While explicit efforts at gender mainstreaming in foreign policy are relatively recent, a view of foreign policy through a feminist lens illustrates that foreign policy has always been gendered. Feminist scholarship in this area suggests that masculinity has historically shaped foreign policy in important ways, while the increased presence of women in national governments, government cabinets, and the diplomatic corps has produced some notable change in policy outcomes. An examination of two key concepts related to policymaking and gender—securitization and gender mainstreaming—shows how gender issues have come to the forefront of national and international security agendas since 2000. In particular, the Women, Peace, and Security (WPS) agenda promulgated by the United Nations has obligated individual states to address gendered security issues, and dozens of countries have responded with their own National Action Plans. While these national efforts have led to some improvement in the status of women and related humanitarian outcomes, feminist scholars generally agree that the WPS agenda has stalled in its efforts to produce transformative change. As a way forward, feminist foreign policy stances promise to produce more comprehensive outcomes, though a backlash toward gender mainstreaming and the re-emergence of more traditional security threats has led to questions about the future of such efforts.

AbstractThis paper argues that, despite significant increases in the number of women professors and the growth of feminist political science, transformative change hasn't occurred in how conventional political scientists think about politics. “Transformative change” requires the successful mainstreaming of gender-focused knowledge and the use of “gender” as a category of analysis in studies of politics. The article first explores the insights of leading feminist political scientists in the five Anglo-American democracies, about why gender mainstreaming has not succeeded to date. It establishes the extent of the failure and explores its causes, including the discipline's fragmented structure, polarized culture and a number of theoretical and methodological incompatibilities between mainstream and feminist political science. Finally, several promising strategies for achieving transformative change are explored.

Mainstreaming: Changing the Deep Structure of Organizations. This article argues that gender mainstreaming will only be successful if a transformative agenda setting process is used through which the institutional cultures of organizations are changed. This implies an engagement with the deep structure of organizations. The deep structure of most organizations is the embedded masculinist values and norms that are normalized so that everyone accepts them. This deep structure is most often resistant to gender transformative change. The article suggests a gendered archaeological investigation as well as the implementation of a transforming gender mainstreaming model through which gender mainstreaming becomes acceptable. The article draws on gender mainstreaming research done with the United Nations Development Programme in South Africa.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

Transportation or transport sector is a legal source to take or carry things from one place to another. With the passage of time, transportation faces many issues like high accidents rate, traffic congestion, traffic & carbon emissions air pollution, etc. In some cases, transportation sector faced alleviating the brutality of crash related injuries in accident. Due to such complexity, researchers integrate virtual technologies with transportation which known as Intelligent Transport System. Intelligent Transport Systems (ITS) provide transport solutions by utilizing state-of-the-art information and telecommunications technologies. It is an integrated system of people, roads and vehicles, designed to significantly contribute to improve road safety, efficiency and comfort, as well as environmental conservation through realization of smoother traffic by relieving traffic congestion. This paper aims to elucidate various aspects of ITS - it's need, the various user applications, technologies utilized and concludes by emphasizing the case study of IBM ITS.

Abstract The freight transport sector is a low profit and high competition business and therefore has less ability to invest in research and development in the field of autonomous vehicles (AV) than the private car industry. There are already different levels of automation technologies in the transport industry, but most of these are serving niche demands and answers have yet to be found about whether it would be worthwhile to industrialise these technologies. New innovations from different fields are constantly changing the freight traffic industry but these are less disruptive than on other markets. The aim of this article is to show the current state of development of freight traffic with regards to AVs and analyse which future directions of development might be viable. The level of automation is very different in the case of different transport modes and most probably the technology will favour road transport over other, less environmentally harmful traffic modes.
