debate with a view to improving the outcome for those affected by current and future disasters.

PurposeBy drawing on commitment-trust theory, we examine the role of swift trust and distrust in supporting coopetition under conditions of uncertainty and interdependence in the setting of humanitarian disaster relief organisations.Design/methodology/approachThis paper presents findings from case studies of 18 international humanitarian relief organisations based on 48 interviews and the analysis of publicly available documents.FindingsWe find that both swift trust and swift distrust support coopetition. As coopetition is simultaneous cooperation and competition, in this study we show how swift trust and swift distrust also occur simultaneously in coopetitive contexts.Research limitations/implicationsCoopetition as a strategic choice is well-researched in the private sector, yet has received less attention in the nonprofit sector, particularly in contexts that are shaped by interdependence and uncertainty. We show the importance of swift trust and swift distrust in coopetitive relationships by drawing on commitment-trust theory.Practical implicationsIn focusing on a competitive environment in which cooperation is essential, we find limited choice of coopetitive partners. Humanitarian relief organisations must often simply work with whichever other organisations are available. We highlight how trust and distrust are not opposite ends of a spectrum and detail how both contribute to coopetitive relationships.Originality/valueOur findings contribute to commitment-trust theory by explaining the important role of distrust in forging coopetitive relationships. Furthermore, we contribute to prior work on coopetition by focusing on an uncertain and interdependent nonprofit environment.

Purpose The purpose of this paper is automatic classification of TV series reviews based on generic categories. Design/methodology/approach What the authors mainly applied is using surrogate instead of specific roles or actors’ name in reviews to make reviews more generic. Besides, feature selection techniques and different kinds of classifiers are incorporated. Findings With roles’ and actors’ names replaced by generic tags, the experimental result showed that it can generalize well to agnostic TV series as compared with reviews keeping the original names. Research limitations/implications The model presented in this paper must be built on top of an already existed knowledge base like Baidu Encyclopedia. Such database takes lots of work. Practical implications Like in digital information supply chain, if reviews are part of the information to be transported or exchanged, then the model presented in this paper can help automatically identify individual review according to different requirements and help the information sharing. Originality/value One originality is that the authors proposed the surrogate-based approach to make reviews more generic. Besides, they also built a review data set of hot Chinese TV series, which includes eight generic category labels for each review.

Purpose The purpose of this paper is to study sarcasm in online text – specifically on twitter – to better understand customer opinions about social issues, products, services, etc. This can be immensely helpful in reducing incorrect classification of consumer sentiment toward issues, products and services. Design/methodology/approach In this study, 5,000 tweets were downloaded and analyzed. Relevant features were extracted and supervised learning algorithms were applied to identify the best differentiating features between a sarcastic and non-sarcastic sentence. Findings The results using two different classification algorithms, namely, Naïve Bayes and maximum entropy show that function words and content words together are most effective in identifying sarcasm in tweets. The most differentiating features between a sarcastic and a non-sarcastic tweet were identified. Practical implications Understanding the use of sarcasm in tweets let companies do better sentiment analysis and product recommendations for users. This could help businesses attract new customers and retain the old ones resulting in better customer management. Originality/value This paper uses novel features to identify sarcasm in online text which is one of the most challenging problems in natural language processing. To the authors’ knowledge, this is the first study on sarcasm detection from a customer management perspective.

Purpose This paper aims to identify the current state of the Portuguese tourism, its opportunities and challenges based on the conclusions of the International Tourism Forum (ITF)/Worldwide Hospitality and Tourism Themes (WHATT) Round Table attended by representatives of the main public and private entities of the tourism sector in Portugal. Design/methodology/approach This paper presents and discusses the main conclusions resulting from the ITF/WHATT Round Table. The event was organized by the Institute for Tourism Planning and Development, under the theme “Tourism in 2016: from trends to results”. Findings The ITF/WHATT Round Table concluded that the tourism industry worldwide and in Portugal, in particular, is facing major challenges that call for innovative ways of managing the tourism experience. On the other hand, world tourism growth was seen as a reality that will remain, and destinations will have to continue working to achieve better tourists instead of getting more tourists. Practical implications This analysis provides knowledge about the current state of the Portuguese tourism, its challenges and opportunities while identifying innovative ways and likely solutions to improve the experience of tourists visiting Portugal. Originality/value The profiling of the current state of the Portuguese tourism, its opportunities and challenges contributes to the design of more effective strategies to improve the Portuguese tourist offer and the experience of tourists visiting Portugal.

