The paper analyses the commodity structure of agrarian trade of the EU countries. The comparative advantages of particular aggregations are accentuated from the view-point of their use on the EU internal market, and on the world market. The analysis is based on an evaluation of comparative advantages by means of a modified Ballas index. It is viewed on two levels, for the EU internal market and the world market. The results of the analysis are shown in a chart. Subsequently, the authors implement an idea arising from a BCG (Boston Consulting Group) matrix on the results of a graphical representation. The aim is to point out mainly those aggregations (SITC, rev. 3) which are, or have a potential to be, a pillar of agri-business, and vice versa to show the aggregations which are non-prospective in the long term, or problematic. The analysis is performed on two levels to utilise differences in the commodity structure of agrarian trade in both the cases of the old (EU-15) and the new EU member states (EU-12) (the member states which enlarged the EU in 2004 and 2007). From the results of the analysis, the significant changes are apparent if we compare commodity structures of trade of the countries of the EU-15 and EU-12.

The article examines how the normative power, which the EU puts forward as an ideological basis of its actions in the world, manifests itself in the national partnerships for modernization between Russia and EU member states. The authors demonstrate the influence of the EU’s normativity on its approach to modernization as well as the difference in the positions of its member countries. It is concluded that there is no unity in the EU’s approach to democracy, human rights and the rule of law, and the new classification of EU member states, which is based on their readiness to act in accordance with the Union’s concept of normative power, is offered.

Abstract A decade ago the European health literacy field was in its infancy. A comparable study among EU Member States was made to explore if health literacy was as much as a concern in Europe as elsewhere in the world. This article analyses the impact of the European Health Literacy project (2009–2012). Based on the outcomes new avenues for health literacy in Europe are proposed. In spite of progress there is still a strong call for actions to make health literacy a priority in the EU.

The aim of this paper is to discuss new trends that have occurred in the policies of the EU and China towards foreign direct investment (FDI), to examine some implications of the EU‑China Comprehensive Agreement on Investment (CAI) – which is currently being negotiated – for their bilateral relations, and to assess the role which China’s “One Belt One Road’ (OBOR) initiative might play in its relations with the new EU Member States. The EU established freedom of capital movement with third countries; however, the introduction of the common investment policy has encountered some obstacles. These are related to investor protection and ISDS issues. In turn, China is carrying out an independent state policy towards foreign investment with limited liberalization of FDI flows. The negotiated EU‑China CAI is expected to create conditions conducive to bilateral foreign investment flows, and it might bring positive effects for their economies in the future. However, the progress made thus far in the negotiations is still limited. The relations between China and the new EU Member states (CEE countries) are characterized by common interests in the field of FDI flows. The new EU countries are interested in attracting Chinese FDI and seem not to show the fears that have arisen in the old EU countries.

This paper analyses the commodity structure of Czech (CR) agrarian trade in relation to the EU countries. An emphasis is put on comparative advantages of particular aggregations from the view-point of their application on the EU internal market. This analysis is based on an evaluation of comparative advantages by means of a modified Balassa index. It is studied in two stages, for the internal EU market and the world market. The analysis results are then shown in a graph. Subsequently, the authors implement an idea arising from a BCG matrix on the results of the graphic presentation. The aim is to identify those aggregations (SITC, rev. 3) which are or have a potential to be a pillar of agri-business (ie, the “cash cows” and “stars”), and vice versa to show the aggregation which are non-prospective in the long term or problematic (ie, the “dogs” and “problem children”). As start are identified as those aggregations which are characterised by the highest growth rate of comparative advantage value. From the analysis results, changes are apparent if we compare the CR trade commodity structure in relation to the EU countries. Findings also concern the development of comparative advantages and following CR specialisation on trade with certain aggregations.

AbstractDue to negotiations on accession to the EU, the new EU member states from Central and Eastern Europe went through the financial opening. In the pre-crisis period followed by high liquidity in global markets, most of the EU new member states experienced rapid credit growth, which conditioned the appreciation of the exchange rate. External imbalances and vulnerabilities built up. Countries experienced deterioration in their current accounts. This paper investigates the link between financial openness, real effective exchange rate, financial crisis and current account balance within the Panel Auto-Regressive Distributed Lag (ARDL) framework for 11 new European Union members during the period from 1999 to 2016. The results obtained by the use of pooled mean group estimator (PMG) show that in the long run, financial openness has a significant negative impact on the current account balance. In the short run, crisis significantly influences the current account balance having a positive sign.

Regional Analysis of New EU Member States in the Context of Cohesion Policy The paper concentrates on the new European Union member states, i.e. the states of central and eastern Europe which entered the Union in 2004 (Czech Republic, Slovakia, Poland, Hungary, Lithuania, Latvia, Estonia and Slovenia) and 2007 (Bulgaria and Romania). The basis of the paper is the evaluation of the cohesion policy in the countries in question, which are then analysed at the level of NUTS 2 regions (cohesion regions). The aim of the socioeconomic analysis is to assess the economic level of the regions and to use the results to form their typology. Ten characteristic indicators were chosen so that the study was as complex as possible. For each indicator in the examined countries the average was calculated, which allowed for a considerable increase of the information relevance of the study conclusions. For the cartographic representation of the regional differentiation intervals based on this average and the standard deviation were used. The final part of the study presents a concluding synthesis together with the above-mentioned typology of the regions. The results are interpreted in the context of the optimal strategy selection for the regional policy determined by the EU cohesion policy.

The aim of this article is to present the essence of competition policy and its implementation in the European Union in the context of ongoing globalization of the world economy. The paper will present selected factors that stimulate the process of globalization, main objectives and tools supporting the functioning of the EU internal market, and the place of the European Commission as a body that enforces compliance with the rules of competition by companies and the Member States.


Subject Alleged discrepancies between the quality of foods on sale in the western and eastern EU. Significance Governments in eastern EU member states are recycling long-heard rumours that multinational food brands sold there are of poorer quality than in western states. Tests by some national authorities appear to confirm these fears. Such practices would not be illegal, but they exacerbate broader worries about second-class citizenship in Central-Eastern Europe (CEE), compounded by uncertainty over the direction the EU will take in coming months. Impacts The east-west divide will deepen as a new front is opened ahead of a likely EU reform push later this year. CEE’s political significance will receive a momentary boost as countries show a united front on one of only a handful of issues. A reaction against multinationals from within the EU could make protectionism more respectable elsewhere in the world.

In this study, the author addresses the intriguing, topical but little-studied question of whether the (old and new) EU Member States should, upon accession to the EU, be obliged to introduce the euro. To begin with, he examines—while deliberately ignoring the problematic exchange rate convergence criterion—whether introducing the euro should in principle be obligatory. After having answered this question in the affirmative, he takes a closer look at the exchange rate convergence criterion. He concludes that a country’s formal participation in the ERM II is a necessary but insufficient requirement for that country to meet the exchange rate convergence criterion. However, since ERM II membership is, for its part, voluntary, this also makes a country’s decision to introduce the euro completely voluntary. Accordingly, a Member State like Sweden is entitled to simply circumvent introducing the euro by simply refraining from participating in the ERM II. The author continuously refers to how different groups of Member States have been treated in the past with regard to them introducing the euro.
