Abstract We revisit the underlying economics of commodity storage and its relation to food security by first clarifying the standard model used to analyze the economic efficiency and distributional effects of commodity storage programs. We find that producers prefer stabilization, although their incomes are more variable, while consumers are indifferent. However, numerical simulations indicate that physical stocks will build up inexorably over a sustained period or the government will need to raise prices continuously over a prolonged period. For the least developed countries facing fluctuating world prices, government should guarantee the price received by producers because, with price uncertainty, farmers could experience losses even under a ‘good’ weather outcome; this would guarantee the producer price, benefitting farmers, while allowing the consumer price to vary with the world price benefits consumers as they prefer price instability. In some cases, however, the government may wish to impose a price ceiling so that households living at or near subsistence can afford to buy grain – an argument based on the grounds of food security. Numerical simulations indicate that such a mixed-price policy increases the wellbeing of both consumers and producers. Physical storage is not a necessity.

The literature on sustainable tourism is scant, particularly in the least developed countries. Very few studies touch upon the concept and no holistic theoretical or conceptual frameworks around the idea of sustainable tourism have been formulated. This study aims at exploring the role of tour operators in developing sustainable tourism in Pakistan and how the tour operators (TOs) conceive their role in this regard. TOs were reached through phone calls, emails, and virtual sources as face-to-face interviews were not possible due to COVID-19 pandemic and restrictions on travel by the government. In-depth interviews were conducted to gather data. Results suggest that the TOs although realize the importance of social, environmental, and economic dimensions of tourism on the communities but have no management systems in place to cater accordingly. There are no incentives in place by the government facilitate TOs to design and implement such systems. The TOs do not select a destination based on Global Sustainable Tourism Council criterion, but rather the selection of destination is mostly demand-based and profit-oriented. The study suggests that corporate profit motive is the sole criterion for decision making and is one of the major causes impeding sustainable tourism in Pakistan. The role of TOs in developing sustainable tourism is vague as the TOs do not have any systems in place to implement sustainable models. The study recommends that efforts need to be put in place to incentivize sustainable tourism in Pakistan and proper laws should be set forth by the authorities to comply by the TOs. The role of TOs is important and understood, however, there is a need to put proper systems in place.

The COVID-19 pandemic is a recent outbreak in almost all parts of the world including Ethiopia influencing the socio-economy of people and mainly threatening the agriculture and food security of the least developed countries. The current desk review and opinion synthesis by a multi-disciplinary team of experts from Haramaya University aimed at assessing the probable impact of the virus on the Ethiopian agriculture and food security and suggesting the possible mitigation and adaptation strategies to all responsible. Experts’ opinion and desk review of existing information were employed for the analysis and conclusions drawn, due to the difficulty of data generation at this time of movement restriction and poor database availability on websites of relevant institutions. Accordingly, the information gathered were synthesised and described following the major stages of food supply chains as production, handling and storage, processing and packaging, distribution and marketing, and consumption are key messages drawn from the overall assessment.

The main aim of this review is to explore the corporate social responsibility practices and stakeholders’ awareness about firms’ CSR in Ethiopia. The concept of Corporate Social Responsibility (CSR) came into existence to show the responsibilities that the business should take from the shoulders of the government and the NGOs particularly in developing nations. Since the living standard of the society is low in emerging economies, the CSR expected from business firm is much higher than it is used to be in advanced economy. Ethiopia is one of the least developed countries and thus, the involvement of private sector is very crucial since government does not fulfill all needs of the society. In one way or another, businesses are economic entities that have the ability to change corporate social responsibility activities into business opportunities. Several studies suggest that companies may receive external benefits from implementing CSR policies. However, the success of practicing CSRs depends upon the level of stakeholders’ awareness. Specifically, in conducting the survey the reviewer was motivated by the following research questions which constitute the objectives of the article: (1) where do firms in Ethiopia categorized in the Carroll’s 1991 pyramid; and (2) what was the level of awareness of different stakeholders in the country. Therefore, this review explores the CSR practices of firms and the level of stakeholders’ awareness about the concept in Ethiopia. The paper employed qualitative research approach by reviewing 16 research articles which address CSR policies of firms in Ethiopia. The finding shows, the most important stakeholder considered by firms are customers which contribute to profitability. This shows the fact that firms in Ethiopia are in the lower-level of Carroll’s CSR pyramid: economic responsibility. Furthermore, the level of stakeholders’ awareness regarding the firms’ CSR practice in Ethiopia is low. To summarize, corporate social responsibility practice in Ethiopia is at its infancy stage and thus, need much more improvement from both firms and the government.

