Beyond the Panopticon: Victorian Britain and the Critical Imagination

Critics' imagining of Victorian history has been profoundly influenced by Michel Foucault's groundbreaking genealogies. Yet Foucault's famous account of modern discipline is better suited to the history of the Continent than to nineteenth-century Britain, with its “liberal” disdain for state interference. Discipline and Punish offered a mid-1970s response to Marxist dilemmas and to the problems of twentieth-century welfare states. In the early 1980s, Foucault discerned the resurgence of liberal economic ideologies, including neo-Victorian beliefs in free trade, self-help, and laissez-faire. Foucault's later essays on today's neoliberal “governmentality” therefore provide better critical tools for the study of nineteenth-century Britain than does Discipline and Punish. Literature offers a key context for this reimagined history. Works by self-consciously progressive writers such as Charles Dickens, Elizabeth Gaskell, and John Stuart Mill elucidate a distinctive liberal quandary: the quest for a modern governing or “pastoral” agency that would be rational, all-embracing, and effective but also antibureaucratic, personalized, and liberatory.

This book presents a history of nineteenth century metaphysics in Britain, providing close textual readings of the key contributions to First Philosophy made by the key philosophers of the period (such as Hamilton, Mansel, Spencer, Mill, and Bradley) as well as some lesser known figures (such as Bain, Clifford, Shadworth Hodgson, Ferrier, and John Grote). The story focuses on the elaboration of, and differing reactions to, the concept of the unknowable or unconditioned, first developed by Sir William Hamilton in the 1829. The idea of an ultimate but unknowable way that things really are in themselves may be seen as supplying a narrative arc that runs right through the metaphysical systems of the period in question as, relative to this concept, these thought schemes may be divided into three broad groups which were roughly consecutive in their emergence but also overlapping as they continued to develop. In the first instance there were the doctrines of the agnostics who further progressed Hamilton’s basic idea that fundamental reality lies for the great part beyond our cognitive reach, but these philosophies were followed, immediately by those of the empiricists and, in the last third of the century by those of the idealists, both of whom—albeit in profoundly different ways—reacted against the epistemic pessimism of the agnostics. By presenting, interpreting, criticizing and connecting together their various contrasting ideas this book explains how these three traditions developed and interacted with one another to comprise the history of metaphysics in Victorian Britain.

Abstract Robert Maxwell Young's first book Mind, Brain and Adaptation in the Nineteenth Century (1970), written from 1960 to 1965, still merits reading as a study of the naturalization of mind and its relation to social thought in Victorian Britain. I examine the book from two perspectives that give the volume its unique character: first, Young's interest in psychology, which he considered should be used to inform humane professional practices and be the basis of social reform; second, new approaches to the history of scientific ideas. I trace Young's intellectual interests to the Yale Philosophy Department, the Cambridge Department of Experimental Psychology and a new history and philosophy of science community. Although Young changed his political outlook and historiography radically after 1965, he always remained faithful to ideas about thought and practice described in Mind, Brain.

The nineteenth century saw a rise in the categorization and systematic observation of manifestations of dysfluent speech. This article examines how, from the 1820s onward, different vocabularies to distinguish between different speech impediments were developed in France, Germany and Britain. It also charts how different meanings, categories and chronologies of ‘stammering’ knowledge were exchanged transnationally. The universalist medical models emerging around stammering were, despite this constant exchange, also closely connected to cultural imaginations of speech, the particular values assigned to one’s (national) language and political modes of belonging. Although the analysis is largely based on prescriptive texts, it also reveals how embodied experiences of dysfluency informed the medical and pedagogical work undertaken in the nineteenth century: a remarkable number of ‘experts’ on speech impediments claimed to be ‘former sufferers’. The history of dysfluency in the nineteenth century is therefore not one of linear medicalization and pathologization, but a continuous exchange of vocabularies between different actors of middle-class culture. Expertise on speaking ‘well’ was shared in medical treatises, but also on the benches of parliament, in cheap self-help pamphlets, in the parlour, or in debating clubs – suggesting that the model of ‘recovery’ was a manifestation of (middle class) culture rather than of a strictly medical discourse.

AbstractSophisticated readers of A Christmas Carol, moved though they may be by the dramatic reformation of Scrooge, are frequently inclined to question the psychological validity of the old man's change of heart. Far from being a sign of the story's inadequacy, however, this divided reaction is the key to its effectiveness. Dickens' chief target in A Christmas Carol is Scrooge's nineteenth-century rationalism, and the reader's skepticism about the old man's moral and spiritual recovery is an exact analogue of that rationalism. What the reader's delight, in the face of his skepticism, suggests, therefore, is that there is a level of the story on which Scrooge's regeneration is entirely authentic; that if A Christmas Carol is less than convincing as a psychological case history of an elderly neurotic temporarily reformed by Christmas sentimentality, it is certainly a success as the metaphysical study of a human being's rediscovery of his own innocence.

