Some differences between varieties of Albanian with special reference to Kosovo

AbstractThe differences between the varieties of the Albanian language as spoken both within the Albanian state and outside have usually been investigated under dialectological aspects. From this point of view there are two main dialects of Albanian: Gheg and Tosk. The aim of this article is to investigate certain socio-historical differences between the Albanian spoken in Albania and Kosovo. The topics we are concerned with are differences in the vocabulary of the public sphere and politics, technology, and terminology. Notable differences can however be ascertained in the use of words (also such words that belong to the basic vocabulary of Albanian) and idiomatic expressions which are used in Kosovo with a meaning different from that which they have in Albania. There exists also a series of words which are totally unknown in the speech of the other community. Certain calques from Serbo-Croatian will also be discussed. The reader’s attention will also be drawn to some of the peculiarities of Kosovo Albanian syntax, which may have arisen from interferences through contact with Serbo-Croatian.

Discussions of the work of Peter L. Berger allow one to reclaim, to reflect and to critique his sociological thinking from a Quebecois point of view. His works, among which The Sacred Canopy (1967) is essential, open, more particularly, the door to reflection on the place of the religious in the public sphere at the beginning of the 21st century and likewise enable a response to the question of the rapid change in the religious landscape in Quebec since the end of the 1960s. In this article, we present a description of two theoretical positions developed by Peter L. Berger in the 20th century, one favourable to the thesis of secularization, the other unfavourable. These opposed positions and criticisms of them within intellectual circles will also be briefly considered. Through a typology developed from the transformation of the religious landscape in Quebec in the 20th century, questions will then be raised about recent studies on secularization in Quebec. The Quebecois case provides nuance for Berger’s classical conception, while challenging and explaining the evolution of his theoretical positions.

Chapter six turns to Marcelo Piñeyro’s El Método (2005) to examine a perceived tension in contemporary societies between the depoliticization of the public sphere and the opposite call for its repoliticization. The film productively presents this tension in two ways: first, by inviting viewers to participate in depoliticizing structures of power, and then by inviting them to question their role and responsibility in those structures. On the one hand, the film uses the cinematic split-screen technique to grant viewers a godlike perspective and ability to watch different actions and events synchronically, as if through a surveillance camera. Job candidates are scrutinized from the point of view of a multinational corporation during massive anti-corporate globalization protests in Madrid, which the mass media presents in dismissive terms. On the other hand, the film’s subtle use of sound effectively disrupts the complicity of the viewer in these structures and provides possibilities for political subjectivation. Drawing on the work of Michel Chion and Mdalen Dolar, the chapter shows how the “acousmatic sound” of protest irrupts into the viewer’s given space of the visible and provides avenues for what might be called a “sonic emancipation.”

Chapter 8 turns to the figure of the spy, a recurrent trope of her 1956 novel Magic Mirror and the accompanying memoir Compassionate Friendship. If the “other woman” is predicated on a position of alterity, the therapist-spy feigns an identification—and an empathetic connection—that does not in fact exist. At the level of the private sphere, H.D. uses espionage as a mode of critiquing Freudian psychoanalysis, offering in its stead the short-lived existential psychology, a movement which grew out of the trauma of World War II and emphasized an empathetic rather than transferential model of therapy. Shifting outward to the public sphere, her analysis of the figure of the spy becomes an examination of the politics of nationalism.

Professional journalism fulfills an important role in modern democracies, while always standing with one leg in the public sphere and the other in the private media economy. Within the era of digitalization, the limits of a market-driven professionalism become apparent. Since information appears to be easily accessible due to new media, journalism lost its role as a gatekeeper for “what the world needs to know”. But dropping an anachronistic idea of professional authority—as reform projects within the journalistic profession demanded for decades—does not necessarily lead to a more open and participatory public sphere. On the contrary, the chance for reliable news seems to shrink in the everyday flood of information. Facing a severe shortage of professionalism against the background of an oversupply in the field of journalism might indicate a general paradox of contemporary societies.

The rise of the other backward classes (OBCs) is certainly one of the main developments in the Hindi-belt politics over the last ten years. The OBCs are castes in the Indian social system that are situated above the Untouchables but below the forward castes (the “twice born,” Brahmins, Kshatriyas [warriors] and Vaishyas [merchants]) and the intermediate castes (mostly peasant proprietors and even dominant castes). They form the bulk of the Shudras—the fourth category (varna) of the classical Hindu social arrangement. The OBCs, whose professional activity is often as field-workers or artisans, represent about half of the Indian population, but they have occupied a subaltern position so far. Their rise for the first time seriously questions upper-caste domination of the public sphere.

