In 2013 the Western Cape legislature passed the Western Cape Community Safety Act (WCCSA) to improve monitoring of and oversight over the police. One creation of the WCCSA is the Western Cape Police Ombudsman, which became operational in 2015. This article reviews its history and context, as well as results from its first year. The Police Ombudsman, the only one in the country, must be seen as one of the results of efforts by the opposition-held province to carve out more powers in the narrowly defined constitutional space, and in so doing to exercise more effective oversight and monitoring of police performance, and improve police–community relations. The Ombudsman must also be seen against the backdrop of poor police–community relations in Cape Town and the subsequent establishment of a provincial commission of inquiry into the problem, a move that was opposed by the national government, contesting its constitutionality. Results from the Ombudsman’s first 18 months in operation are modest, but there are promising signs. Nonetheless, the office is small and it did not do itself any favours by not complying with its legally mandated reporting requirements.

Reviewing the preceding 14 chapters from both researchers and law enforcement personnel, the editors identify four cross-cutting and fundamental principles that must be met to create law enforcement agencies and members that have the capacity to deliver high-performance policing within a framework of community safety, trust, and equity. The four identified principles are as follows: 1) police training should embrace an evidence-based philosophy, 2) police departments should utilize technology effectively and judiciously, 3) police training should emphasize justice and community relations, and 4) police leadership should embrace a culture of accountability. Each of these principles is discussed and explored.

Background: The demand for highly qualified and skilled nurses is increasing in South Africa as well as around the world. Having a background in science can create a significant advantage for students wishing to enrol for an undergraduate nursing qualification because nursing as profession is grounded in scientific evidence.Aim: The aim of this study was to investigate the predictive validity of grade 12 mathematics and science on the academic performance of first year student nurses in science modules.Method: A quantitative research method using a cross-sectional predictive design was employed in this study. The participants included first year Bachelor of Nursing students enrolled at a university in the Western Cape, South Africa. Descriptive and inferential statistics were performed to analyse the data by using the IBM Statistical Package for Social Sciences versions 24. Descriptive analysis of all variables was performed as well as the Spearman’s rank correlation test to describe the relationship among the study variables. Standard multiple linear regressions analysis was performed to determine the predictive validity of grade 12 mathematics and science on the academic performance of first year student nurses in science modules.Results: The results of this study showed that grade 12 physical science is not a significant predictor (p > 0.062) of performance in first year science modules. The multiple linear regression revealed that grade 12 mathematics and life science grades explained 37.1% to 38.1% (R2 = 0.381 and adj R2 = 0.371) of the variation in the first year science grade distributions.Conclusion: Based on the results of the study it is evident that performance in grade 12 mathematics (β = 2.997) and life science (β = 3.175) subjects is a significant predictor (p < 0.001) of the performance in first year science modules for student nurses at the university identified for this study.

What is responsible for the decline of democratically dominant parties and the corresponding growth of competitive party systems? This article argues that, despite a ruling party's dominance, opposition forces can gain by winning important subnational offices and then creating a governance record that they can use to win new supporters. It focuses on South Africa as a paradigmatic dominant party system, tracing the increased competitiveness of elections in Cape Town and the surrounding Western Cape province between 1999 and 2010. These events show how party strategies may evolve, reflecting how party elites can learn from forming coalitions.

A study of more than 60,000 police traffic stops found that college-educated officers were more likely than other officers to stop drivers for less serious violations, perform consent searches, and make arrests on discretionary grounds. These results are consistent with those of prior research indicating that college-educated officers are more achievement-oriented and eager for advancement based on the traditional performance criteria of stops, searches, and arrests. The results raise questions regarding the recommendation of the President’s Task Force on 21st Century Policing to improve police-community relations by hiring more college-educated police officers, especially in urban communities where concerns about over-policing are widespread. If community engagement were to become a primary basis for professional advancement, however, the current results suggest that college-educated officers may adapt to the new standards as diligently as they have to the traditional criteria for reward and promotion in U.S. police departments.
