The aim of this paper is to capture the changed location decision-making processes and location factors of the automotive industry, resulting from the current challenges brought by electro mobility. From the Taylorist assembly-line production system in the “Fordism” era to the just-in-time focused manufacturing of the Japanese carmakers during “post-Fordism” and at the turn of the millennium with global production and new technologies in the digital age, location analysis has changed massively over time. The same is to be expected for the fourth revolution in the industry. For this reason, the decision-making process of a major German car manufacturer is analysed in a field study conducted over a two-year period. Based on this, a decision process that takes the new framework conditions into account is modelled. The relevant location factors are then examined in a survey of the relevant departments in the BMW Group. Due to the changed production requirements in the course of the electrification, the uncertainty in the technological change and the unstable political trading conditions, the factors: network suitability, risk exposure, optimal sunk cost usage and sustainability play central roles. Before the latest economic crisis, the industry was focused on exploiting opportunities and expanding the production network. This tendency now seems to be transformed by a volatile technological future and by cost pressure. This means that ‘sustainability’ is increasingly important in automobile industry decision-making, but in specific ways.

Local governments are increasingly developing electronic participation initiatives, expecting citizen involvement in local community affairs. Our objective was to assess e-participation and the extent of its change in local government in Greece. Using content analysis for 325 Greek municipal websites, we assessed e-participation status in 2017 and 2018 and examined the impact of change between these years. The assessment regards two consecutive years since the adoption of digital technologies by municipalities has been rapid. The main findings show that Greek local governments have made significant small- to medium-scale changes, in order to engage citizens and local societies electronically. We conclude that the integration of advanced digital technologies in municipalities remains underdeveloped. We propose that Greek municipalities need to consider incorporating new technologies, such as mobile apps, social media and big data, as well as e-decision making processes, in order to eliminate those obstacles that hinder citizen engagement in local government. Moreover, the COVID-19 outbreak has highlighted the need for enhancing e-participation and policymakers’ coordination through advanced digital technologies.

In emergencies, assessment and communication activities are particularly important for the support of the top decision-making bodies, to evaluate “just in time” the best actions to be taken. The multiple problems to be solved require specific skills in different areas. Upon the occurrence of a calamity, the authorities must answer questions such as “is a given place safe from the threat (e.g., an oncoming flood)?”, that’s why today knowledge of tools that can support decision-making is increasingly necessary: the so-called Decision Support Systems (DSS), software that allow users to improve situation assessment, helping all those who must make strategic decisions. Hand in hand with the growing interest in DSS there is an increasing use of communication systems based on IT. First responders know that to face an emergency everything must be prepared and planned, also communication. In fact, DSS and voice/data transmission systems are often integrated into a single system, as proposed by the European projects FIRE IN and IN PREP, because managing information is crucial for carrying out rescue activities in the best possible way. This work describes the impact of new technologies on rescue and emergency management in Italy and Europe, highlighting the challenges associated with their use.

Creating and updating meal tags, printing them on small-sized papers raise the costs, cause workload and affect the service quality negatively at the hotels with all-you-can-eat buffet system. Over the last few years, we have seen that many hotels started to make use of tablets to improve the service quality, decrease the costs, provide customers ability to order foods, make reservations, manage their rooms, etc. Going paperless and including more features by adopting new technologies increase the quality of service, help customer's and staff's decision-making processes more effective, improve customer and service personnel experience. In this chapter, authors designed and developed a flexible, cost effective, easy-to-use, customer-friendly and staff oriented paperless buffet management system for the restaurants that have all-you-can-eat buffet. Through this system, they aimed to achieve enhanced customer service, increased efficiency and customer satisfaction; save time, paper and printing costs; provide environmental benefits and efficient buffet management.

Abstract One of the most urgent debates of our time is about the exact role that new technologies can and should play in our societies and particularly in our public decision-making processes. This paper is a first attempt to introduce the idea of CrowdLaw, defined as online public participation leveraging new technologies to tap into diverse sources of information, judgments and expertise at each stage of the law and policymaking cycle to improve the quality as well as the legitimacy of the resulting laws and policies. First, we explain why CrowdLaw differs from many previous forms of political participation. Second,we reproduce and explain the CrowdLaw Manifesto that the rising CrowdLaw community has elaborated to foster such approaches around the world. Lastly, we introduce some preliminary considerations on the notions of justice, legitimacy and quality of lawmaking and public decision-making, which are central to the idea of CrowdLaw.

The implementation of Industry 4.0 technologies suggests significant impacts on production systems productivity and decision-making process improvements. However, many manufacturers have difficulty determining to what extent these various technologies can reinforce the autonomy of teams and operational systems. This article addresses this issue by proposing a model describing different types of autonomy and the contribution of 4.0 technologies in the various steps of the decision-making processes. The model was confronted with a set of application cases from the literature. It emerges that new technologies' improvements are significant from a decision-making point of view and may eventually favor implementing new modes of autonomy. Decision-makers can rely on the proposed model to better understand the opportunities linked to the fusion of cybernetic, physical, and social spaces made possible by Industry 4.0.

This study describes health care decision makers? perceptions about decision making processes for the introduction, diffusion and prioritisation of new health technologies at the regional and institutional level. The aim of the study was to aid the design of a new process of technology assessment and decision making for the Northern Sydney and Central Coast Area Health Service (NSCCAHS). Twelve in-depth, semi-structured interviews were conducted with senior health service managers, nurse managers and senior medical clinicians in the NSCCAHS. Interviewees described prioritisation and decision-making processes as ?ad hoc?. Safety and effectiveness were considered the most important criteria in decision making but budgetary consideration often drove decisions about the uptake and diffusion of new technologies. Current dissatisfaction with decision- making processes creates opportunities for reform, including the introduction of consistent local technology assessments.

Decision-making processes within aeronautical organizations are becoming increasingly challenging not only because of social, economic or flight planning threats, but also because of the need to properly implement new technologies that may require different approaches to allow a high performance operational state in air transport. The paper outlines the organizational management improvements in the complex and dynamic operational environment and analyzes the decision-making processes related to different risk levels which require a strong commitment from organizational management in the context of operational objectives. The authors also analyze the implementation of new technologies that affect the processes carried out within the organization and propose ways to adapt organizational management in order to control safety processes. In order to meet the increasingly complex expectations of customers, many companies must increase efficiency and agility. In this sense, Industry 4.0 technologies offer significant opportunities for improving both operational and decision-making processes. These developments make it possible to consider an increase in the level of operational systems and teams’ autonomy. However, the potential for strengthening the decision-making process by means of these new technologies remains unclear in the current literature. To fill this gap, a Delphi study using the Régnier Abacus technique was conducted with a representative panel of 24 experts. The novelty of this study was to identify and characterize the potential for enhancing the overall decision-making process with the main Industry 4.0 groups of technologies. Our results show that cloud computing appears as a backbone to enhance the entire decision-making process. However, certain technologies, such as IoT and simulation, have a strong potential for only specific steps within the decision-making process. This research also provides a first vision of the manager’s perspectives, expectations, and risks associated with implementing new modes of decision-making and cyber-autonomy supported by Industry 4.0 technologies.
