Co-design is a process in which designers and users collaborate as ‘equals’ to develop innovative solutions. Co-design methods are increasingly used by professional designers to facilitate and enable users to co-develop innovative solutions for ‘themselves’. For example, the Design Council is advocating the use of co-design methods to support the development of practical innovative solutions to social problems such as increased cost of elderly care and tackling child poverty. The involvement of users in developing solutions acknowledges that their take up is dependent on the ways users create and negotiate meanings of objects and services.

Described as units developing public policies in a design-oriented manner, Policy Labs are tasked to innovate to gain in policy effectiveness and efficiency. However, as public policymaking is a context-dependent activity, the way in which these novel organisations operate significantly differs. This study discusses the emergence of design approaches for policy innovation. The purpose is to map how Policy Labs in Europe introduce design approaches at distinct stages of the policymaking cycle. For this study, 30 organisations in Europe operating at various levels of government were surveyed. Based on the public policymaking process model, it investigates which design methods are Policy Labs deploying to innovate public policies. The study exposed a gap in the awareness of the utilised methods' nature. It also showed that the use of design methods is of less importance than the introduction of design mindsets for public policy innovation, namely ‘user-centredness’, ‘co-creation’, and ‘exploration’.

The article deals with statistics on the development of Bicycle roads in Russia and in the world, as well as design methods for a specific section of the connection of Bicycle routes in St. Petersburg. The article discusses the experience of using and entering bike paths based on the experience of Finland, as well as the types of bike paths and infrastructure features for metropolises. A model for creating a bike path by partially narrowing the roadway, graphical functions, and analytical information are provided. Practical examples of changing the infrastructure for bike paths are given. Keywords: bike path, traffic volume, design the roadway, lane width.

The properties of main water ways and infrastructure of rural water systems are often determined by very general design methods. These methods are based on standards that use only little information of the actual water system. Most design methods applied in the Netherlands are based on land use and soil texture. Standards have been developed on the basis of generalized properties of water systems. Details of the actual layout of the water system and the way in which that system is controlled, are usually not incorporated. Present-day dynamic simulation programs and the computer power currently available enable more detailed modeling and incorporation of location-specific data into models. Such models can be used to design the water system and can include real data. A model-based design method is introduced, in which the actual situation of the water system is taken into consideration as well as the way in which the water system is controlled. Stochastics concerning the operation and availability of controlling infrastructure are included in the method. Models can be evaluated by including real data. In this way the actual safety of the water system, for example during floods, can be determined. Water-quantity design criteria can be incorporated as well as water-quality criteria. Application of the method makes it possible to design safe water systems in which excess capacities are avoided and in which all requirements of interest are met. The method, called the ‘dynamic design procedure’, can result in considerable savings for water authorities when new systems have to be designed or existing designs have to be reconsidered.
