Is Media Literacy a dimension of the Public Service of the Media? Does public service television, in Portugal and in Brazil, contemplate Media Education in their policies and grids? Taking these questions as a departure and debating point, we have used sixteen editions of the ombudsman programmes of the public broadcasting companies of Brazil (Empresa Brasil de Comunicação – EBC) and Portugal (Rádio e Televisão de Portugal – RTP) as analysis corpus. In order to examine O Público na TV (The Public on TV) from EBC and A Voz do Cidadão (The Citizen’s Voice) from RTP, we have used a set of analysis categories which will allow, among other aspects, to understand the contribution of these programmes to the promotion of Media Literacy of the societies where they are broadcast and of the public they will reach. Generally speaking, the results show that, by developing a role of mediation with the public/audiences, the Ombudsman plays an important role as a Literacy Agent for the Media towards those audiences, even though that role could be reinforced and could express, in a more direct and clear form, the objective of Media Literacy.

The public broadcasting remit in the eyes of the audience: survey research into the future role of Flemish public service broadcasting The public broadcasting remit in the eyes of the audience: survey research into the future role of Flemish public service broadcasting In view of the discussion about the future position of public service broadcasting, this research investigates the expectations of Flemings regarding their public service broadcasting institution VRT. Based on the current task description of the VRT, a survey was effectuated among a representative sample of Flemings (N=1565). Questions were asked about the content (broad or complementary to commercial broadcasting), audience (broad or niche) and distinctive nature of public service broadcasting. The analysis shows that, overall, Flemings are in favour of a broad public service broadcasting institution with a strong focus on entertainment (besides information), oriented towards a broad audience. At the same time, they believe the institution should distinguish itself from its competitors, through quality, social responsibility, cultural identity and (particularly creative) innovation, among other things. Cluster analysis shows that the call to prioritize culture and education over entertainment, which dominates public debate, is representative of only a minority (20%) of highly educated Flemings.

In order to support the government in overcoming the Covid-19 outbreak, Komisi Penyiaran Indonesia (KPI) has issued several policies related to broadcasting, especially on television. This policy was taken considering that television is still the media with the most audience reach and has a high duplication power in society. Therefore, in every program broadcast to the public, adherence to health protocols is a must. Based on this, it is necessary to examine in depth the role of KPI in overseeing broadcasting and the synergy between Central and Regional KPIs in overseeing broadcasting during the Covid-19 pandemic. The results showed that the KPI in supervising broadcasting during the Covid-19 pandemic played an optimal role in regulating and supervising broadcast content by issuing policies to broadcast the socialization of prevention of the spread of Covid-19 either through Public Service Ads (ILM) or other programs by television and radio. In addition, KPI also issued KPI Decree (KKPI) Number 12 of 2020 concerning Support of Broadcasting Institutions in Efforts to Prevent and Overcome the Spread of Covid-19. Then to follow up on the Circular on news related to the Covid-19 Virus, the Central KPI along with Regional KPI throughout Indonesia conveyed and reminded all Broadcasting Institutions to remain guided by broadcasting rules in broadcasting institutions to convey useful and accountable information.

The public service, which should be the guardian of the identity of national minorities, fell under the political pressure. In this way, it came out of the scope of its actions. Leading people in independent media believe that the role of the public service is crucial in protecting national minorities.But the media can not do it alone. First of all, the state must regulate, and respect what it has brought. With strong strategies and the inclusion of national minorities in all social trends, it is possible to achieve, not fully, but partially, the equality of all those who liveon the territory of BiH.On the other hand, the public service must respect what the state says. The Communications Regulatory Agency is obliged to impose rules in an adequate manner and at the same time to monitor how much the media (public service) meets its obligations.

