Abstract Marine economy is a new economic form, emphasizing new development concept, new operation mechanism and management mode. In recent years, marine economy shows rapid growth, and marine industry presents a clustering development trend. The industrial linkage effect, industrial agglomeration effect and industrial radiation effect of the marine industrial cluster are important motive forces for the development of coastal cities. The marine industrial cluster takes coastal cities as the development platform and space, while the coastal cities achieve rapid and sustainable development based on the marine industrial cluster. The synergetic and coupling development of the marine industrial cluster and coastal cities is an important way for the promotion of industrial competitiveness and urban competitiveness. This paper developed a measure to identify the marine industrial cluster, designed the evaluation index of coupling of marine industrial cluster and coastal cities development from two perspectives of industrial linkage and spatial agglomeration, taking Shandong province, a typical coastal province in China, as an example, it studied the situation of the marine industrial cluster based on input-output data and data of marine enterprises of coastal cities, based on which it explored the coupling relationship between marine industrial cluster and coastal cities of Shandong province.

The development trend of the emerging marine industry affects the development of the marine economy, to explore the development trend and the independent innovation path of the emerging marine industry, the added value of the emerging marine industry as the dependent variable, R&D personnel and R&D funds as the intermediary variables, innovation efficiency as the explanatory variable were selected, a development trend measurement model was established by using the Data Envelopment Analysis (DEA) method, and the independent innovation path and development trend of the emerging marine industry through the established model was analyzed. Results show that the four independent innovation paths of technological capability, technological management capability, technological strategy, and network capability have a positive incentive effect on the development of emerging marine industries, and technological capability has a higher incentive for the development of emerging marine industries. Based on the results of empirical analysis, this study proposes strategies to promote the development of emerging marine industries, such as enhancing public awareness of emerging marine industries, improving long-term mechanisms for the development of emerging marine industries, and enhancing the independent innovation capabilities of emerging marine industries.

Marine economy is an economic activity carried out in the sea and land areas whose activities are still related to marine resources. The marine sector is defined as seven sectors, namely: fisheries, marine tourism, mining, marine industry, sea transportation (marine transportation), marine building, marine services. This study used descriptive and impact analysis in the national Input-Output Table in 2010. The total output of the marine sector accounted for 27.39% of total national output. The GDP value in the marine sector is able to contribute 30.32% of the total national GDP. From the results of calculations regarding the analysis of the multiplier numbers by output, the formation of new output in the economy was 1.4087 units. Analysis of multiplier numbers by job opportunities causes an increase in employment opportunities by an average of 0.1451 units. The majority of the sectors of maritime tourism show high distribution power. The largest sub-sector with a sensitivity index value is the trade service sub-sector, which is 1.4608. China’s economy is in the critical period of transformation from a traditional land economy to a marine economy. China is rich in marine resources, facing important development opportunities and challenges. The adjustment of marine economic industrial structure is of great significance to promote the development of China’s marine economy. To intuitively analyze and clearly understand the effect of industrial structure adjustment of marine economy in recent years in China, using the data of China’s marine industry from 2008 to 2018, fuzzy entropy theory, and least square regression model, the influence of the scientificity and advancement of marine economic industrial structure adjustment on marine economic was analyzed. Results show that the fitting degree of the model is good and significant, with every 1% increase in the scientificity and height of marine economic industrial structure adjustment, the marine economy increases by 1.88% and 2.80%, respectively. The development of marine science and technology can promote the rise of the marine economy.

Analyzing the evolution characteristics and influencing factors of marine economic efficiency is the foundation to improve the quality of marine economic development. A super-efficiency Slacks-Based Measure (SBM) model is applied to measure the marine economic efficiency of 11 coastal provinces between 2006 and 2017 in China. Time series and standard deviation ellipse methods are used to analyze its temporal and spatial characteristics. The influencing factors of efficiency are analyzed using the Bayesian model averaging (BMA) method based on the indicator system constructed on the relationship between the Belt and Road and marine economic efficiency. The research found that (1) the average change of marine economic efficiency is not large, and the efficiency values among most provinces are relatively stable. (2) The center of gravity of marine economic efficiency gradually shifts from the northeast to the southwest; the spatial scope continues to shrink, the level of flatness indicates increase at first followed by decrease, and the direction angle shows a fluctuating trend. (3) The compliance rate of industrial wastewater discharge and the diversification of the marine industry structure have strong explanatory capacity in marine economic efficiency in the coastal areas. This research proposed the specific path to improve the efficiency of marine economy and facilitate quality development under the “Belt and Road” initiative from the aspects of the optimization of the marine industry structure, the integrated construction of transportation, the development of opening to the outside world, the progress of marine science and technology, and the improvement of the marine ecological environment.

Topicality. World experience in regional development shows that the level of spatial development of regional economies is closely linked to their competitive advantages. In a market economy, when choosing the best region for investment in various fields of activity, a significant influence on decision-making by business structures has the availability in this region of the necessary conditions for doing business - a developed financial and credit sector, commercial organizations, economic and legal institutions, market -information structures, foreign economic organizations, etc. In this connection, there is a need to study the spatial organization of the region's economy in terms of possible strengthening of competitive positions. One of the factors of increasing competitiveness is the implementation of the cluster approach. The relevance of cluster formation in Ukraine is clearly growing, especially in the agro-industry.Aim and tasks. The purpose of the article is to substantiate the feasibility of creating an agro-industrial cluster in the Kodym district of Odessa region. It will help to solve topical issues of socio-economic development of the district, stabilize and preserve the dynamics of economic development and raise the standard of living of the population of Kodym district.Research results. The formation of agro-industrial clusters in the region is a complex process, with visible results being achieved in just a few years. However, such associations have a positive impact not only on individual enterprises in the cluster structure, but also on the economy of the region as a whole, as three sectors interact: business, institutions and government. An analysis of the Western experience of the emergence of viable clusters shows that better and faster results can be obtained when the formation of a cluster becomes the focus of the targeted activities of all stakeholders. On the example of the agro-industrial cluster, an attempt was made to integrate into one chain of interconnected activities from production to the final product in a specific territory and to ensure its sustainable socio-economic development. To this end, the prospects and adaptability of the cluster formation were evaluated and the favourable and restraining factors for the development of the agro-industrial cluster in the Kodym region were determined. The participants of the Kodym agrarian cluster are identified and the model of interaction of the enterprises of the Kodym district within the Kodym cluster is presented.Conclusion. The article substantiates the feasibility of creating an agro-industrial cluster on the example of the Kodym district of Odessa region. Formation of agrarian cluster will allow stabilization and growth of production not only of the agro-industrial complex of the district as a whole, but also of individual participants of the cluster. Based on the cluster formation, a strategy will be formed and implemented, along with this will improve the financial status of all cluster members.
