Relevance. The efficiency of water management is determined by the quality of managerial decision-making. These decisions should ensure the balance of interests of all the actors in regional water markets. At present, in Russia, however, the balance of interests is considered only in macro-level strategies, which leads to the inefficiency of water distribution in regions. The study of the issues of rational distribution of water resources and their use in various industries and spheres of activity is, therefore, particularly relevant. Research objective. This article aims to propose methodology for maintaining the optimal balance between the interests of economic actors in regional water markets. Data and methods. This article proposes a program-modular approach to building a more efficient water management system. It is shown how the proposed methodology based on the incremental model of management can be used for balancing the interests of economic agents (suppliers and consumers of water resources). Results. It is proved that the plurality and divergence of interests of economic agents makes it difficult to manage them and thus precludes social and economic development of territories. The structural-functional analysis of the incremental model reveals various types of connections between the water-retaining capacity of gross regional product and indexes of industrial production for regions of the South Federal District. Conclusions. The prospects of development of water management in regions are associated with ensuring the balance of interests of the water market’s participants. The program-modular approach proposed by the authors combines the administrative and resource potential of regional water management and aligns the goals on the regional level with the more general goals of hydropower modernization. The novelty of our research is that it relies on the incremental model, which, unlike other models of management, leads to an incremental achievement of the desired through certain iterations.

Water resources management requires the integration of many complex physical processes, as well as the interaction of many stakeholders, to ensure the sustainable use of surface and groundwater resources. Water problems to which water authorities have to face are water deficit to supply a wide and increasing demand, floods, water pollution, leaks in water distribution infrastructures, and optimization in the energy use and production. A comprehensive and detailed analysis of the availability of water resources in terms of quantity and quality, and of water demand in their variability in space and time, is indispensable. In this context, SAID (SmArt water management with Integrated Decision support systems) project addresses the development, implementation, validation and integration of the most innovative DSSs as the basis for smart water management systems in complex basins. This paper focuses on the methodology carried out to integrate multipurpose aspects involved in the management of water resources in Guadalhorce River Basin (southern Spain), as a demonstrator area. As a support in the decision making process to dam managers, the resulting integrated DSS allows to execute predictive simulations to anticipate the watershed response, considering two types of scenarios (flood and ordinary), driven by different optimization criteria.

Purpose. The purpose of the article is an identifying the impact of regional water management dependence on economic growth in the region. Methodology / approach. The subject of the study is theoretical and methodological basics of a new scientific paradigm for regulation the development of the regional socio-economic systems under the conditions of limited water resources. The study used traditional and special research methods, including: historical and logical – to analyze the evolution of regional socio-economic systems under conditions of limited water resources; abstractions and analogies – to reveal the essence of water-efficient regional socio-economic systems in the modern processes of regionalization and globalization; theoretical generalization, analysis and synthesis – to specify the categorical apparatus; statistical analysis to assess the level of needs of regional socio-economic systems in water resources and create an index of regional water management dependence; method of correlation analysis (biserial correlation, using a point biserial Pearson’s correlation coefficient). Results. The main idea of the paper is to study the issues of development of regional socio-economic systems under the conditions of limited water resources. Considering this, the paper is aimed at studying the impact of regional water management dependence on economic growth in the region. The tasks for development of regional socio-economic systems on the basis of water efficiency are defined, as well as the concept “water-efficient regional socio-economic system” is defined. The study presents a hypothesis about the need to change the paradigm of regulation of regional development on the basis of water use efficiency and regional water management dependence. In order to trade effectively with the main crops, it is necessary to determine whether there are sufficient water supplies in a given country and its regions. For this purpose, the authors proposes to use own indicator, such as the index of regional water management dependence. Thе characteristic of water management dependence is given, from regions where only up to half of the water supply of the territory is used, and to regions where more than 100 % of the water supply of the territory is used. The research has updated that the expansion of knowledge and understanding of the specifics of the water sector can solve significant problems. It is proved that the economic growth of the Ukrainian economy due to the agricultural sector has its limits and is limited by the water management dependence of the territories, ie the limitation of certain territories of the regions of Ukraine in terms of water resources. The next effective economic growth is possible only through the implementation of water-efficient technologies and intensification of water-efficient activities in the region. Originality / scientific novelty. The study for the first time defines the concept of water-efficient regional socio-economic system, so it is a socio-economic system that provides for the restoration of water resources in the region, reducing the water intensity of gross regional product (GRP) and approaching European norms and proposes the classification of regions according to the index of regional water management dependence on the basis of its threshold values. A scientific and methodological approach to assessing the level of needs of regional socio-economic systems in water resources has been improved, based on the application of the index of regional water management dependence, which is proposed to calculate the ratio of total fresh water use in the region to the volume of available river runoff in the region (parts of the water potential). The classification of regional socio-economic systems according to the level of water supply has been improved, which is based on the definition of threshold values of the index of regional water management dependence. The methodological bases for assessing the impact of the spatial economy on regional development under conditions of limited water resources have been improved, which differ in substantiating the dependence of the level of development of regions on the available water potential of the territory. Practical value / implications. The results of the study allow a more comprehensive approach to the study of the problem of using water resources in Ukraine in the context of their limitation. The results of the study showed that the economic complex in most regions is water-intensive and unbalanced, as well as does not provide restoration of water resources by environmental parameters and requires the implementation of infrastructure schemes for redistribution of water resources between regions for economic activity. The results are recommended for consideration by local governments and regional administration for the development and implementation of “Regional programs for the development of water management in the region” and for the development of “Strategies for regional development until 2025–2027”.

