<p>The article gives the urban environment quality assessment for the administrative entities of the Prokopyevsky urban district. The assessment is based on the methodology developed by V. N. Fedorov and M. Yu. Aksenova. The main indicators for assessing the urban environment quality were: environmental comfort, assessed through the perception of the environmental tension level by Prokopyevskresidents; population provision with social infrastructure facilities that are active components of social relations and act as carriers, forms and ways of meeting common individual demands. Two options for calculating the transport city center accessibility indicated the level of transport infrastructure development: that for vehicle owners and that for public transportusers.Asabasisforassessingtheurbanenvironmentaestheticqualities, the V. A. Nikolaeva method was used. For greater results comparability, scoring scales are used. At the same time, respondents were asked to determine the attractiveness degree and emotional impact of the each district urban environment. The total contribution of the urban environment quality objective factors was estimated with the help of the urban environment integral quality factor.<strong></strong></p>

Currently in Russia the most serious attention is paid to the development of a comfortable urban environment. And there are already specific tasks of the President of the Russian Federation V.V. Putin on increasing the urban environment quality index by 2024 and reducing the number of cities with an unfavorable environment. However, the main problem in the development of a comfortable urban environment today is the state of the urban transport infrastructure and the complexity of its development. This is due to the constant growth in the number of urban residents, with an increase in the number of personal, public transport and freight vehicles necessary to ensure the life of cities, as well as the often poor condition of city roads and dense development of old city blocks, etc. As a result, today we need scientific approaches to solving the problems outlined in the article on the development of urban transport infrastructure, using for this logistics as a tool for effectively solving problems for the development of an urban comfortable environment, including using the experience already available in this area of cities such as Moscow, Kazan, etc. The article outlines topical problems associated with the implementation of the scientific concept of logistics for the development of urban transport infrastructure as a mechanism for solving the problems of forming an urban comfortable environment on the example of Yaroslavl, which are typical for most Russian cities, determined by the weak use of modern technologies in regional management planning.

The article considers the issues of social infrastructure planning. The purpose of the study is to draw up the list of social infrastructure facilities that provide favorable and secure conditions of living, differentiation of placement of these facilities in the territory and interpretation of priorities in planning sustainable development of the city. The authors have analyzed the researches of global cities development problems, the characteristics of life quality of population and the characteristics of the most demanded facilities of social infrastructure. On the base of a general methodological approach, random decomposition and induction methods, taxonomic analysis and expert evaluation, the authors constructed models for planning the placement of social infrastructure facilities. Comparative analysis of the models allowed describing three levels of social facilities placement that provide favorable living conditions and life quality for population. The authors have systemized the indicators of social infrastructure that is significant for the sustainable urban development, largely ensuring the good quality of the urban environment, secure and favorable living conditions. The results of the research can be used as a methodological basis for studying problems of sustainable development of global cities, good quality of urban environment. The authorities can use the results of the research to develop standards for urban planning.

The article deals with the problem of transport infrastructure development in modern cities. The relationship of mass motorization with the quality of the urban environment and the development of the transport framework is analyzed. Examples of the modernization of the transport system and the humanization of the urban environment from the world urban planning practice are given. The authors formulated a number of recommendations for the reconstruction of the transport infrastructure on the example of the Crimea.

A global imperative that is especially relevant for Ukraine in view of the social, environmental and economic challenges of sustainable development is to ensure sustainable development. Therefore, addressing the topic of prospects for the development of infrastructure in the country's regions, given the fact that Ukraine is currently moving towards the implementation of a wide range of reforms aimed at improving the welfare of the population is a very important topic. First, because the components of the infrastructure are the main principles of quality of life, which affect the level of satisfaction of citizens. Secondly, a highly developed infrastructure complex is able to bring the country to a whole new European level of development. In terms of infrastructure development, the following priority areas are: housing and communal services, transport and communications, medicine, education, recreation system, ecology, social security, culture, as the most important systems that ensure the gradual sustainable development of each region, and the country as a whole. Despite the sufficient attention of state and regional authorities to the development of infrastructure in many regions of the country, there are still problems of existing infrastructure facilities, such as - educational, cultural, sports, medical, preschool educational institutions and schools, hospitals, etc. The degree of wear of which sometimes reaches 60%. In addition, there are problems with the provision of urban and regional transport to meet the existing needs of residents of the city and its remote areas, which provokes significant time to travel, and so on. In general, the quality of most social infrastructure facilities leaves much to be desired, which determines the high degree of relevance of the topic of this article. The article analyzes the current state of educational institutions, health care and transport infrastructure of the Dnipropetrovsk region, identifies urgent problems. In addition, the problems of the development of transport infrastructure (insufficient number of transport units, its unsatisfactory technical condition, frequent breakdowns, high level of wear, etc.) are highlighted, which requires taking measures to increase the level of accessibility and comfort of transport in the region.