Abstrak:Media massa mengalami perkembangan yang pesat, selain menyampaikan informasi kepada masyarakat media juga memiliki tugas mendidik publik melalui literasi media. Dengan menggunakan metode deskriptif kualitatif penelitian ini bertujuan untuk melihat peranan program reporter on campus dalam upaya menumbuhkembangkan literasi media khususnya di kalangan mahasiswa. Hasil penelitian ini menunjukkan bahwa program reporter on campus sangat menunjang kemampuan mahasiswa baik dalam aspek teoritis maupun aplikatif.Kata Kunci: Radio, Reporter on Campus, Mahasiswa JurnalistikAbstract: The mass media experienced development fastly, in addition to conveying information to the media community also had the task of educating the public through media literacy. Using qualitative descriptive method, this study aims to see the role of on campus reporter program in an effort to develop media literacy, especially among students. A proposta deste artigo é compreender melhor o sistema público de televisão em Portugal e no Brasil, especificamente as emissoras RTP1 e TV Brasil. Embora os dois países sejam marcados por fortes ligações históricas, culturais e linguísticas, se distanciam no que diz respeito a radiodifusão pública. Enquanto em Portugal a televisão já nasce sob o domínio estatal, que posteriormente vai se moldando aos princípios do serviço público, no Brasil chega pelas mãos da iniciativa privada, que por quase duas décadas dominou de forma exclusiva o cenário televisivo, imprimindo seu modelo no país.   PALAVRAS CHAVE: Televisão; Brasil; Portugal; TV pública; História.     ABSTRACT The purpose of this article is to better understand the public television system in Portugal and Brazil, specifically the RTP1 and TV Brazil broadcasters. Although the two countries are marked by strong historical, cultural and linguistic connections, they are distant in relation to public broadcasting. While in Portugal, television is born under state domination, which later is shaping the principles of public service, in Brazil comes through the hands of private initiative, which for almost two decades dominated the television scene exclusively, printing its model in the country.   KEYWORDS: Television; Brazil; Portugal; Public TV; Story.     RESUMEN El propósito de este trabajo es comprender mejor el sistema público de televisión en Portugal y Brasil, específicamente en las emisoras de televisión RTP 1 y Brasil. Democracy requires open public service broadcasting (PSB) institutions that constantly interact with active informed citizens. This article posits that a more proactive network of civil society across Southern Africa can produce an impact on PSB institutions in these countries enhancing reform and accountability to the public. We enter this topic by identifying pathways towards increased cooperation among public service broadcasters, civil society coalitions and other stakeholders in South Africa and Zimbabwe. The main focus is on the interaction between broadcasters, policy-makers and civil society groups, namely SOS: Support Public Broadcasting in South Africa and the Media Alliance of Zimbabwe, two leading media activist organizations in Southern Africa. The engagement by such networks can deepen public interest and reconnect PSB institutions and PSB staff to the PSB mandate and mission. Civil society coalitions working collaboratively with PSB will engender a context within which a collaboratively defined PSB mission, institutional structure and programme outcomes are constantly foregrounded in the operations and performance of the broadcasters.

TVRI (Televisi Republik Indonesia) seeks to provide wise information for the public. However, because in the current era of the rapid rise of the media industry, it is very important that the TVRI Public Broadcasting Institution re-emerges before the public with a new identity as a counterweight and newshighlight that is able to voice community rights and promote cultural values and local wisdom. In rebranding, there are a number of things carried out by LPP TVRI namely implementing the Power Marketing mindset, which lies in 3 keys, first moving is done before TVRI rebranding can be passed from Kepsta, starting to form a small team for rebranding preparation. Second, Caring (caring) byinvolving every community and having innovation in developing companies such as the emergence of a new program ‘’ Good Morning East Java ‘’ which has the aim to greet residents and serve the East Java people. Third, Innovation is an effort of LPP TVRI to produce new products and innovations to move forward with the aim of being an institution that has a vision and mission for unifying the nation. This can be seen in the change in the new logo, color and organizational culture. In the perspective of the Islamic Media Industry, Islam is a religion that strongly advocates for creating brotherhood and unity of various differences. TVRI as public television also implements as its slogan the unifying media of the nation, naturally responsible as a media that is able to disseminate interestinginformation with the aim of being a media that is able to serve the public so as to create brotherhood.Keywords: Rebranding; Logo; Islamic Media Industry

The government initiative in the implementation of smart city concept is an effort in the management of a city. In the governance of a town, public service is one of the most important aspects. Improving public services requires public role because the society is the direct users of public services. One role of the community in improving public service is to provide information or complaint to the government. However, the media where the public reports such information has yet been optimum. Therefore, the researcher assumed that the public needs certain media as well as some support system where they can make complaints related to public service. The support system is in the form of e-complaint system installed on smartphones equipped with geotagging techniques to determine exactly where the complaint is made (location) and geofencing method to determine which territory the complaint belongs to. In this study, the researcher explained the process of designing module for geotagging and geofencing-based e-complaint system. Several experiments were conducted to find out the accuracy of these techniques. With 94% accuracy, geofencing was a suitable technique to apply. In addition, geotagging techniques using EXIF of a digital image was considered the most suitable technique for the e-complaint system rather than other geotagging techniques.

Public broadcasting institutions have existed as central and publicly funded national institutions, providing services in the public interest. The coincidence of technological, political and economic circumstances in the last 20 years or so, however, has challenged their monopoly position. Technological developments – specifically digitalisation – have expanded spectrum availability. In some cases, public television has been commercialised, privatised or marginalised by the introduction of commercial channels. This article focuses on a specific case study of the Slovene public broadcaster. It addresses the fate of public service television in the digital and post-communist era, tracing the transformation from state broadcasters to the era of digital delivery, audience fragmentation and commercial nationalism. It explores, on the one hand, the way in which public service broadcasters have embraced and capitalised on new forms of digital distribution and, on the other, how they continue to embrace national(istic) and commercial imperatives.

Ethics in Journalism as a Basis for the Journalistic Profession Ethically tense situations which include a conflict of values or various natures or principles commonly appear in the media, as well as within the journalistic profession. In such cases it is very difficult to find ideal solutions. The role of the journalist is to seek solutions that are in the spirit of truth, objectivity, impartiality and at the same time provide a public service. Journalists must act socially responsibly on a whole range of issues, but also remain loyal to their employers. In this context, it is necessary to distinguish between the ethics of journalists of the public service and those of the tabloid media.
