Adequate supply of drinking water at local level depends, in many cases on community participation. We compare three governance regimes for drinking water management based on multilevel collective action: 1) ASADAS in Costa Rica, 2) Water Boards  (JAA, for its acronym in spanish) in Honduras and 3) Water User Committees (CA, for its acronym in spanish) in Mexico. Our data is based on participant observation, and formal and informal interviews. Legal framework, structure and operation, and efficiency for provision and conservation of water resources are analyzed. ASADAS and Water Boards are legal entities with recognized community participation and collective action, while Water Committees have no legal support by the Mexican Government. Regimens showed similar structures and operation, but different economic capabilities and efficiencies in the provision of water and in ensuring water recharge. Recognition and empowerment of the Water Committees in Mexico could increase and ensure water provision in the long- term.

It is only recently that research on Indian groundwater has considered a perspective in terms of commons. ATCHA, an interdisciplinary project that includes among others hydrology, crop modelling and remote sensing analysis, includes such a lens in its study of the Berambadi watershed, Karnataka, India. Participant observation, semi-structured interviews and focus groups have shown that the local aquifers are not managed as a commons, and brought into light several factors hindering collective action. In this paper, these factors are reconsidered, in particular through Ostrom’s criteria. The national policy is currently trying to define a new legal framework for more sustainable management of the resource, but this new law is not known to users and it seems difficult to implement because it calls into question too many vested interests. We argue for aquifer management committees, which could be an intermediary between national policy orientations and users who are (rationally) not endorsing collective action.

This paper highlights the lessons of using adaptive learning in community forestry that effectively help to resolve forest based conflicts in Terai region of Nepal. The paper is based on a three-year action research carried out in Terai. Qualitative methods including participatory rural appraisal tools and documentation of engaged action and reflections were used. Methods and tools that largely fall under adaptive learning were deployed. The field data was complemented by review of secondary data and literature on environmental history of Terai. We found that policies on land and forest in Terai for the last fifty years have induced and aggravated conflicts over access and control between state and communities and also within diverse groups of local communities. These conflicts have had serious negative impacts on sustainable management of forests and on local people’s livelihoods, particularly resource poor and landless people. Centralised and bureaucratic approaches to control forest and encroachment have largely failed. Despite investing millions of Rupees in maintaining law and order in forestlands, the problem continues to worsen often at the cost of forests and local communities. We found that transferring management rights to local communities like landless and land poor in the form of community forestry (CF) has induced strong local level collective action in forest management and supported local livelihoods. Moreover, adding adaptive learning, as a methodological tool to improve governance and enhance local level collective action significantly improves the benefit of CF. It implies that a major rethinking is needed in the current policies that have often led to hostile relationships with the local inhabitants- particularly the illegal settlers. Instead, transferring forest rights to local communities and supporting them through technical aspects of forest management will strengthen local initiatives towards sustainable management of forests.

This research focuses on change within informal service provision networks, specifically examining the impact that changes within a key organization can have on the larger network. Employing a before and after survey design with a treatment at the midpoint and participant observation, it asks: What is the impact of a major change within one organization on the larger external network? What is the nature of the organizational ties? and, How do political factors exogenous to the network impact the network evolution process? The findings suggest that internal change within a focal actor can have ripple effects throughout the network increasing density. Public service provision at the local level can be enhanced through an increase in partnerships between the public and nonprofit sectors. However, network evolution can be limited by the larger political environment and lack of a coordinating role on the part of local government.

Issues of power, inequality, and representation in the production of knowledge have a long history in transnational feminist research. And yet the unequal relationship between ethnographers and participants continues to haunt feminist research. Drawing from ethnographic fieldwork with the cooperative Sulá Batsú in Costa Rica between 2015 and 2019, in this essay I argue that centering solidarity and working through discomfort creates relationships that can reinvent and endure the persistent imbalance of power between researcher and participant. I conceptualize a solidarity-based methodology that is uncomfortable, tossing between "us and them," the objective and the subjective, akin to Gloria Anzaldúa’s “nepantla,” a liminal space of both fragmentation and unification, of both anguish and healing: a methodology from the cracks. In this essay, I reflect upon my experiences as a Puerto Rican feminist researcher focusing on Sulá Batsú, specifically on my relationship with the coop’s general coordinator. I conducted ethnographic fieldwork with the coop, including participant observation, in-depth interviews, and textual analysis of their research, briefs, blog posts, presentations, and promotional literature.

Hit by the economic and political crisis, young people in Italy face increased labor precarity and the disillusionment derived from the disappearance of the radical Left from the parliamentary arena. In the Italian context, economic hardship, the decrease of resources available for collective action, and the weakened mobilizing capacity that traditional mass organizations (such as trade unions and political parties) retained in the first decade of the 2000s brought about a general decline in intensity and visibility of street protests, leading to an apparent retreat of activism to the local level of action. Although the crisis had a negative impact on collective action, evidence reveals that more creative and less visible forms of societal and political commitment were adopted by young generations in these years. This article explores how the Italian youth in times of crisis engaged actively in alternative and unconventional forms of political commitment aimed at re-appropriating space, free time, and access to leisure, mainly by means of mutualistic practices. Based on data from qualitative semistructured interviews with key informants and activists, this article sheds light on recreational activism, adopted as a political practice by the Italian youth active in counter-cultural spaces, nowadays at the forefront of the struggle to oppose the commodification of free time and leisure.