Introduction. The article describes the methods and results of the sociological study carried out by the Institute of the Genplan Institute of Moscow in 2019–2020 to measure the satisfaction of the population with the level and quality of social infrastructure development (objects of commerce, public catering, household services, health care, social welfare, education, culture and leisure, sports). The relevance of research is reflected in the increasing importance of the social approach to design, due to the formation of the information society, the importance of analysing consumer behaviour of the population in terms of changes in value orientations and lifestyles, cultural attitudes as a result of economic transformations that have had a significant impact on consumer behaviour. The involvement of residents in the development of prospects for the development of residential areas improves the quality of urban documentation, as it forms targets for its implementation; taking into account requests based on the satisfaction of Moscow’s living conditions and the comfort of the urban environment. Materials and methods. In carrying out the study, methods of field survey (collection of information on territory, population, built environment, state of the property) and systematic, typological, functional and structural analysis were applied. The sociological survey of the population was carried out by means of an online questionnaire, analysis and synthesis of the results and comparison with official statistics. Results. The study was carried out in 25 districts of Moscow (Northern Administrative Okrug, North-Western Administrative Okrug and Zelenogradsky Administrative Okrug): the territorial organization of social infrastructure facilities was analysed, the quality of the living environment within municipalities was assessed. A lack of facilities has been identified. The prospects for the development of social infrastructure have been determined taking into account the views of the inhabitants of the districts. Conclusions. The study provided a unique tool for identifying emerging imbalances in the development of social infrastructure, as well as effective urban planning of a cohesive urban environment, based on both normative calculations and population estimates. In order to objectively assess social development and to compile a ranking of districts according to the level of social infrastructure development, the following have been developed: index of population’s social infrastructure, index of diversity of facilities, integral index of social infrastructure development.

The current stage of implementation of national projects envisages a significant breakthrough in the provision of public goods aimed at ensuring the high social standards in the field of demography, health care and quality of life. The problems of shortages, physical and moral deterioration of social infrastructure facilities, together with the negative consequences of demographic, economic and environmental crises, form the demand of society for modernization and reproduction of modern systems for the provision of vital goods and services of high quality and optimal accessibility for all segments of the population. Geographical remoteness, difficult climatic conditions, low population density and significant dispersion of settlements in the Khabarovsk territory require increased attention to the creation of social infrastructure facilities as close as possible to consumers. Assessment of the potential scale of social infrastructure development in the context of implementation of national projects and possibility of achieving socially acceptable standards for the provision of socially significant services to the population is the purpose of this work. The article considers the dynamics and spatial distribution of population of the Khabarovsk territory in the context of municipalities.ProsThere is a problem of sparsely populated population, which, together with the remoteness and weak development of municipal transport infrastructure, provokes a low level of access to the social services, effectively isolating part of population from the vital benefits. On the basis of municipal statistics in the Khabarovsk territory, the dynamics, scale and level of health care development are analyzed, as well as within the regional differentiation of population access to the medical care and medical services. Assessment of the perspective population, volumes and capacities of medical institutions in the municipalities of the Khabarovsk territory was made, taking into account the construction of health facilities in accordance with the national projects and regional development programs until 2024. As a result of this study, additional characteristics and quantitative estimates were obtained, indicating a low rate of renewal and modernization of the social infrastructure facilities, as well as impossibility of achieving the targets set in the national projects to ensure the high social standards under the condition of the projected population growth in the Khabarovsk territory.

The article considers new models of strategic territorial planning combined with infrastructure development that contribute to a more compact urban development. The main methodological provisions of the Blue Ocean strategy are analyzed and presented in the form of the value approach. A city planning unit called "urban block" is used as a strategic solution in relation to this strategy and construction of a "compact city". Factor space is formed taking into account the value for the consumer within the framework of the value approach. A three-factor model is created to improve the efficiency of investment and construction project implementation. The efficiency of the construction project is assessed. The value approach can be used both for projects that presuppose only budgetary financing and projects that have a commercial component. The provisions set forth in the article can be used to solve problems concerning enhancement of the urban environment comfort and creation of a new infrastructure. In general, it will contribute to the modernization of capital construction funds and creation of new productive forces.

Poverty is a multidimensional phenomenon that causes difficulty for people to meet their needs. The research aims to scrutinize physical and social infrastructures concerning multidimensional poverty levels using the spatial approach. Jabung District, Malang Regency, Indonesia has 35% poor households in this case study. The objectives are to measure multidimensional poverty levels, social capital indices of the rate of participation (RoP) and density, and scrutinize neighborhood relationships among 15 villages using spatial regression analysis. Data collection is through a questionnaire survey of 274 heads of households. The research identified four poverty levels (very low to high), where five villages with high poverty levels (Jabung, Taji, Kemiri, Gunungjati, Slamparejo) became the targeted areas. The majority of the villages had a medium level of both the RoP and density, and the community had moderate social relations among community members. The spatial regression analysis indicates that the attribute of the RoP and weight matrix have a significant impact on the poverty level. It is recommended that poverty alleviation programs should focus upon the cluster of poor villages through social infrastructure development as the action to end poverty.JEL Classification A13; I32; R58

The article presents the system of assessment criteria worked out by the authors which allows determining the level of the urban territory development of Orenburg. All the criteria are presented in five categories, each of them containing the relevant indicators: transport accessibility, cultural and social services, demand for housing, development potential, landscape and environmental characteristics of the environment. The assessment is aimed at determining the quality of environmental characteristics of each city district for subsequent identification of the possible level of depressiveness. The authors propose some strategies for rehabilitation, such as transport infrastructure development; improvement of the district environmental; economic growth and reviving investment attractiveness of the district and the city of Orenburg; improvement of the comfort of living for citizens and socio-cultural qualities of the city environment.
