Disinvestments in India: Needed Change in Mindset

In the nineties, India's budgeting, fiscal deficits, and balance of payments problems kick started the government's urge to unlock the huge investments chained in the state-owned enterprises (SOEs). The blueprint was the successful global model of privatization/divestment which was initiated by Margaret Thatcher in the eighties in the UK and implemented by other countries including Unified Germany, former USSR, the erstwhile socialist countries, Western Europe, Canada, Japan, and even China. The developed nations attained a high level of success followed by the developing and the least developed countries. While developed and OECD countries opted for Initial Public Offerings (IPOs), Russia adopted a system of vouchers for buying shares of public sector companies at auctions, and smaller states in the former Soviet Union and East European countries opted for trade and negotiated sales. Developing countries like Brazil and Chile made principal divestments of significantly large government stakes with no reservations to pass on control to foreign investors. Greece and Korea opted for convertible bonds. Considering that the debate on the need for disinvestments is very old, the question is: is there anything new and is there a game plan? Also, why is the media hesitant in presenting analysis of the decision-makers' mindset? It leads to the inference that the implementers have perhaps little commitment to disinvestments which is in contrast to what Hungary and China have achieved by their professional approach. Fortunately, the efforts to pursue reforms have not openly been reversed or given up by any government of the day. The Four Ps of disinvestment – Policy, Promise, Prognosis, and Performance – look grim. In the recent past, we have been witnessing a lot of debate on the disinvestments scenario suggesting dynamic movement. In reality, the sale of equity of only 49 companies has so far been accomplished (a few only privatized). In comparison, Hungary identified 1,288 SOEs, transformed them into companies for privatization, and in 2002, only 79 companies were left for privatization. Against a target of Rs 100 billion, the financial year 2000–2001 closed with a collection of Rs 18.70 billion. Against a target of Rs 120 billion, the financial year 2001–2002 closed with a collection of Rs 56 billion inclusive of special dividend of VSNL at Rs 18.87 billion and Rs 11.54 billion of IBP bought by another public sector undertaking (PSU). Against a target of Rs 120 billion, the financial year 2002-2003 closed with a collection of Rs 33 billion. The target for financial year 2003-04 is Rs 132 billion (US$ 2.87 billion). To set things on the recovery path, introspection on what aberrations have entered the system is necessary. In the words of the President to the Joint Session of Parliament in February 2002, “... The prolonged fiscal haemorrhage from the majority of these enterprises cannot be sustained any longer...” How do we ensure that the disinvestment process is on track? The following five-point agenda would be useful for policy-makers: Trust the homegrown expert for implementation. Place administrative control in the hands of the Finance Minister. Hand over companies that are a burden on the government to the employees. Do not involve a PSU/SOE in the bidding process. Manage revivals professionally.

The literature on sustainable tourism is scant, particularly in the least developed countries. Very few studies touch upon the concept and no holistic theoretical or conceptual frameworks around the idea of sustainable tourism have been formulated. This study aims at exploring the role of tour operators in developing sustainable tourism in Pakistan and how the tour operators (TOs) conceive their role in this regard. TOs were reached through phone calls, emails, and virtual sources as face-to-face interviews were not possible due to COVID-19 pandemic and restrictions on travel by the government. In-depth interviews were conducted to gather data. Results suggest that the TOs although realize the importance of social, environmental, and economic dimensions of tourism on the communities but have no management systems in place to cater accordingly. There are no incentives in place by the government facilitate TOs to design and implement such systems. The TOs do not select a destination based on Global Sustainable Tourism Council criterion, but rather the selection of destination is mostly demand-based and profit-oriented. The study suggests that corporate profit motive is the sole criterion for decision making and is one of the major causes impeding sustainable tourism in Pakistan. The role of TOs in developing sustainable tourism is vague as the TOs do not have any systems in place to implement sustainable models. The study recommends that efforts need to be put in place to incentivize sustainable tourism in Pakistan and proper laws should be set forth by the authorities to comply by the TOs. The role of TOs is important and understood, however, there is a need to put proper systems in place.

