Abstract. A waste management system plays a leading role in the capacity of an area to restart after flooding, as their impact on post-crisis management can be very considerable. Improving resilience, i.e. enabling it to maintain or recover acceptable operating levels after flooding is primordial. To achieve this, we must understand how the system works for bringing any potential dysfunctions to light and taking preventive measures. Functional analysis has been used for understanding the complexity of this type of system. The purpose of this article is to show the interest behind this type of method and the limits in its use for improving resilience of waste management system as well as other urban technical systems1, by means of theoretical modelling and its application on a study site. 1In a systemic vision of the city, urban technical systems combine all the user service systems that are essential for the city to operate (electricity, water supplies, transport, sewerage, etc.). These systems are generally organised in the form of networks (Coutard, 2010; CERTU, 2005).

Introduction. The problem of solid household waste management, analyzed in the context of sustainable development, is relevant both in Russia and worldwide. On the one hand, it deals with vast legitimate and illegitimate landfills, polluting the environment. On the other hand, it deals with the depletion of natural resources and the potential usability of latent reserves of recyclable waste. It is inefficient to accumulate mixed waste and build recycling capacities, since they are accompanied by atmospheric pollutions. Separate collection of waste has a great potential. According to the estimates, Russia’s waste management system will move to a new level when local waste management companies come into operation. This new level will ensure environmental protection and higher standards of living. However, the intersectoral problem of separate waste collection cannot be solved by local waste management operators. This problem deals with urban development patterns and urban economies of the RF subjects, as well as the Russian industries, that use recyclable materials. Materials and methods. The co-authors have applied the system analysis of the research literature, statistical data and regulatory documents, as well as process modeling. Results. The co-authors have analyzed the engineering model of separate waste collection, implemented by residents of multi-family homes within the framework of the “nature – economic activities – nature” pattern. The accumulation of hazardous and oversized waste is organized as the separate subsystems of the waste management system implemented by the residents of a multi-family home. Conclusions. The co-authors propose to modify the system of household waste management to prevent the over-accumulation of substantial amounts of mixed household waste in waste containers near residential houses and in waste collection rooms. The introduction of ecologically friendly innovations is needed at each stage of the life cycle of any product.

Today in Ukraine, the municipal waste management system is focused on landfill waste, mainly their disposal in landfills and unauthorized dumps, most of which do not meet the requirements of environmental safety. Accordingly, the main task at the state and regional levels is to implement a systematic approach to waste management, which will ensure both a gradual reduction in waste generation and an increase in their processing and reuse. Implementation of this task requires the implementation of a set of measures provided by the National Waste Management Strategy in Ukraine until 2030 (approved by the Cabinet of Ministers of Ukraine dated November 8, 2017, No. 820 (Order of the Cabinet of Ministers of Ukraine 2017, No. 820-r) and the National Waste Management Plan until 2030 (approved by the Cabinet of Ministers of Ukraine on February 20, 2019, No. 117-p (Order of the Cabinet of Ministers of Ukraine 2019, No. 117- r). According to documents, a crucial step for each region of Ukraine is developing a regional waste management plan based on a phase of strategic planning of all processes of waste management. The importance of this stage increases as a result of the completed process of power decentralization in Ukraine, and, accordingly, delegating authority to address most community development issues to the local powers.

Waste management issue has been a major threat and challenge due to the undergoing rapid industrialization and urbanization not only to Malaysia, but also other countries around the world. To tackle that, the first step starts at household level where people are encouraged to try to manage their wastes properly. The aim of this study was to review the current practises of household waste management, to assess household awareness of the health and safety risked posed by inadequate handling of special household waste and to identify future prospect and potential for effective waste management system in Kampung Parit Haji Siraj, Ayer Hitam, Johor. A survey questionnaire was used to collect complete information on the objectives stated and the data were analysed using SPSS software. Results showed that 97.2% of residents were aware about waste management and social media with 80% contributed the most in delivering information about waste management to the public. The most type of solid waste generated from household were food waste and plastic with 94.4% and 86.1%, respectively. 66.7% of residents emptied their waste container once in 2 days and about 63.9% of the residents dispose their household waste in a hole near their compound. Majority of the residents are aware of any health and safety risked posed by inadequate handling of household waste. Lastly, waste management system in the area can be improved by providing proper waste disposal place and educating proper disposal ways to guarantee that residents do not discard their waste in an indiscriminate manner.
