AbstractWe discuss the implications of the new public governance and its impact on the social and economic outcomes of those experiencing poverty. As members of civil society, religious congregations are actively engaged in supporting people living in poverty with short-term responses. Addressing the societal focus on economic justice and the theological traditions of four world religions, this paper seeks to encourage religious congregations into innovative, actionable responses that help to offer long-term responses that align with poverty alleviation. We propose two approaches—community development and financial development— that serve as models for religious congregations interested in alleviating poverty.

To achieve the dual goal of poverty alleviation and ecological restoration, the policy of ecological forest rangers (EFRs) was implemented in rural poverty-stricken areas in China, where local residents commonly depend on nearby forest resources for livelihoods. This study aimed to analyze the short-term and long-term effectiveness of the EFRs policy in China mainly in poverty alleviation and income growth, with a brief discussion on the ecological effect of the policy. A questionnaire survey was conducted in four counties in the Karst rocky desertification region in southwest China. By combing through the early literature on REDD+, community forestry, leasehold forestry, etc., this paper summarizes the experience and lessons of similar community forest management models, aiming to explain the unsustainability of EFRs policy from the perspective of forest tenure and governance. The findings of the effectiveness analysis of EFRs policy in the four poverty-stricken counties reflect different degrees of effect in rural households with different income levels. We believe that the EFRs policy has played important roles in short-term regional poverty alleviation while its potential for long-term income growth has not been stimulated. For the amendment of EFRs policy, we put forward the following points: (1) It is necessary to redesign the selection and recruitment mechanism, as well as the exit mechanism of EFRs adapting to the local conditions. (2) It is advisable to further improve the local assessment and monitoring system of forest protection quality of EFRs and optimize the establishment of benefit linkage mechanism between protection effectiveness and EFRs remuneration. (3) The EFRs remuneration standards should be dynamically raised to assure the active participation of EFRs in forest protection. Furthermore, there is a need for one more effective integration model of forest protection and rural livelihoods improvement, which is considered as a potential future research direction.

The aim of this article is to examine the social and psychological impact of modern maritime disasters upon the population of a technologically developed nation. Through an innovative research approach using various indirect measurements of public interest including the internet, media response, music and film, the article explores the interest displayed by the American public following the loss of ships such as the Titanic, Andrea Doria, Edmund Fitzgerald, and Andrea Gail. In order to provide a basis for qualitative comparison, disasters involving other modes of transportation are also considered, including the Hindenburg crash, the ‘Great Train Wreck of 1918’ in Nashville, TN, the Tenerife air disaster of 1977, and the Concorde crash of 2000. The article seeks to explain why the American public seems to display more short-term and long-term interest in maritime disasters than in disasters involving other forms of transportation.

Movements and parties have given rise to two largely separates specialties in the social sciences. This Element is an effort to link the two literatures, using evidence from American political development. It identifies five relational mechanisms governing movement/party relations: two of them short term, two intermediate term, and one long-term. It closes with a reflection on the role of movement/party relations in democratization and for democratic resilience.

Abstract. In compliance with the development of the Water Framework Directive, there is a need for an integrated management of water resources, which involves the elaboration of reservoir management models. These models should include the operational and technical aspects which allow us to forecast an optimal management in the short term, besides the factors that may affect the volume of water stored in the medium and long term. The climate fluctuations of the water cycle that affect the reservoir watershed should be considered, as well as the social and economic aspects of the area. This paper shows the development of a management model for Rules reservoir (southern Spain), through which the water supply is regulated based on set criteria, in a sustainable way with existing commitments downstream, with the supply capacity being well established depending on demand, and the probability of failure when the operating requirements are not fulfilled. The results obtained allowed us: to find out the reservoir response at different time scales, to introduce an uncertainty analysis and to demonstrate the potential of the methodology proposed here as a tool for decision making.

Der har gennem de seneste år været stort fokus på kommunikation i den offentlige sektor. Kommunikation er blevet en organisatorisk og institutionel betingelse for offentlig ledelse, der fylder som opgave i den offentlige leders daglige arbejde. Denne artikel anskuer sproget som aktivt medskabende af den kontekst, hvori det indgår. Den undersøger relationerne mellem offentlig ledelseskommunikation og styringsparadigmer såsom New Weberian State, New Public Management og New Public Governance, fordi disse kan anskues som de sociale kontekster, kommunikationen skal virke i. Artiklen er baseret på kvalitative forskningsinterviews med offentlige ledere fra forskellige sektorer; undervisning, ældrepleje, politi, psykiatri, planlægning m.m. Analysen anskueliggør hvordan ledernes kommunikation formes af og er med til at forme forskellige typer styring: bureaukrati, New Public Management og New Public Governance. I alle disse kontekster beskrev lederne forskellige udfordringer med at mobilisere interesse, hvorfor vi konkluderer, at offentlige lederes kommunikation fra denne artikels perspektiv er et konstant mobiliseringsarbejde, og ikke blot et værktøj til at løse konkrete problemer. Et blik på kommunikation og styringsparadigmer fortæller os således, at offentlige ledere har brug for at kunne arbejde analytisk og strategisk med at skabe opmærksomhed om og engagement i en mængde sammenhænge via 1) en formel juridisk og økonomisk retorik, 2) en visionær og historiefortællende praksis og 3) eksperimenterende og lokale dialoger.