The article contains a biography of the famous Russian paleontologist V.E. Garutt (1917–2002), the oldest research worker of the Zoological institute of Russian Academy of Sciences, who studied the Pleistocene elephants of Northern Eurasia. He published more than 70 scientific papers on the origin and evolution of elephants of mammoth line, the morphology, changeability and features of the development of ancient proboscides. V.E. Garutt suggested two subfamilies Primelephantinae and Loxodontinae. He is the author of several taxa of fossil elephants of the generic, specific and subspecific levels. On his initiative, the skeleton of the Taimyr mammoth was adopted as the neotype of the woolly mammoth Mammuthus primigenius. He actively defended the independence of the genus Archidiskodon. A number of famous and important for the science paleontological specimens (skulls and skeletons of southern elephants, trogontherine and woolly mammoths, woolly rhinoceroses and elasmotherium) were restored and mounted by V.E. Garutt. They adorn a number of museums and institutes in Russia (St. Petersburg, Stavropol, Pyatigorsk, Azov, Rostov-on-Don) and abroad (Tbilisi, Vilnius, Edersleben, Sangerhausen). In addition, V.E. Garutt was an active popularizer of paleontological science. He collected a scientific archive on the remains of elephants from many regions of the former Soviet Union and some countries of Western Europe, which is now stored in the Azov museum-reserve (Azov). Several grateful pupils began their way in paleontology under the leader ship of V.E. Garutt. And they continue active work nowadays.

This study investigates whether the Indonesian regulators control Indonesian small and medium-sized enterprises (SMEs) with matching or mismatching empowerment strategies, in light of their strengths and current standing. Indonesian SMEs contributed approximately 60.34% to Indonesia’s gross domestic product (GDP) in 2018. In addition, Indonesian regulators have focused on financial support through credit policies and tax incentives. Indonesian SMEs have been standing on organizational readiness and readiness for change, based on their social networks and social cognition. It collected thirteen informants with different expertise and experiences. This study’s results suggest Indonesia’s regulatory body and financial institutions should consider the SMEs’ social cognition and organizational readiness for change. According to the current situation, to empower Indonesian SMEs, we recommend strategies such as achieving knowledge supremacy, creating an economic development board, as in Singapore, formulating comprehensive industry-wide policies, adopting omnibus laws, and implementing a shifting balance strategy. In other words, the Indonesian regulators should implement major reforms, which are similar to glasnost and perestroika in the former Soviet Union. This is to enhance Indonesian SMEs and achieve the goal of the Government of Indonesia (GoI) with respect to the optimal distinctiveness of Indonesia’s future economy. This optimal distinctiveness refers to the GoI’s policies, which focused on knowledge supremacy, an industry-wide regime, and research for empowerment.

The flight of human capital is a phenomenon that has been of concern to academics and development practitioners for decades. Termed the brain drain, it represents the loss of highly skilled professionals from a source country to a recipient country. Migrants leave one country for another as a result of strong attractions associated with differentials in living conditions, opportunities for professional advancement, and the existence of an environment that is conducive to peace and security. The term brain drain gained currency in the 1950s. Then it referred to emigration of scientists to the United States from countries such as Britain, Canada, and the former Soviet Union. Today, the concept is used to denote the flight of highly skilled professionals and academics from developing to developed countries.

The author explores the phenomenon of today's ethnic conflicts which are less frequently turning into the wars between states. The author uses the cases of the countries of former Soviet Union, Western Europe, Africa in order to examine important aspects of the ethnic conflicts settlement. It is concluded that the heart of the problems is the correlation between two fundamental principles of the international law (usually regarded as antagonists in terms of the settlement of such conflicts). Namely, these are the principle of states’ territorial integrity and the principle of peoples’ right to self-determination.

