<p>The article gives the urban environment quality assessment for the administrative entities of the Prokopyevsky urban district. The assessment is based on the methodology developed by V. N. Fedorov and M. Yu. Aksenova. The main indicators for assessing the urban environment quality were: environmental comfort, assessed through the perception of the environmental tension level by Prokopyevskresidents; population provision with social infrastructure facilities that are active components of social relations and act as carriers, forms and ways of meeting common individual demands. Two options for calculating the transport city center accessibility indicated the level of transport infrastructure development: that for vehicle owners and that for public transportusers.Asabasisforassessingtheurbanenvironmentaestheticqualities, the V. A. Nikolaeva method was used. For greater results comparability, scoring scales are used. At the same time, respondents were asked to determine the attractiveness degree and emotional impact of the each district urban environment. The total contribution of the urban environment quality objective factors was estimated with the help of the urban environment integral quality factor.<strong></strong></p>

The approach to the development of territories through the construction of sports facilities on the example of the city of Kaliningrad (Northwestern Federal District, Russia) is considered. The results of the implementation of state target programs for the formation of the urban environment are analysed. These programs provide the opportunity to engage in physical education and sports on equipped sports grounds. The results of monitoring the use of sports facilities for physical culture and sports in the city of Kaliningrad are presented. The conditions for increasing the volume of physical activity of young people through the system of attracting them to systematic physical culture and sports on doorstep sports grounds have been determined.

Urban environment quality and quality of living patterns are the key factors for Russian cities’ competitiveness increase. They both are to a large extent driven by the housing economy characteristics. The article provides analysis of basic trends in housing economy of Russian cities including: housing consumption; structure of housing and ownership rights; housing price dynamics and the level of housing affordability; condition of housing stock and utility infrastructure, investment in renovation of the housing stock; state of competition at hosing market and supply elasticity to demand for differentiated and good quality urban environment; state regulation of the housing economy — support for demand and supply, taxation policies.

This article discusses the possibility of using Earth remote sensing data and GIS technologies for assessing the area of green spaces in a city. Green areas are an important indicator of the urban environment quality. Quantitative information on such areas is necessary to calculate the total index of the urban environment quality, which is provided annually to the state statistics authorities. Various methods of obtaining such data are possible, including by decoding orthophotomaps, aerial photography, and mobile laser scanning. GIS technologies provide ample opportunities in this area: they allow one to create electronic maps, attributive databases, and maintain up-to-date information. The paper provides an example of using space images to calculate green areas in one of the microdistricts in the city of Perm. We describe the technique for recalculating the number of trees in a landscaping area; assess the planting areas of general and limited use and the total area of green spaces in the microdistrict; calculate the share of green areas and the greening level of the microdistrict, which are necessary for calculating the urban environment quality index. The technique proposed in this work can significantly reduce the time and labor costs for finding indicators of the urban environment greening.

The paper provides a comprehensive analysis of urban development trends in the Latgale region, observed at the beginning of the 21st century and to a large extent also outlines the direction of future development. The paper is based on the evaluation of spatial development planning documents,the analysis of the available statistical data and the review of the urban development projects subject to implementation, supplemented by some results of field studies on the urban environment quality. Though the urban environment and partly also the landscape quality has been improved during the last period, as well as in many areas with support of the EU programmes major urban environment development projects are being implemented, however the economic growth is stalling, depopulation processes are not contained, and the regional urban development index is expressly negative. In the course of the administrative and territorial reform the status of the majority of towns and cities of the Latgale region has significantly changed, and sustainable urban development in the region is still under real threat.

The goal of the study is to make a comparative analysis of the dynamics of indices of economic indicators and sufficiency indicators used to calculate an urban environment quality index of a Russian municipality. The city of Kirov, Russia, was taken as a sample for the study, which went on from 2012 through 2018. The analysis demonstrated practically no statistically significant correlations in the dynamics of indices of individual subgroups of indicators, as well as in the dynamics of indices of individual indicators, although with a few exceptions. The results of the study confirm the need to improve the methodology of calculating the integral indices of cities and regions. These indices are related to urban ecology, quality of life, and sustainable development issues. The results also demonstrated the inadequacy of such tools for systematic and comprehensive international analysis of today urbanization problems.
