I argue that in evaluating public deliberation, the basic criterion should be how deliberating citizens’ need for usable input is met, rather than how the debaters embody Habermasian consensus-oriented ideals, and I question assessment of “deliberative quality” on that basis, such as the “Discourse Quality Index.” Studies of public deliberation should instead build on an Aristotelian notion of deliberation, on Rawls’s idea of “reasonable disagreement” and on the deliberating audience’s needs. To explore these, we need real-time studies of audience reception of public deliberation. I place the studies I call for in a typology of studies, present a study with novel methodological features and discuss its implications for criteria for public deliberation.

Environmental monitoring has gained significant importance in outdoor air quality measurement and assessment for fundamental survival as well as ambient assisted living. In real-time outdoor urban scale, instantaneous air quality index estimation, the electrochemical sensors warm-up time, cross-sensitivity computation-error, geo-location typography, instantaneous capacity or back up time; and energy efficiency are the six major challenges. These challenges lead to real-time gradient anomalies that effect the accuracy and pro-longed lags in air quality index mapping campaigns for state and environmental/meteorological agencies. In this work, a gradient-aware, multi-variable air quality-sensing node is proposed with event-triggered sensing based on position, gas magnitudes, and cross-sensitivity interpolation. In this approach, temperature, humidity, pressure, geo-position, photovoltaic power, volatile organic compounds, particulate matter (2.5), ozone, Carbon mono-oxide, Nitrogen dioxide, and Sulphur dioxide are the principle variables. Results have shown that the proposed system optimized the real-time air quality monitoring for the chosen geo-spatial cluster (Qatar University).


The surveys regarding air pollution shows that there has been a hasty growth due to the emission of fuels and exhaust gases from factories. The Air Quality Index (AQI) has been launched to note the contemporary status of the air quality. The intent of AQI is to aid every individual know how the regional air quality will make an impact on them. The Environmental Protection Agency assess the AQI for five major air pollutants namely Nitrogen dioxide (NO2), ground-level ozone (O3), particle pollution (PM10, PM2.5), carbon monoxide (CO), and sulphur dioxide (SO2). The intent of the project is to congregate real-time Air Quality Index from distinct monitoring stations across India, analysing the data and reporting on it. Collect the real-time data using the API key provided by Open Government Data (OGD) platform India. This is done by making use of Microsoft Business Intelligence (MSBI) and Power BI Tools to transform, analyse and visualize the data. This project can be utilized to develop various programs like Ozone today in Europe and in mobile applications which acts as an alert system that can protect people from air pollution.

This article proposes an automated methodology for the analysis of online political discourse. Drawing from the discourse quality index (DQI) by Steenbergen et al., it applies a machine learning–based quantitative approach to measuring the discourse quality of political discussions online. The DelibAnalysis framework aims to provide an accessible, replicable methodology for the measurement of discourse quality that is both platform and language agnostic. The framework uses a simplified version of the DQI to train a classifier, which can then be used to predict the discourse quality of any non-coded comment in a given political discussion online. The objective of this research is to provide a systematic framework for the automated discourse quality analysis of large datasets and, in applying this framework, to yield insight into the structure and features of political discussions online.

Orbit and clock products are used in real-time GNSS precise point positioning without knowing their quality. This study develops a new approach to detect orbit and clock errors through comparing geometry-free and geometry-based wide-lane ambiguities in PPP model. The reparameterization and estimation procedures of the geometry-free and geometry-based ambiguities are described in detail. The effects of orbit and clock errors on ambiguities are given in analytical expressions. The numerical similarity and differences of geometry-free and geometry-based wide-lane ambiguities are analyzed using different orbit and clock products. Furthermore, two types of typical errors in orbit and clock are simulated and their effects on wide-lane ambiguities are numerically produced and analyzed. The contribution discloses that the geometry-free and geometry-based wide-lane ambiguities are equivalent in terms of their formal errors. Although they are very close in terms of their estimates when the used orbit and clock for geometry-based ambiguities are precise enough, they are not the same, in particular, in the case that the used orbit and clock, as a combination, contain significant errors. It is discovered that the discrepancies of geometry-free and geometry-based wide-lane ambiguities are coincided with the actual time-variant errors in the used orbit and clock at the line-of-sight direction. This provides a quality index for real-time users to detect the errors in real-time orbit and clock products, which potentially improves the accuracy of positioning.

Deliberative democratic theorists have argued that effective deliberation is central to democracy. Does Hong Kong possess a viable public sphere for deliberating important public issues, as the city has been striving for a full democracy since the 1980s? This article addresses this significant question by examining the quality of deliberation on the 2014 Umbrella Movement by the editorials and commentaries in an elite print Chinese newspaper – the Hong Kong Economic Journal – based on the “Discourse Quality Index” and other criteria used by major works on mediated deliberation. This article argues that the Journal has served as a viable public sphere for deliberating important public concerns in Hong Kong. The Journal’s editorials and commentaries performed well in terms of offering reasoned arguments and engaging in dialogue with opposing viewpoints. Regarding respect for the actors which were involved in the Umbrella Movement, the Journal as a whole had maintained a civilized tone. However, there was an indication that commentary authors had less tolerance toward actors from the opposite camps.

In this paper, we apply a revised version of the Discourse Quality Index (DQI) developed by Steenbergen et al. to European Parliament (EP) debates. This updated measurement instrument, after the inclusion of new indicators, helps us identify not just the principles of European Union (EU) deliberation but most importantly the favourable contextual conditions of supranational deliberation. We illustrate the new DQI coding for selected debates over the last EU parliamentary term and discuss how the data can be employed to assess the overall quality of deliberation in the EP. At the same time we demonstrate that institutional issues matter for the quality of EP discourse, as do Members of the European Parliaments’ personal characteristics. Issue attributes on the other hand, influence supranational deliberation but not in the expected direction.
