Political economy and religious policies affect the relationship between sharia and financial authorities. Countries that make Islam as the official religion put Sharia authorities within the scope of the state. Malaysia is one of the countries that put Sharia authorities in the structure of state authority, although it is subject to independency. In the meantime, Indonesia combines the two models of relationship: 1) granting broader independence to sharia authority (the Indonesian Ulema Council) and 2) forming sharia board to deal with sharia finance, among others. The comparison of Indonesian, Malaysian, and the Middle Eastern countries’ system shows that the independence and the effectiveness of sharia economic fatwa application are found to attract each other. This, in turn, influences the supervision of Islamic financial institutions.  AbstrakPolitik ekonomi dan kebijakan agama memengaruhi hubungan antara otoritas syariah dan otoritas keuangan. Negara yang menjadikan Islam sebagai agama resmi menempatkan otoritas syariah dalam ruang lingkup negara. Malaysia adalah salah satu negara yang menempatkan otoritas Syariah dalam struktur otoritas negara, meskipun tetap independen. Sementara itu, Indonesia menggabungkan dua model hubungan: 1) memberikan independensi yang lebih luas kepada otoritas syariah (Majelis Ulama Indonesia) dan 2) membentuk dewan syariah untuk menangani hal yang berkaitan dengan keuangan syariah. Perbandingan sistem Indonesia, Malaysia, dan negara-negara Timur Tengah menunjukkan bahwa independensi dan efektivitas penerapan fatwa ekonomi syariah terbukti saling berhubungan satu sama lain. Ini, pada gilirannya, memengaruhi pengawasan lembaga keuangan Islam.

This author suggests new avenues for thinking about the relationship between formerly stateless societies and the state. It does so through a detailed study of one particular group, the Shuar, indigenous to the Ecuadorian Amazon. Formerly an acephalous society of hunter-gardeners, the Shuar now constitute a federation with a democratically elected, hierarchical leadership and are at the forefront of indigenous movements in Latin America. The author analyzes this transformation in the context of colonialism but argues that colonialism involves far more than the movement of people from one place to another or the extension of state authority over new territory. Rather, he reveals colonialism to hinge on the transformation of sociospatial boundaries. Such transformations were critical not only to Shuar ethnogenesis but also to Ecuadorian state-building. That is, colonialism involves a dialectical reorganization both of the state and of its new subjects.

The article deals with the problem of political influence on scholarship. It analyses the existing versions of an ethnographic essay by Oleg Vilchevsky, a prominent Soviet Orientalist. Alongside a published version the ethnographic essay “The Mukri Kurds” — an author’s typescript, “Mukri Kurdistan,” has been found in the Scientific Archive of Peter the Great Museum of Anthropology and Ethnography (the Kunstkamera) of the Russian Academy of Sciences. The first materials for this essay were collected by Vilchevsky during his journey to Iran in 1942 as he prepared a military-political description of the Kurdish regions. Before publication, the state-controlled structures removed or made the author remove from the essay a number of important thematic blocks, e. g., on interconfessional relations in Mukri Kurdistan of Iran (focusing on Mahabad), descriptions of various meetings Vilchevsky held with Kurdish activists. The paper analyses the content of this scholarly study and the problems related to the publication of the essay in the context of Vilchevsky’s participation as a Soviet military officer in the implementation of the Soviet Middle Eastern policies in 1942–1954. The author of the essay “The Mukri Kurds” apparently strived to maintain scholarly neutrality yet the facts and argumentation contained in the different variants of this study were consistently reviewed and added or omitted depending on the existing political situation. The paper raises the question about the subjectivity or autonomy of a scholar serving a government — something effectively dismissed and neglected in the work of Edward Said on the relationship between politics and scholarship in the field of Middle Eastern studies.

This chapter provides an overview of the relationship between civil society and the Kenyan state. It unveils two contradictory trends: civil society’s opposition to, and co-optation by/cooperation with, the state. The chapter argues that these tendencies are contingent on organizational positionality within the prevailing political settlement, which constitutes state authority. The trends further affirm the centrality of civil society in Kenya’s political settlements, and associated reflections of key societal divisions along ethnic and political lines that in turn help to shape organizational relations with the state and broader society. Overall, the checkered relationship between state and civil society supports both popular perceptions of the latter’s contributions to democratization, as well as concerns regarding its transformative potential.

