Canada is preparing to initiate a challenging, but potentially ground-breaking, strategic assessment on the implications of its climate change mitigation commitments for project assessments. The strategic assessment is immediately needed to provide project-level guidance for decision makers who will be required under new federal legislation to consider the extent to which each assessed project “contributes to sustainability” and “hinders or contributes to” meeting Canada’s climate commitments. However, Canada, like many other countries, has not yet translated its Paris Agreement climate commitments into an adequate suite of specific policies, pathways, budgets, and other directives for compliance. Consequently, the climate commitments’ strategic assessment will need to play a fully strategic role—in policy development as well as policy interpretation and elaboration for assessment purposes. This paper outlines the key considerations and required steps for a strategic assessment that fills the policy gap between Paris and projects, and develops guidance centred on a suite of tests for evaluating proposed major projects that may have important effects on Canada’s prospects for meeting its climate commitments.

Climate change threatens water, sanitation and hygiene (WaSH) facilities and services, as these are intimately linked to the water cycle and are vulnerable to changes in the quantity and quality of available water resources. Floods and droughts, which pollute and reduce water delivery respectively, have now become a perennial issue to deal with in the northern regions of the country, including the Bolgatanga Municipality. This study aimed to assess the degree to which climate change adaptation measures are mainstreamed into the WaSH development planning process in Ghana. Stakeholders from government and non-government agencies were interviewed to gain perspectives on the threat of climate change, the inclusion of climate change in WaSH planning and the barriers preventing mainstreaming. In general, despite awareness and concern about climate change, adaptation measures have been regarded to be far away from the immediate concerns of WaSH development planning. Most of the current measures are reactive and respond to environmental issues rather than to climate change stressors. In essence, stakeholders expressed the view that the adaptive capacity of the Municipality was low and that mainstreaming has not yet occurred. Despite the lack of progress, there are great opportunities for mainstreaming climate change adaptation into planning through increasing awareness and capacity, legislative and institutional changes and the development of participatory systems to provide early warning systems and disaster risk analyses that will inform future planning.

Abstract There is much need to verify the robustness of published findings in the field of communication—particularly regarding the effects of persuasive emotional appeals about social issues. To this end, we present the results from a preregistered, direct replication of C. Skurka, J. Niederdeppe, R. Romero-Canyas, and D. Acup (2018). The original study found that a threat appeal about climate change can increase risk perception and activism intentions and that a humor appeal can also increase activism intentions with a large sample of young adults. Using the same stimuli, measures, and experimental design with a similar sample, we fail to replicate these main effects. We do, however, replicate age as a moderator of humor’s effect on perceived risk, such that the humor appeal only persuaded emerging adults (ages 18–21.9). We consider several explanations for our discrepant findings, including the challenges (and opportunities) that persuasion researchers must navigate when communicating about rapidly evolving social issues.

As part of the Poznan Strategic Programme on Technology Transfer, which the Global Environmental Facility funded a regional project, implemented by the IDB. One of the components of this project was executed by Mexicos National Climate Change and Ecology Institute. It carried out two very relevant studies, one on recommendations to integrate climate change technologies into the national innovation systems, and the other on planning tools for climate change. The topics addressed on this document are i) The role of Environmentally Sound Technologies & National Innovation Systems (NIS) in the fight against Climate Change. ii) Greening NIS in LAC: Challenges and Opportunities. iii) Recommendations for the integration of ESTs into NIS.