The energy transition in Europe requires not only the implementation of technological innovations to reduce carbon emissions but also the decentralised extension of these innovations throughout the continent, as demonstrated by the ‘Clean Energy for All Europeans’ package. However, decentralised energy generation, and specifically electricity generation, as it gives rise to new players and interactions, also requires a review of the energy planning process. In this sense, governance becomes the key concept for understanding the implementation of the energy transition in a territory. This is particularly visible in a cross-border setting, especially considering cross-border cooperation in the development of renewable energy sources (RES) provides the necessary elements to determine the criteria of local regulation between the different levels of governance. In light of the current legal framework in France, this paper presents the institutional framework of the multi-level governance of the RES development planning process. It concludes that it is quite conceivable for the rationales of governance at the local level (decentralisation) and the large-scale operation of a large interconnected network (Europeanisation) to coexist.

<p>This dissertation explores the advocacy for the Christchurch Town Hall that occurred in 2012-2015 after the Canterbury Earthquakes. It frames this advocacy as an instance of collective-action community participation in a heritage decision, and explores the types of heritage values it expressed, particularly social values. The analysis contextualises the advocacy in post-quake Christchurch, and considers its relationship with other developments in local politics, heritage advocacy, and urban activism. In doing so, this dissertation considers how collective action operates as a form of public participation, and the practical implications for understanding and recognising social value.  This research draws on studies of practices that underpin social value recognition in formal heritage management. Social value is held by communities outside institutions. Engaging with communities enables institutions to explore the values of specific places, and to realise the potential of activating local connections with heritage places. Such projects can be seen as participatory practices. However, these processes require skills and resources, and may not be appropriate for all places, communities and institutions. However, literature has understudied collective action as a form of community participation in heritage management. All participation processes have nuances of communities, processes, and context, and this dissertation analyses these in one case. The research specifically asked what heritage values (especially social values) were expressed through collective action, what the relationship was with the participation processes, communities, and wider situation that produced them, and the impact on institutional rhetoric and decisions. The research analysed values expressed in representations made to council in support of the Town Hall. It also used documentary sources and interviews with key informants to analyse the advocacy and decision-making processes and their relationships with the wider context and other grassroots activities. The analysis concluded that the values expressed intertwined social and professional values. They were related to the communities and circumstance that produced them, as an advocacy campaign for a civic heritage building from a Western architectural tradition. The advocacy value arguments were one of several factors that impacted the decision. They have had a lasting impact on rhetoric around the Town Hall, as was a heritage-making practice in its own right. This dissertation makes a number of contributions to the discussion of social value and community in heritage. It suggests connections between advocacy and participation perspectives in heritage. It recommends consideration of nuances of communities, context, and place meanings when using heritage advocacy campaigns as evidence of social value. It adds to the literature on heritage advocacy, and offers a focused analysis of one of many heritage debates that occurred in post-quake Christchurch. Ultimately, it encourages practice to actively integrate social and community values and to develop self-reflexive engagement and valuation processes. Despite inherent challenges, participatory processes offer opportunities to diversify understandings of value, co-produce heritage meanings with communities, and empower citizens in democratic processes around the places they live with and love.</p>

<p>This dissertation documents research conducted with the 'Asociacion de Mujeres de Acosta'  (AMA), in a mountainous rural region of Costa Rica, in Central America. AMA was originally set up to counter some negative effects of Costa Rican society, such as 'machismo'  and the rural depopulation of women to the capital San Jose. The association implemented a Women In Development (WID) approach, which enabled women to gather and generate an income. The aim of my research is to examine the evolution of AMA since its inception, and to assess its current status in light of international shifts in development policy from WID to Gender And Development (GAD). It provides a rare opportunity to assess an organisation's evolution and its impact on women over a 30-year period. It also enables me to build on Kindon and Odell's earlier research with the organisation in 1990. The research uses qualitative data collected through semi-structured interviews, participant observation, a focus group, a questionnaire and field notes, from five months of fieldwork in the community with members of AMA. The key findings show that AMA membership has decreased since its inception in 1980. Compared with results from previous research with AMA in 1990, my findings reveal that AMA has been slow to embrace international policy agendas and continues to adopt a WID approach. AMA does not yet reflect international and national development trends associated with gender and development, particularly in light of some similar organisations in Central and South America. While benefits have accrued to some of AMA members, they do not yet earn a decent wage to satisfy their needs. There are major intergenerational and interscalar issues, which are similar to those identified in 1990. These concerns are associated with power imbalances inside and outside of the association, traditional attitudes towards women due to the culture of 'machismo', and lack of appropriate information and funding sources. These issues appear to be stifling change and raise serious questions about the future sustainability of the association, as well as the relevance of international development policy changes for rural women in associations like AMA. Women of AMA are now looking for new projects and beginning to think about including men in the association. These slow changes, if enacted, may enable the organisation to survive another 30 years.</p>

In 2016, a historically large gathering of Indigenous peoples, tribal nations, and allies took place at the Standing Rock reservation, North Dakota, in response to the proposed construction of the Dakota Access Pipeline (DAPL). Under the assertion of Mni Wičoni (Water Is Life), a social movement emerged with the purpose of protecting clean drinking water and Indigenous lands. Drawing on Gerald Vizenor’s theoretical framework that emphasizes storytelling and active presence over settler resistance, this study argues that Indigenous water protectors’ collective action in the movement, as well as their stories and remembrance of Standing Rock, are acts of survivance, in which they are able to denounce othering and challenge the colonizer’s gaze. While water is often described as a first medicine by Indigenous peoples, the water protectors’ stories in this essay suggest that the movement itself represented another remedy as well. Specifically, this movement represents a pivotal moment of cultural revitalization and community across what participants refer to as “Indian country,” in which individuals are able to engage in large scale grassroots decolonizing praxis rooted in spirituality and ceremony, and suspend genocidal traps of victimry that they have long battled.