This article describes the state of genocide studies, historicization, and causation, placing genocide into its historical context, and genocide in the world today. ‘Genocide’ is unfortunately ubiquitous, all too often literally in attempts at the destruction of human groups, but also rhetorically in the form of a word that is at once universally known and widely invoked. The comparative scholarship of genocide began with Raphael Lemkin and through the later Cold War period was continued by a small group of dedicated scholars. The discussion also opens the probing of the limits and the utility of the concept of genocide for historical understanding, and placing this crime back in its context that may often include mass non-genocidal violence. It also reflects on the debate about the relationship between individual acts of genocide and the wider political economy and norms of the worlds in which they occur.

Political movements are an increasingly common form of mass political mobilization, and the legitimacy and authority of democratic states depends to a growing extent on the relationship between movements and states. Existing case studies of political movements neglect that relationship in favor of issues of mobilization, organization, and societal impact. These studies can nonetheless be used to show that political movements employ a mixture of confrontation and collaboration in their relationship to the state. More centralized states, which offer fewer institutional channels for movement influence, face more confrontational movements. However, political movements in all democratic settings use confrontation primarily as a strategic device to enhance their leverage in negotiations with state authorities. Movements are not a challenge to state authority so much as they are a force for change within democratic society.

A handful of Canadian church congregations provide sanctuary to failed asylum seekers. Many also participate in resettling refugees through a government program called private sponsorship. Both sanctuary and sponsorship arise as specific modes of hospitality in response to practices of exclusion and inclusion under national migration regimes. Sanctuary engages oppositional politics, whereby providers confront and challenge state authority to exclude. Refugee sponsorship embodies a form of collaborative politics, in which sponsorship groups partner with government in settlement and integration. I demonstrate how the state’s perspective on asylum versus resettlement structures the relationship between citizen and state and between citizen and refugee. I also reveal that there is more collaboration in sanctuary and resistance in sponsorship than might be supposed.

This essay reviews three recent books on the political economy of finance in postcolonial Asia and Latin America and suggests a framework for examining the relationship between political power and varying patterns of control over investment resources. The stress is on the constraints different controllers of capital can impose on state leaders, the conditions under which policymakers can subvert these constraints, and how conflicts within the state over the trajectory of policy are mediated by who (or what) supplies critical investment resources and the institutional channels through which the resources flow.

A body of work has emerged that examines human capital from the perspective of skills to better understand the types of expertise that influence innovation. The relationship between skill and financial innovation, however, is poorly understood in the context of Islamic financial institutions (IFIs). IFIs are distinct from their conventional counterparts by their compliance with Shariah law. Based on a survey of IFIs in Bahrain and Malaysia, this paper examines the effect of different skills on IFI innovation. The findings indicate that while skill in Islamic finance positively influences innovation, skill in Shariah law does not. Cognitive-technical skill is also highly significant, but marketing skill has a negative effect. The results suggest that Islamic financial innovation relies on continuous improvement that sustains markets, product and service innovation. Sustaining innovation lends itself to abilities that are oriented towards problem solving and computation of Shariah and business risks. This favors skills of programming and expertise in Islamic finance over marketing and Shariah legal proficiency.

ABSTRACTThis article analyses the complex interplay between domestic systemic transformations in post-communist Europe and the reintegration of these countries in the global political economy, through a study of the relationship between successive Romanian governments and the international financial institutions in the 1990s. Conceptually, it seeks to overcome the dichotomies of realist and rationalist approaches to international relations by deploying fields, habitus and practices conceptual framework inspired by the work of Pierre Bourdieu. The article captures both the symbolic and material-structural dimensions of the interaction between domestic field-creation and the reproduction of global economic and political fields. It suggests that practices aimed at the reproduction of power hierarchies are also modulated by symbolic requirements, to save face and to avoid whenever possible open conflict, related to the logic of honour.