Charles Dickens visited Preston in January 1854 to report on the cotton lock-out of that year. What he saw contributed to his vision of the archetypal northern, urban industrial centre, Coketown:It was a town of red brick or of brick that would have been red if the smoke and ashes had allowed it; but as matters stood it was a town of unnatural red and black like the painted face of a savage. It was a town of machinery and tall chimneys, out of which interminable serpents of smoke trailed themselves forever and ever and never got uncoiled.Three years later a rather different topographical account appeared in Charles Hardwick's history of the borough:Notwithstanding the occasional carpings of a few splenetic travellers, Preston is generally and deservedly recognized as one of the cleanest and most pleasantly situated manufacturing towns in England. The cotton factories are chiefly erected to the north and east of the old aristocratic borough …. and do not as yet materially interfere with the more ‘fashionable’ or picturesque sections of the district.The contrast illuminates the shortcomings of the town history both as literature and historical geography; but indicates the tenor of Prestonian self-justification. It is precisely this prosaic subjectivity which makes the histories a rich source. As Peter Clark asserts, ‘even fifth-rate urban historians sometimes have an important story to tell.’Unlike many other towns with long-established traditions of urban chronicling, history writing in Preston did not blossom until the nineteenth century.

The nineteenth-century growth of the London Stock Exchange and the development of the market for stocks and shares are familiar topics of study. This article provides an alternative perspective on them by decentering the London Stock Exchange and focusing instead on the activities of “outside stockbrokers”—those who operated outside the Stock Exchange and its rules. Often regarded as peripheral, these brokers were in fact instrumental in promoting investment and speculation to a mass market. The article examines their innovative methods, and seeks to explain why they were so successful, despite persistent—and sometimes justifiable—accusations of fraud. It suggests how perspectives from the history of consumer society provide fresh insights into the market for financial products. And it underlines the importance of looking outside formal markets by arguing that focusing on “fringe” markets can help scholars to rethink boundaries, relations, and practices in the history of capitalism.

“Rationalism” became the subject of intense debate in nineteenth-century Britain. This article asks why this was so, by focusing on the usage and implications of the term in contemporary argument. Rationalism was successively defined and redefined in ways that reached to the heart of Victorian epistemological and religious discussion. By treating rationalism as a contextually specific term, and examining how its implications changed between the 1820s and the early twentieth century, the article brings new perspectives to bear on the development of nineteenth-century freethought and countervailing religious apologetic. It underlines the importance of history, and constructions of intellectual lineage, as ways of establishing the relationship between rationality and religion in a progressively wider-ranging Victorian debate about the sources of knowledge and value.

“Character” is often studied as the deep psychological self crafted by the nineteenth-century realist novel. Yet Chapter 1 proposes an alternative history of character by looking to caricature, in some of the earliest comics (“Galleries of Comicalities”) appearing in sporting newspapers in the 1830s. Early caricatures portrayed an idea of character that was grotesque, masculinist, and brilliantly exteriorized, especially in depictions of “the cockney,” the urban mischief-man whose subversive masculinity reflected the economic pressures of the new urban economy. Cartoons featuring the cockney were anti-authoritarian, carnivalesque, and often laced with crude racism and misogyny. Their mock-violent energy gave voice to some of the explosive frustration felt by working- and lower-middle-class men after the failures of the Reform Bill of 1832. The young Charles Dickens borrowed many of his earliest subjects from extant caricature motifs, reflecting some of the fundamental instabilities of social class and economic precarity defining the Reform Era.

The Introduction offers a preliminary discussion of what Charles Dickens calls the ‘lodger world’, and it establishes the book’s main lines of argument. It explains that tenancy, an economic transaction realized in space, was a central aspect of everyday life in the nineteenth century. An overwhelming majority of Victorians did not own their homes outright. Instead, they were tenants: while single families could take entire houses on lease, lodgers lived in rooms overseen by landladies, and these many kinds of rented space captured Dickens’s imagination. The pervasive need to rent in the period encourages a reassessment of middle-class domestic ideology. The Introduction surveys the history of the property market, reviews Dickens’s active participation in rental culture throughout his life, and describes a number of his creative relationships. It considers the ‘spatial turn’ in cultural studies, and ultimately sets up a link between rented space, narrative, and genre in Dickens’s thinking.

The Victorian Baby in Print: Infancy, Infant Care, and Nineteenth-Century Popular Culture explores the representation of babyhood in Victorian Britain. The first study to focus exclusively on the baby in nineteenth-century literature and culture, this critical analysis discusses the changing roles of an iconic figure. A close look at the wide-ranging portrayal of infants and infant care not only reveals how divergent and often contradictory Victorian attitudes to infancy really were, but also prompts us to revise persistent clichés surrounding the literary baby that emerged or were consolidated at the time, and which are largely still with us. Drawing on a variety of texts, including novels by Charles Dickens, Wilkie Collins, Mary Elizabeth Braddon, Mrs Henry Wood, and Charlotte Yonge, as well as parenting magazines of the time, childrearing manuals, and advertisements, this study analyses how their representations of infancy and infant care utilised and shaped an iconography that has become definitional of the Victorian age itself. The familiar clichés surrounding the Victorian baby have had a lasting impact on the way we see both the Victorians and babies, and a close analysis might also prompt a self-critical reconsideration of the still burgeoning market for infant care advice today.
