This article discusses the role of privatization of security in Africa, but its focus is on private military and security companies (PMSCs). The article proceeds on the basis that there is need for effective regulatory frameworks for PMSCs that operate in conflict zones of Africa. Thus, it begins by appraising the existing normative standards at the international, regional and domestic level that apply to these companies, and thereafter, identifies their shortcomings in light of the prevailing security conditions within the continent. The article then posits broad theoretical imperatives for designing a more effective regulatory framework for PMSCs and concludes by proposing the establishment an overarching continental regime constructed on the basis of the suggested imperatives.

The central role of quality agri-food production in the promotion of a given territory is actually widely recognized by both the economic and marketing literature and the stakeholders involved in the enhancement process of rural systems. On this basis, this work analyzes one of the finest Italian agri-food products: the truffle. This work tries to point out the main problems characterizing the current regulatory framework, the trade and the production of the Italian truffle sector, emphasizing their causes, consequences and possible solutions.

Resolution of ethno-political conflicts in the Caucasus by political means is in a “deadlock”, and peaceful economic projects in conflict zones face political obstacles. The economic isolation of states and the fragmentation of the regional market impede the development of countries, and the resolution of conflicts is hampered by opposing strategic political vectors of regional states, that negatively affect their economic growth. In this context, the article states that when political tools are not sufficient for integration, economic and social goals should be rationalized for the purpose of cohabitation and coexistence of people of different ethnic groups and cultures in the region. In the article, the author attempts to investigate the role of economic and social events as factors for mitigating ethnopolitical conflicts; determines how the economization of conflicts can affect the integration processes and strategies of Georgia in relation to the breakaway republics.

The presented study examines the experience of forming a regulatory framework for the integration of the Eurasian Economic Union (EAEU) member states through the example of standardization as one of the key tools of quality economics.Aim. The study analyzes the major solutions of the EAEU authorities and member countries aimed at increasing the role of standardization in the economic integration of the Union over five years of its existence.Tasks. The authors identify efficient methods for developing standardization for the integration of the EAEU states as well as the most problematic aspects in this field that need to be taken into account in the qualitative strengthening of the Union’s economy.Methods. This study uses general scientific methods of cognition to examine the activities of the EAEU authorities and member states aimed at creating a system for the economic integration of the Union during a period of its transition from separate national markets towards a single (common) market.Results. Over five years of operation in the field of stadardization, the Eurasian Economic Union has created the necessary organizational and legal framework to ensure the successful development of integration processes. The national legislation on standardization has been modernized with allowance for the harmonization of these laws. In the next five-six years, the development of international standards for 40 technical regulations is expected to be completed, which would create a regulatory framework for unhindered interaction between all participants of the single (common) EAEU market. Conclusions. The analysis of activities in the field of standardization reveals a sufficiently thought-out and coordinated policy of the EAEU states in creating the necessary conditions for overcoming legal and administrative barriers in the movement of goods and services within the common economic space of the EAEU.

In the formative process of teaching and learning, the teacher transmits to his students: values, attitudes and knowledge. If we assume that teaching is to encourage students to reflect to make judgments critically and develop skills in the pursuit of knowledge and reinforce attitudes are looking for the education of students as a result of acting trained teachers and committed ethics and / or securities training, which means establishing scales, deciding on priorities, learn to value their own decisions and not others to choose.RESUMENSe considera de suma importancia la preocupación que priva, en este mundo globalizado de replantear los es-quemas axiológicos que determinan las actitudes de los actores involucrados en la educación, teniendo como propósito el reposicionamiento de la función del docente en la vida personal, profesional y pública del educando. En el proceso formativo de Enseñanza-Aprendizaje, el docente transmite a sus estudiantes: valores, actitudes y conocimientos. Si partimos de que enseñar es estimular a los alumnos a reflexionar para establecer juicios en forma crítica, así como desarrollar habilidades en la búsqueda del conocimiento y reforzar actitudes, se está buscando la educación integral de los estudiantes, como consecuencia del actuar docente capacitado y comprometido con la formación ética y/o en valores, que significa establecer escalas, decidirse por prioridades, aprender a valorar las propias decisiones y no que otros las elijan. Contacto principal: [email protected]

ABSTRACTThe “safety case” approach has been developed to address the issue of evaluating the performance of a geologic repository in the face of the large uncertainty that results for evaluations that extend over hundreds of thousands of years. This paper reviews the concept of the safety case as it has been defined by the international community. We contrast the safety case approach with that presently used in the U.S. repository program. Especially, we focus on the role of uncertainty quantification. There are inconsistencies between the initial proposal to dealing with uncertainties in a safety case and current U.S. practice. The paper seeks to better define the safety case concept so that it can be usefully applied to the regulatory framework of the U.S. repository program.

AbstractThis article argues that risk is central in (re)producing the unaccountable commercial military/security markets that are a normal part of our political reality. The argument is twofold: first it is suggested that risk rationalities and the associated ‘preventive imperative’ has a depoliticising effect – accentuated by the impersonal spread of risk rationalities and the strategies of risk professionals – which lowers the eagerness to seek accountability. However, and second, depoliticisation is significant above all as a serious obstacle to the innovative thinking that is the sine qua non of effective accountability. The enmeshed, ‘hybrid’, nature of the market places it in the ‘blind spot’ of law and is as such fundamental to the current lack of accountability. Consequently, moving beyond established regulatory frameworks and technical understandings of accountability (that is, politicising the market) is a precondition for more effective accountability. Failing to do so, will leave the current rapid legal innovation impotent while reinforcing impunity as the focus on and confidence in established regulatory frameworks grows. The failure to politicise creates an ‘accountability paradox’ where the pursuit of accountability diminishes it. The article develops this argument with reference to Blackwater's (now Xe) role in the so called CIA ‘Killing Program’.