PurposeThe purpose of this paper is to reflexively reconsider the effects of the author’s pre-understandings, both academic and non-academic, on the subject matter and the research setting. The unforeseen implications of this disjuncture on our research practice and the expected deliverables are discussed.Design/methodology/approachThe paper engages in a critical, self-reflexive dialogue of a journey through a stimulating yet, uncomfortable piece of feminist, organizational ethnographic research drawing on the insights from the author's research diary.FindingsThe account presented in this paper describes the problematic nature of undertaking a collaborative, reciprocal research project in the distinctive and foreign cultural landscape of the military. The author shows the importance of delving into matters of positionality and preparedness for what might emerge, as a form of closure.Practical implicationsThe paper provides insights into the importance of sponsors to access “the field” and our obligation as researchers to produce written deliverables.Originality/valueThis paper contributes to the emerging literature on the significance of reflexivity in feminist inspired organizational ethnographies in highly gendered settings such as the military.

PurposeThe study of supply chain resilience (SCRES) continues to gain interest in the academic and practitioner communities. The purpose of this paper is to present a focused review of the SCRES literature by investigating supply chain (SC) capabilities, their relationship to SCRES outcomes and the underpinning theoretical mechanisms of this relationship.Design/methodology/approachThe paper uses the systematic literature review approach to examine 383 articles published between 2000 and 2017, ultimately down selecting to the most relevant 228 peer-reviewed studies. Context-interventions-mechanisms-outcomes (CIMO) logic is applied to organize and synthesize these peer-reviewed studies. A typological framework is developed from the CIMO-based classification of the SCRES literature.FindingsThe findings of this study outline the gaps in the SCRES literature and present an agenda for future research.Research limitations/implicationsThis paper presents an exploratory research; therefore, the typological model presented is just one of the possible perspectives.Practical implicationsThe typology of SCRES literature can help practitioners to understand SCRES and to measure and assess the resilience of SCs.Originality/valueThe paper provides clear definitions of SCRES constructs, develops a typological framework to further understand SCRES and identifies SCRES measures and assessment techniques.

Purpose The purpose of this paper is to develop a new ontology for knowledge management (KM) technologies, determining the relationships between these technologies and classification of them. Design/methodology/approach The study applies NOY methodology – named after Natalya F. Noy who initiated this methodology. Protégé software and ontology web language are used for building the ontology. The presented ontology is evaluated with abbreviation and consistency criteria and knowledge retrieval of KM technologies by experts. Findings All the main concepts in the scope of KM technologies are extracted from existing literature. There are 241 words, 49 out of them are domain concepts, eight terms are about taxonomic and non-taxonomic relations, one term relates to data property and 183 terms are instances. These terms are used to develop KM technologies’ ontology based on three factors: facilitating KM processes, supporting KM strategies and the position of technology in the KM technology stage model. The presented ontology is created a common understanding in the field of KM technologies. Research limitations/implications Lack of specific documentary about logic behind decision making and prioritizing criteria in choosing KM technologies. Practical implications Uploading the presented ontology in the web environment provides a platform for knowledge sharing between experts from around the world. In addition, it helps to decide on the choice of KM technologies based on KM processes and KM strategy. Originality/value Among the many categories of KM technologies in literature, there is no classifying according to several criteria simultaneously. This paper contributes to filling this gap and considers KM processes, KM strategy and stages of growth for KM technologies simultaneously to choice the KM technologies and also there exists no formal ontology regarding KM technologies. This study has tried to propose a formal KM technologies’ ontology.

