Basic approaches to creating hardware and software for radiation monitoring information systems have been developed in the article. A modern information system for radiation monitoring and control that requires a comprehensive approach and an iterative process of its creation has been developed. The proposed approach to integrating local measuring devices with cloud services, using M2M/IoT technology for remote measurements, advanced semiconductor sensors based on CdTe and CdZnTe radiation detectors, modern microcontroller and communication microchips is highly promising. Developed hardware and software solutions demonstrate increased accuracy due to hardware and software correction of measurement results. A variant of the architectural solution for building a platform for remote access to dosimetric and radiometric measurements is being developed. The solution lies in the direction of improving the parameters of detectors, as well as the characteristics of electronic modules of detecting systems and creating software for controlling the detection process, collecting and digital processing of information, and its adequate presentation to users online. The architecture and structural diagram of a dosimetric system, a sequence diagram, a diagram of a dosimetric system with a subsystem for data exchange over the Internet have been created. A new algorithm for measuring the exposure dose rate of ionizing radiation has been proposed. The block diagram of a microcontroller dosimeter has been developed. The algorithm for correcting the dependence of the sensitivity of the detector based on CdZnTe on the energy of the detected gamma quanta has already been proposed. The algorithm significantly reduces the uncertainty of measuring the radiation dose rate. The architecture and block diagram of the dosimetric system with the possibility of remote access and remote control of the main functions has been presented as well. The calculation of the exposure dose of gamma radiation and the power of the exposure dose with the energy dependence correction have been used. The system elements have proved to be useful for students’ distant laboratory work during the quarantine.

Information systems play a very important role in the world of education to convey academic and non-academic information. At SMPN 2 Sedati, information is conveyed to parents about academic and non-academic achievements at the end of the semester. There is no information system that can provide development for students with mobile devices. The purpose of this research is to make a student monitoring information system to make it easier for teachers and bk in providing information on grades, presence, achievement, violations to parents of students efficiently and quickly. System testing is carried out by the blackbox method with 100% results without any errors, while user testing using the User Aceptance Testing method gets results for teachers and bk according to the material needed, for parents the application is very easy to use and the information obtained is very useful. It can be concluded that the application of the Android-Based Student Monitoring Information System is very useful and makes it easy for teachers and Bk to provide information to parents of students about the development of their children.

The application of a multi-agent approach to the implementation of intelligent monitoring technologies in the form of monitoring information systems allows them to acquire new properties under replacing monitoring tasks. In crisis situations, when the properties of monitoring objects change dramatically, the monitoring information system is required to be able to obtain information about new properties of objects in the absence of new observations of the behavior of these objects. The informativeness of ex-isting data sets is declining. To provide information on decision-making processes during the period of accumulation of the results of new observations requires a significant increase in the capacity of the means of extracting this information from existing data sets. Towards this, it is proposed to build moni-toring information systems as a set of agents and methods of building relationships between them. It is proposed to provide the possibility of increasing the power of information transformation means by building supra-agent formations – agent functionalities. Since the requirements for agent functionals at different levels of the hierarchical structure of MIS are different, it is proposed to distinguish multiagent and polyagent functionals. They differ in purpose, structure, compatibility of arrays of input data on which their agents were built, methods of formation of relations between agents. What they have in common is the echelon structure, ensuring the adaptability of information technologies of intelligent monitoring to changes in the properties of objects and replacement of monitoring tasks. A new method of forming relations between agents in the form of ascending construction of the structure of agent functionals is proposed. The process of formation of polyagent space is described. The dependence of the emergence of the agent functional on the informativeness of the polyagent space has been experimental-ly proved.

Satellite monitoring information systems require joint analysis of heterogeneous data, including meteorological data. To solve these problems, IKI RAS developed a technology for automatic acquisition, storage, presentation and analysis of meteorological data. The archive of meteorological data in IKI RAS is maintained within the Center for Collective Use “IKI-Monitoring“. The data is being continuously updated from a number of sources, primarily with the data obtained by the NCEP model. The data is available for visualization on the map in various ways. Plotting provides time series analysis in comparison to other variables such as vegetation indices. The developed technologies have been applied in development of a number of specialized information systems of satellite monitoring of natural and anthropogenic objects.

Аnnotation. The article provides a theoretical and legal analysis of the preventive function of law, taking into account the existing growth of various information risks. The authors believe that the law needs to be significantly adjusted in view of the existing imbalance in the legal regulation of information relations and prevention of the spread of information risks. The authors believe that ensuring the preventive function of law should be associated with the improvement of legal technology and the active introduction of new state information systems for monitoring information risks. At the same time, this article reflects the authors ' subjective position on this issue.