This chapter begins with a review of the book’s argument and principal findings. It then discusses theoretical and applied lessons for the study of sexual citizenship and the practice of LGBT activism in the new EU member-states of postcommunist Europe. The chapter’s remaining sections reflect on the argument’s implications for other social issues and regional contexts. These include the women’s movement in contemporary Poland, Roma activism in Hungary, and LGBT activism outside the sphere of potential EU applicant-states (especially the former Soviet Union and Latin America). Animating this discussion is the question of how to account for instances when social movements fail to thrive, or even wither, in the face of backlash. A second animating question is what counts as social movement “success,” policy gains or organizational development? The chapter concludes with some speculation about LGBT activism in the US and Western Europe in light of the contemporary turn to populist-nationalist politics in both places.

Least developed countries (LDCs), have been struggling to find a workable strategy to adopt information and communication technology (ICT) and e-government in their public sector organizations. Despite a number of high-level initiatives at national and international levels, the progress is still unsatisfactory in this area. Consequently, the countries are failing to keep pace in the global e-government race, further increasing the digital divide. This chapter reports on an exploratory study in a least developed country, Bangladesh, involving a series of focus groups and interviews with key stakeholders. A lack of knowledge and entrenched attitudes and mindsets are seen as the key underlying contributors to the lack of progress. The analysis of the relationships among the major barriers to progress led to a process model, which suggests a pathway for e-government adoption in an LDC such as Bangladesh. The chapter introduces important directions for the formulation of long-term strategies for the successful adoption of ICT in the public sector of LDCs and provides a basis for further theoretical development.

Today, energy is an irreplaceable resource without which it is impossible to imagine the life of modern society. Oil, as the most important energy resource, has a significant impact on both individual economies and the world economy. The main objective of this chapter is to identify the relationship between oil supply and oil demand of developed and developing countries on the example of OECD and Former Soviet Union countries. The changes that took place in supply and demand in the oil market from 2000 to 2020 are investigated. The chapter uses graphic and mathematical analysis. It is clear with a fair amount of confidence that the oil demand in developed countries is higher than their supply, and the supply of oil in developing countries is rather more than demand. Also, the chapter draws attention to investments in the oil industry, including on the example of Russia as a former USSR country, analyzes their current state, and draws appropriate conclusions.

Vikalpa publishes three responses to K R S Murthy's article “Do Public Enterprises Need a Corporate Strategy?” (April-June 1987). Professor Laxmi Narain agrees with Murthy's argument that the strategic competence of public sector enterprises is low. However, he questions whether the conditions and context of high level competence can be laid down as requirements for formulating a corporate strategy. He argues that public enterprises do need a strategy while their environment and competence would decide the extent of their success. Agreeing with Murthy's arguments, Professor S K Chakraborty suggests that the government should withdraw from managing the enterprises. Former Finance Minister of Gujarat Shri Sanat Mehta points out that chairmen and managing directors of the profit making public enterprises behave almost like Rajas and waste resources. He states that public enterprises have a role to play in spreading social justice.

AbstractWhile the ever more strongly felt presence of Muslims in western Europe has already stimulated numerous scholars of various social sciences to embark upon research on issues related to that presence, it is apparent that just a few studies and introductory text books have so far dealt with the evolution of Muslim communities in other parts of Europe, especially in countries of central, eastern, and northern Europe. Without appreciation of and comprehensive research into the more than six-hundred-year-long Muslim presence in the eastern Baltic rim the picture of the development of Islam and Muslim-Christian relations in Europe remains incomplete and even distorted. Therefore, this article argues for the necessity of approaching the history of Islam and Muslims in Europe from a different and ultimately more encompassing angle by including the minorities of Muslim cultural background that reside in the countries of the European part of the former Soviet Union—the Baltic states and Belarus. Besides arguing that it is necessary to reconsider and expand the research field in order to develop more profound studies of Islam and Muslims in Europe, the article also outlines suggestions as to why the Muslim history in the eastern Baltic rim has been generally excluded from the history of Islam in Europe.