This paper gives an overview of activities which have been carried out in the fi eld of Linguistic Landscapes (LL) at Rēzekne University College (Rēzeknes Augstskola, RA) since 2008. Between 2009 and 2012, LL research was carried out within the framework of one of the work groups of the TILRA project funded by the European Social Funds (ESF). TILRA has had the overarching aim to support research in the humanities which may be helpful for understanding local identity and contribute to the regional development of Latgale. In this light, LL research has proven to be of high value for triggering effects in education at all levels, academic research and for enhancing discussions within politics and regional development. The paper fi rst provides a summary of the basic principles of the LL approach as they have been developed in the international linguistic community throughout the past decade. It addresses how the method has gained more and more popularity world-wide and moved from mostly quantitative and descriptive reports of the languages on signs in the public sphere to by far more interdisciplinary studies. Today, scholars in the fi eld of LL do research on signs of all kinds with regard to aspects such as functions of languages, semiotics, or the negotiation of and confl icts on ownership of and power in a territory. After this general introduction, the paper reports of how the LL method has been taken to the Baltic States, at fi rst in education and research at RA. The first of these activities were limited to Latvia (Rēzekne, Ventspils), but soon research was also taken to Lithuania (Alytus, Druskininkai) and Estonia (Pärnu, Narva). The paper then provides examples of the results of the research. On the one hand, a data base with almost 5,000 signs from the 6 towns in the Baltic States where research was carried out has been created. This data base allows for a detailed contrastive analysis of signs in the public sphere with regard to aspects such as the number and hierarchies of languages on the signs and their locations and functions. In cases of, for instance, signs at shops, also the type of shop is included. The research found 23 different languages, of which the titular languages of the Baltic States (Estonian, Latvian, Lithuanian) dominated, followed by English and Russian. English appears mostly as a language of high prestige, often with predominantly symbolic value. Other languages were rare, and also the regional language of Latgalian was identified on only a small proportion of the signs in Rēzekne. In total, about one third of the signs in the data base is multilingual, the other two thirds displaying only one language (most often, but not always, the respective titular language). On the other hand, the data base has been supplemented by qualitative data obtained through 46 interviews (conducted in Rēzekne, Narva and Druskininkai) with people working in the field of tourism, but also with passers-by in the streets. The interviews focus on e.g. roles of languages in tourism, reflections of regional identities in the LL or connections between the LL and language policies. With regard to tourism, English was found to be of highest importance as a lingua franca, but also Russian plays an important role. The research also asked explicitly whether small private signs may reflect linguistic or ethnic conflicts, but no such examples were found, and interviews confirmed that on a small, local level, the LL is not a place where such conflicts take place. The paper then reports of impacts which the LL activities have had with regard to the popularization of linguistic topics in society at large. By now, several schools in Latvia have used the LL approach in their activities and adapted it to their individual purposes. Other debates to which the LL research has contributed and where LL research and the publications created during the project have proven to have an impact on broader societal developments, are e.g. the relation between language use in private and in public domains, the functions of different languages in the internet, reflections of paralinguistic notions and the economic potential of languages, the latter in particular with regard to the Latgalian language. Finally, the paper highlights directions of future research. This includes the analysis of language contact in micro situations such as on specific notice boards or the use of LL data in discourse analytical studies. More broadly speaking, it is envisaged also to analyse existing LL patterns in the Baltic States in contrast to LL studies in other parts of the world, e.g. the role of Latgalian in the LL vis-à-vis other regional or minority languages in Europe. The paper also provides an overview of important publications which have been prepared or triggered as a result of the LL research, including several master theses and an on-going PhD project. In total, the paper thereby shows how the TILRA project has contributed to establishing research and awareness of the LL approach in the Baltic States, and how it at the same time has given LL research in the Baltic States a recognized standing among international LL researchers. The paper is supplemented by a list of LL publications, including many of those publications published by the project’s participants both in Latvian and international contexts, and by the questionnaire which served as a point of departure for the semi-structured interviews during the research.

AbstractWhile there is much discussion of the need for democracy in transnational institutions, there is less discussion of the conditions for their democratisation. To address this deficit, a general account of democratisation is necessary. I propose that democratisation is dependent on the joint realisation of two conditions: communicative freedom and communicative power. Democratisation thus requires, first, publics and associations in which communicative freedom is realised on the one hand; and, second, institutions that link such freedom to the exercise of communicative power to decision making on the other. In order for these conditions to be met, civil society must be expanded into the public sphere. The transformation of communicative freedom into communicative power can be promoted only by institutions that recognise the decisional status of publics, which in turn depend on civil society to generate the deliberative benefits of the plurality of perspectives. Communicative power is not merely spontaneously generated through publics, but also through publics expressly formed through democratic institutional design.

This concluding chapter discusses how values are returning today in the guise of dominant norms, both in the secular world and in religion. Today's crisis is not simply a crisis of values, but of referring to values at all. For what should values be founded on? On one hand, religions, which are no longer in sync with Europe's dominant cultures, are returning to the public sphere on behalf of a normative demand. On the other hand, the secular culture that professes freedom and rights is coming to a head in a burst of normative production. This is a normativity toward all forms of religion and religiosity, of course, but also normativity with respect to its own foundation, the social contract, and human nature, that of the desiring subject. Ultimately, the chapter argues that it is time to re-examine the question of values, to restore the particular cultural and social aspects of norms and to reinject them into society. In the face of globalization, the issue is at once to be more in touch with society and to act as a counterweight to other influences in the world: only Europe can meet these two objectives.

Adi Ophir has suggested that the political realm is an order of evils, producing and managing regular forms of suffering and violence rather than eliminating them. Thus, the political is always to some extent a corrupted order of justice. Emmanuel Levinas’ work presents in its focus on the face-to-face relationship a means of rethinking how to make the political more open to compassionate justice. Though Levinas himself doesn’t sufficiently take on this question, I argue that his work facilitates a way of thinking about commiserative shame that provides a means to connect the face-to-face to its potential effects in the political sphere. If such shame isn’t ignored or bypassed, it produces an unsettling relation to the other that in its adversity motivates a kind of responsibility and care for the other that can alter the public sphere.
