In the summer of 2021, the ANO movement, led by Prime Minister of the Czech Republic A. Babiš, regained the positions lost at the beginning of the year and topped the rating of the country's political forces. The article examines the main program documents of the key contenders for the composition of the Cabinet following the results of the autumn parliamentary elections. The author notes the use of non-traditional methods of attracting potential voters by ANO. In turn, his opponents, realizing the futility of using anti-corruption rhetoric, focused on creating an image of the prime minister as a politician, which casts doubt on the pro-European course of development of the Czech Republic. Such suspicions were not well-founded. They were based, firstly, on the fact that he pursued a multi-vector foreign policy, and, secondly, on the fact that the internal one contained national-conservative elements inherent in the governments of Poland and Hungary.

The article examines the results of the parliamentary elections in the Czech Republic, which took place on October 8-9, 2021. During them, the ruling ANO movement, headed by Prime Minister A. Babis, suffered an unexpected defeat. The winner of the vote was Together coalition, a three-party coalition with the goal of removing the Prime Minister due to his controversial reputation and alleged violation of democratic governance. The paper substantiates the decline in the popularity of ANO movement, outlines the opposition’s tools in the fight against the main competitor. Author characterized the reasons that led to the reduction of the representation of the Czech Pirate Party in the new composition of parliament, one of the favorites of pre-election sociological research. The factors of support growth for the movement «Mayors and Independents» are identified. Author paid attention to the historical failure of the Czech left. The author notes that according to the vote results, the Czech society remains polarized and disunited due to the presence of a large population group that does not agree with the ideology of the victorious forces

On the eve of the next parliamentary elections in the Czech Republic (October 2021), the leader of the electoral race changed. It was the Czech Pirate Party (CPP), which squeezed out the ruling movement of Prime Minister A. Babiš ANO (Action of Dissatisfied Citizens). It is highly probable «pirates» will head the Cabinet of Ministers in the fall of 2021. The situation emerging in the Czech Republic is unique, since for the first time in world practice, the national government will be headed by a Pirate party. The article examines the transformation of CPP from a «single issue party» to its current position. The features of the CPP functioning are indicated, the circumstances of the growth of its popularity are revealed. An explanation of the reasons for the weakening of the ANO is also given.


Significance Poland is looking to forge closer ties with Washington to establish its leadership in CEE, counterbalance Franco-German dominance of the EU and present a united front against Russia. Other CEE countries are looking elsewhere for allies, as Russian President Vladimir Putin's upcoming visit to Hungary demonstrates. Impacts Germany and Austria will move to maintain influence in CEE, probably through partnering with the Czech Republic and Slovakia. Russia will work to avoid any threat to its natural gas monopoly in CEE, with Bulgaria and Hungary its levers of influence. Trump will point to gas and arms exports to Poland as a US foreign policy success, though US hawks will remain sceptical about Russia.

However obsolete it may appear in the environment of the post-1989 Czech Republic, dissident activity has left its imprint on Czech society and politics. In Czech foreign policy, there is something like a dissident tradition, which dissidents themselves seem to uphold. In the Czech foreign policy process, there exists an explicit mechanism that has incorporated the dissident tradition, which, in quite a few cases, has affected policy outcomes. The introduction of the dissident tradition into Czech foreign policy was facilitated by the dissidents’ great concern for foreign policy and for human rights issues, and, in particular, for human rights issues outside the Czech Republic. We present evidence that dissidents have been concerned with foreign policy and with human rights issues by analyzing the membership of parliamentary committees of both chambers of the Parliament as well as the dissidents’ activities in the Senate and the Chamber of Deputies. Significantly, when activities tied to the dissident tradition emerge in the Parliament, the initiators of such activities are always (although not exclusively) dissidents; the opponents, always nondissidents.

This text focuses on the integrity of elections to the lower chamber of the Parliament of the Czech Republic between 1998 and 2013. Its descriptive nature allows the following two main questions to be answered: What are the problems associated with Czech parliamentary elections? Can we identify any trend in the quality of these elections? The analysis employs a framework based on a “policy accountability” model of democracy previously used by Sarah Birch (2011). The analysis is based on various kinds of sources, mainly international observers’reports, laws, secondary analyses, and local news. The overall assessment of the quality of the analyzed elections is quite positive: Between 1998 and 2006 the quality of elections improved, and while it slightly deteriorated in 2010, it quickly returned back to the 2006 levels. The ability to provide equal information and the effective adjudication of disputes are identified as the most problematic aspects. Other parts of the electoral process are well-managed, with only negligible problems on the levels of electoral rules and electoral practice. The overall results differ little from the outcomes of available quantitative studies; however, they offer a deeper insight into the actual realization of demoratic electoral standards.

This article employs the concept of rhetorical action in an analysis of the recent developments in Czech-Russian political relations. Through the discourse analysis of key Russian political speeches and official documents related to the Czech Republic, as well as Czech speeches tackling the same issues, we look at two different rhetorical actions employed by Russia to induce changes in Czech policy. The attempts to make Czech policy unacceptable in the wider community of European democracies were only partially successful. While the first rhetorical action aimed against Czech NATO membership failed, the new diplomatic strategy stressing the need for a “normalization” of relations was successful in transforming Czech policy towards Russia.

This article examines changes in the structure and operation of the Czech Republic Ministry of Foreign Affairs (MFA) after the collapse of communism through its entry into the European Union. Like all foreign ministries, the MFA must adapt to the changing nature of diplomacy, where the distinction between foreign policy and domestic policy has become increasingly blurred. The MFA must compete in a more crowded foreign policy-making environment. However, the MFA has also been transformed by the collapse of communism. The ministry has been purged and forced to reevaluate its operations, goals, and institutional culture. This article evaluates the success of the MFA in meeting these significant challenges, and compares these reforms to the reforms of other ministries in the Czech Republic and other foreign ministries.
