Institutions of higher education are just like other organizations forced to adapt to the rapidly changing environment that brings many new challenges. There are several obstacles in the way of introducing e-learning in these institutions. We can divide them into technology-based and culturally-based. Many benefits of e-learning such as cost-effectiveness, enhanced responsiveness to change, timely content, flexible accessibility, and providing value to the customer are not based only on use of high technology. We cannot expect that the use of advanced technology is enough to change the way we work as human beings. Technologic solutions in the form of portals have been known for several years. A recurring problem has become the efficiency and usefulness of these solutions. Integration of dispersed sources is not sufficient. Individual users should obtain information in a variety of ways, including in a personalized way. The paper will address the topic of using the Internet as a medium to achieve one of the primary goals of institutions in higher education; that is quality improvement. We will show the influence of the e-learning environment on achieving this goal. The model has also been tested in practice, at the Faculty of Economics at the University of Ljubljana. This case has also proved that cultural changes never take place over night.

Abstract: The article analyzes the configuration and trends in institutions of Higher Education and their relationship as components of the Health Economic-Industrial Complex (HEIC). The expansion of higher education is part of the transition from elite to mass systems, with tensions between quantitative and qualitative aspects. Such changes reflect different cultures and are related to international phenomena such as globalization, economic transformations, the development of new information and communication technologies, and the emergence of an international knowledge network. The scale and content of these changes vary according to the expansion and institutional reconfiguration of educational systems, as well as the link between state and society. Market expansion for private higher education stirs competition, shapes business clusters, modifies training processes, and raises new public policy challenges.

The article deals with the content of the state responsibility for the quality of higher education in the context of reforming the system of higher education in Ukraine. It is noted that the responsibility for the quality of higher education is distributed among different subjects in accordance with the specified power and authority. In the context of the implementation of the Law of Ukraine "On Higher Education" (2014), with an increase in the level of autonomy of institutions of higher education, the volume of their responsibility for the quality of higher education is growing. The author's position on the discussion between experts according to the definition "quality of higher education" is highlighted. The provisions defined by both key national documents and documents of the European Higher Education Area acknowledged the responsibility of the state for the quality of higher education. The value platform of this responsibility is established. The functions of the state and the tools of public administration that are capable of ensuring the implementation of state policy in the field of higher education are described.

Technological advancements currently penetrate society, changing the way that some courses are taught. It has become more apparent in higher education institutions that all classes are not as adaptive to an online format as others. Since many institutions of higher education further incorporate online courses into their curriculum, it is important to understand the characteristics of courses that affect students’ preferences for either traditional classroomenvironments or online environments. Indications of this can be seen in the attrition and retention rates of classes offered online. This study explores the characteristics ofcourses that affect students’ preferences towards onlineand traditional classroom settings. These results should help providing guidelines to institutions considering courses to offer online.

This paper argues the limits of New Public Management reforms. More precisely, it examines the process of introducing pulic service charters in Korean local governments simply benchmarking fom western countries. Having elaborated two opposing models, the Jupiter and Hercules models, this paper defines public service charter as a reform based on the Hercules model, which goes against Korean public administration based on Jupiter model. From this theoretical viewpoint, I examine the way of introducing this reform and discuss its questionable cost and effectiveness.

Pesquisa desenvolvida sobre os deveres dos usuários de bibliotecas universitárias de Instituições Federais de Ensino Superior - IFES brasileiras, no que se refere à não devolução de material bibliográfico que integra a coleção dessas bibliotecas bem como a validade jurídica dos mesmos por meios de estudo das legislações aplicadas à Administração Pública Federal. Objetiva verificar se as bibliotecas universitárias possuem regulamentos formalmente constituídos em portaria ou resolução pela reitoria ou direção da instituição, as quais estão vinculadas.  A pesquisa se baseia em documentos existentes nas áreas de direito e de biblioteconomia, mais especificamente em gestão administrativa no âmbito das bibliotecas universitárias das IFES brasileiras. Apresenta os critérios adotados para a análise, sendo a amostra definida em uma biblioteca por IFES de cada região do país, por bibliotecas e por tipologia de sanção com o objetivo de permitir a análise por diferentes aspectos. Discorre sobre as implicações da não devolução do material bibliográfico sob a ótica jurídica. Sugere aos gestores das bibliotecas universitárias a adoção de instrumentos administrativos para embasar decisões gerenciais de modo a propiciar o controle do acervo circulante, bem como campanha de cunho educativo com o objetivo de sensibilizar a todos sobre a importância da devolução do material bibliográfico. Palavras-Chave: Bibliotecas universitárias. Legislação.  ABSTRACT Research developed on the duties of the users of university libraries of Federal Institutions of Higher Education- IFES, from Brazil, regarding the non-return of bibliographic material that composes the collection of these libraries, as well as the legal validity of these same duties by means of a study on the laws applied to the Federal Public Administration. It aims to verify if the university libraries have formally constituted regulations in ordinances or resolutions by the rectory or the management of the institutions they are part of. This research is based on existing documents in the areas of Law and Librarianship, more specifically in the administrative management within the university libraries of the Brazilian IFESs. It presents the criteria adopted for the analysis, with the sample being limited to one library per IFES from each region of the country and dividing sanctions by type, with the goal of allowing an analysis on several aspects. It discusses the implications of not returning bibliographic material from the legal point of view. It suggests the adoption of administrative tools to support decisions by the managers of university libraries, in order to provide control over the transit of the collection, as well as an educational campaign to bring awareness regarding the importance of returning bibliographic material. Palavras-Chave: University libraries.