Purpose This paper aims to develop a taxonomy of value co-creation types occurring in firm-customer interactions on social media. Design/methodology/approach In total, 570 destination marketing organization (DMO)-initiated posts on Weibo and 3,137 responses were collected to develop a taxonomy by conducting qualitative empirical-to-conceptual analysis. To apply the taxonomy through conceptual-to-empirical analysis, 100 DMO-initiated posts and 823 responses were collected. Findings The communication-focused value co-creation taxonomy shows a variety of co-creators, verbal and non-verbal communicative co-creation actions facilitated by social media, and different co-created value types. Research limitations/implications This study used a single social media platform and selected three DMOs’ Weibo accounts. Future research should focus on other types of firms and different social media platforms. Practical implications This study used a single social media platform and selected three DMOs’ Weibo accounts. Future research should focus on other types of firms and different social media platforms. Originality/value This study enriches the tourism literature and the general marketing literature by examining value co-creation from a communication perspective and provides a comprehensive classification of value co-creation opportunities on social media.

PurposeThe purpose is to identify the main characteristics of dry ports (DPs) in Brazil, discussing the role of this logistic player, challenges and opportunities. Furthermore, this study provides a structured framework to drive DP decision-makers, identifying and assessing a network of means–end objectives, which could be replicable to other contexts.Design/methodology/approachThis article approached initially a literature review and exploratory research to discuss the main characteristics of DPs in Brazil. The second step was to conduct a qualitative analysis following the value-focused thinking (VFT) approach in two case studies in Pernambuco state to assess the achievement of the main objectives.FindingsThis article identified that the main characteristics of DPs in Brazil are offering additional services with a cheaper storage cost, handling mainly import cargo and being connected to seaports through highways. Moreover, this study resulted in a framework to assess the objectives of DPs, which could be replicable in other contexts, improving the current operations of DPs.Practical implicationsThe framework to assess DPs' objectives bridged the gap between the literature and the practice working as a tool to drive decision-makers to improve the current performance of DPs in Brazil. Additionally, the main issues, challenges and opportunities discussed provide managers, policymakers and DPs operators with valuable insights into this theme.Originality/valueThis paper is the first study to present a framework to assess the objectives of DPs as a valuable tool to drive decision-makers to improve DPs operations. From this study, lessons could be learned and the process described could be replicable in other countries.

Purpose This paper supports the call for using a separate research stream for long-term recovery vs disaster relief in humanitarian studies. The purpose of this paper is to highlight the thematic shift towards service operations during this developmental phase and explores the role of social entrepreneurial organizations. It builds from the literature on service operations management and social entrepreneurship to promote theory in humanitarian operations management. Design/methodology/approach This exploratory study uses literature concepts and field data from multiple development case studies of social entrepreneurial organizations and social enterprises in Africa and the Middle East to analyze service operations. Findings Clear contributions to the role of social entrepreneurship in providing humanitarian and development services were identified and categorized according to service operations management stages. Practical implications This paper has important practical implications. The positioning of social entrepreneurial organizations as humanitarian service providers would open opportunities for new collaborations between donors and social organizations. Mainstream NGOs dominate the scene of servicing local communities; leaving aside social entrepreneurial organizations with substantial room for innovation that they might bring to the sector. In addition, social entrepreneurial organizations’ ability to build business models and design sustainability and scalability aspects for their operations may bring long-term development to impoverished communities. Global NGOs as well as government actors who carry out the first three stages of humanitarian operations could plan on working with (or even help creating) social entrepreneurial organizations to help with long-term recovery. Originality/value This study examines the implications of two bodies of literature; service operations management and social entrepreneurship on humanitarian operations management research. It concludes with a conceptual framework emphasizing the contributions of social entrepreneurship in planning, development, delivery, and distribution of services in the long-term recovery humanitarian and development operations.