In the nineties, India's budgeting, fiscal deficits, and balance of payments problems kick started the government's urge to unlock the huge investments chained in the state-owned enterprises (SOEs). The blueprint was the successful global model of privatization/divestment which was initiated by Margaret Thatcher in the eighties in the UK and implemented by other countries including Unified Germany, former USSR, the erstwhile socialist countries, Western Europe, Canada, Japan, and even China. The developed nations attained a high level of success followed by the developing and the least developed countries. While developed and OECD countries opted for Initial Public Offerings (IPOs), Russia adopted a system of vouchers for buying shares of public sector companies at auctions, and smaller states in the former Soviet Union and East European countries opted for trade and negotiated sales. Developing countries like Brazil and Chile made principal divestments of significantly large government stakes with no reservations to pass on control to foreign investors. Greece and Korea opted for convertible bonds. Considering that the debate on the need for disinvestments is very old, the question is: is there anything new and is there a game plan? Also, why is the media hesitant in presenting analysis of the decision-makers' mindset? It leads to the inference that the implementers have perhaps little commitment to disinvestments which is in contrast to what Hungary and China have achieved by their professional approach. Fortunately, the efforts to pursue reforms have not openly been reversed or given up by any government of the day. The Four Ps of disinvestment – Policy, Promise, Prognosis, and Performance – look grim. In the recent past, we have been witnessing a lot of debate on the disinvestments scenario suggesting dynamic movement. In reality, the sale of equity of only 49 companies has so far been accomplished (a few only privatized). In comparison, Hungary identified 1,288 SOEs, transformed them into companies for privatization, and in 2002, only 79 companies were left for privatization. Against a target of Rs 100 billion, the financial year 2000–2001 closed with a collection of Rs 18.70 billion. Against a target of Rs 120 billion, the financial year 2001–2002 closed with a collection of Rs 56 billion inclusive of special dividend of VSNL at Rs 18.87 billion and Rs 11.54 billion of IBP bought by another public sector undertaking (PSU). Against a target of Rs 120 billion, the financial year 2002-2003 closed with a collection of Rs 33 billion. The target for financial year 2003-04 is Rs 132 billion (US$ 2.87 billion). To set things on the recovery path, introspection on what aberrations have entered the system is necessary. In the words of the President to the Joint Session of Parliament in February 2002, “... The prolonged fiscal haemorrhage from the majority of these enterprises cannot be sustained any longer...” How do we ensure that the disinvestment process is on track? The following five-point agenda would be useful for policy-makers: Trust the homegrown expert for implementation. Place administrative control in the hands of the Finance Minister. Hand over companies that are a burden on the government to the employees. Do not involve a PSU/SOE in the bidding process. Manage revivals professionally.

<p>Poverty alleviation is a top priority of the global development agenda. Laos is still on the list of Least Developed Countries as measured by the United Nations. Poverty in the Lao context is socially and culturally unique. The Government of Laos works collaboratively with development partners and non-governmental organisations to overcome poverty through development programmes throughout the country. However, the universal development and poverty definitions, including the development and poverty interventions which are influenced by such definitions, do not necessarily match the local contexts and practices.  This thesis examines development practice and community engagement in the Lao context through exploring experiences and perspectives of development practitioners who have worked in and engaged with community development in Laos. The thesis adopts a qualitative approach, drawing upon a social constructivist epistemology and a postcolonial framework. Semi-structured interviews, a form of qualitative methodologies, were employed for data collection. The interviews involved thirteen participants from both governmental and non-governmental organisations, and included both local development workers and expatriates. The focus of interviews was to investigate experiences of and opinions about their development practice and community engagement in Laos.  The findings reveal that development practice in Laos requires sufficient time to understand and learn about communities and their actual problems. Development discourses have conceptualised understandings associated with development and this has shaped how governments, donors, development partners, policymakers and development practitioners perceive mainstream development. The conceptualisation was mainly influenced by Western ideologies and was undeniably a legacy of colonialism. Participatory development approaches have been recommended by all research participants as one of the most effective approaches to bring about success and long-term sustainability. The findings also suggest that participation is required from the beginning of the development process, including in problem analysis, planning, monitoring and evaluating stages. In short, a sense of belonging and ownership needs to be present throughout the entire process of development. Furthermore, it is important for development practitioners to thoughtfully recognise and reflect critically on their roles as to whether they are insiders or outsiders when working on the ground. This can determine development outcomes. This research recommends local people be employed more to work as part of development projects in their own communities. By using these approaches, community development can be more effective and meaningful in a sustainable manner and truly respond to the real needs of communities. This can also contribute to a new phase of participatory development practice.</p>

Subject Bangladesh's handling of the COVID-19 crisis. Significance The Awami League (AL) government on May 31 lifted a nationwide lockdown, which it imposed on March 26 as part of efforts to prevent the spread of COVID-19. Before the onset of the pandemic crisis, Bangladesh was one of Asia’s fastest-growing economies and the AL’s dominance of politics appeared unchallengeable. Impacts The AL will step up pressure on journalists and activists who are critical of the government. As the economic downturn leads to thousands of garment workers losing their jobs, there will likely be a rise in anti-government protests. Bangladesh will probably miss its target of graduating from the UN’s list of Least Developed Countries by 2024.

AbstractThis paper discusses the major policy initiatives that have been developed to combat chronic food shortages in the world’s least developed nations. The United States has taken the world’s leadership position in trying to address chronic hunger and under-nutrition as part of its Feed the Future initiative, an effort that is linked to the G8’s L’Aquila Food Security initiative. Both initiatives focus on activities and outcomes that are intended to reduce food insecurity in the medium and long terms. Both initiatives operate in the context of the immediate food relief policies and practices that most nations subscribe to as part of the United Nations food security initiatives.

Abstract In absence of any global treaty, the bilateral investment treaties are playing the important role of regulating foreign investments in the host countries. The primary purpose of economic globalization is the economic development of the developing and least-developed countries as well as to facilitate benefits of the home states. Bangladesh and the Netherlands also signed bilateral investment treaties to facilitate trade. Bangladesh foreign investment laws and bilateral investment treaties mainly protect foreign investors; however, neither include any specific provisions of protecting sovereignty, national interest, and security. The Netherlands generally follows EU foreign investment policies. This paper addresses two questions: (a) do the bilateral investment treaties of Bangladesh and the Netherlands include any specific provisions to protect the sovereignty, national interest, and security, and (b) should the sovereignty, national interest, and security be considered during the entry of foreign direct investment in Bangladesh and the Netherlands? Using doctrinal research method, a total of 25 bilateral investment treaties have been analysed in order to explore whether they protect the sovereignty, national interest, and security of Bangladesh and the Netherlands. Based on the findings, this study will recommend that the government of Bangladesh should consider this important factor as an entry condition, either through amending the existing laws or through the bilateral investment treaties.