The optimized designed irrigation scheme and water distribution system to reduce the anthropogenic impact and remove the pollutants by 20–25 % have been presented. The optimal launch sequencing of the irrigation equipment has been introduced by using the study irrigation area under conditions of water resources scarcity to determine the launch sequences regardless the crop rotation used. The presented model allows to bring down the irrigation water consumption by 30 % while decreasing the working cycle of the irrigation material, specifically by reducing the number of land irrigations without any impact on the yield.

This chapter addresses the challenge of the chronic underpricing of water resources. In a world of rising water scarcity, the underpricing of water is anathema to good water management. There is growing recognition that this needs to change. Nearly all countries are embarking on pricing reforms and encouraging water markets to emerge. However, most of these efforts are still not confronting the main management paradigm of the modern era's “hydraulic mission,” which is that lack of water can always be met by new sources of supply. As long as this view persists, water pricing and markets will remain peripheral and will have little impact on reducing water scarcity. In short, the lack of appropriate water markets, pricing, and policies is a key symptom of the global crisis in water management.

Abstract The pressure on water resources that Algeria encounters is due to the scarcity and the water demand increase by different sectors of activity. This induces managers to reconsider the traditional supply management approach. The new water policies aim to adopt water demand management by improving the efficiency of its use in the agricultural sector, which consumes more than 59% of freshwater withdrawals. Economic, regulatory, and voluntary instruments have been adopted for better governance of water resources. This study aims to (i) define institutional arrangements on the exploitation of surface water in large irrigation schemes in Algeria and (ii) assess the effectiveness of the current water management instruments. Findings from farmers’ and water distribution agencies’ surveys suggest that objectives expected by the application of the different economic instruments are far from being achieved. Moreover, the absence of effective executive agencies for the implementation of regulations suggests that an improvement in the performance of public administration is necessary to achieve better governance of irrigation water in Algeria. At the local level, and despite a lack of farmers’ will to formally engage in a collective of farmers, they organize themselves around informal arrangements to overcome the challenges associated with water scarcity.

This paper summarizes the various dimensions and impacts of urbanization on Pakistan’s water resources in order to provide foundations for future water policy that will lead towards country’s socio-economic development. Urbanization is considered as a major trend of 21st century in many developing countries. Along with urbanization, increase in population growth in recent years has put a pressure on the world’s water resources in terms of water demand and pollution. Various issues related to water sector in urban areas of Pakistan have been identified including contamination of surface and ground water resources through industrial, agricultural and domestic discharge of waste and waste water, increasing floods, loss of wetlands and aquatic biodiversity, sea water intrusion and subsidence, physical reduction in water resources quantity and quality and operational and managerial incapacities. There are some other issues like unequal water distribution which together with population burden, rapid urbanization and growing industrialization are posing a huge challenge for Pakistan’s water management in 21st century. Taken together all the studies, this review suggests that to reduce vulnerability to water resources of Pakistan, there is a need for new systems of urban planning and governance institutions as the core of Pakistan’s water crisis is water management.

Southern Africa faces acute water scarcity challenges due to drought recurrence, degradation of surface water resources, and the increasing demand of water from agriculture, which has to meet the growing food demands of an increasing population. These stressors require innovative solutions that ensure the sustainability of water resources, without which the consequences could be dire for a region exposed to a host of vulnerabilities, including climate change. This review outlines the role of water markets in water management in times of water scarcity, highlighting the drivers of water markets in southern Africa, such as water scarcity, transboundary nature of water resources, and their uneven distribution. The review further discusses the role of water markets in climate change adaptation. Related institutional and legal frameworks as well as water allocation mechanisms are explored, aiming at improving water markets governance. The impact of adaptation to new water regimes in the face of scarcity are assessed by considering characteristics of current markets as related to future opportunities. In a diverse region such as southern Africa with unevenly distributed water resources, advancing the concept of water markets could play an important role in mitigating water scarcity challenges and promoting regional integration through coordinated transboundary water transfers. The emergence of water markets in the region is influenced by the continued depletion of water resources, which is resulting in the adoption of innovative water marketing strategies, such as inter-farm sharing or farm joint venture systems and inter-basin and intra-basin water transfers. As the concept is new in the region, it still has challenges that include general market inefficiencies, high transaction costs, market information asymmetries, imperfect competition, and weak or absent robust institutional frameworks that can facilitate market development.
