The work and work of public administration should strive to continuously improve the quality of its services, as well as to improve the overall quality of public administration as an organization. It is necessary to constantly set new goals and gradually, over time, get closer to those goals. In this way, the effectiveness and efficiency of the organization, that is, the entire system, would be improved. The new concept of management in public administration should improve the functioning of the public sector, which means that administrative bodies operate in accordance with the legitimate expectations of the users of their services. This paper presents a review of the current state of eGovernment and eServices that local governments in Serbia provide to citizens and the economy, from the aspect of service providers on the one hand and service users on the other. The author intends to point out the areas in which there is room for improvement, but also the challenges that local governments face every day in their work. The contribution of the paper is in the theoretical presentation of the importance of the implementation of quality management systems in public service management systems in order to improve them.

This chapter makes a comparison between companies, on the one hand, and partnerships or sole traders, on the other, in order to explain the various factors which should be taken into account when choosing the two business media. It considers factors such as risk of capital, expense, publicity, taxation, interest relief, capital gains, inheritance tax, pensions and social security Due to the range of variables, the desirability of limited liability means that incorporation may be the only viable option, although this can also be achieved by setting up a limited liability partnership. Where limited liability is not of great importance, the tax factors will be more significant and these would have to be examined from a number of perspectives, including the size of anticipated profits, the particular financial circumstances of the promoters of the business, and any particular expectations they had about their stake in the business.

Sugarcane has its productivity influenced by the availability of water and nutrients. Being the understanding of the influence of the irrigation system over time on soil compaction is important for the improvement of the management adopted in the production of this crop. The objective of this paper was to evaluate the influence of the three irrigation systems: pivot and reel, reainfed, and reel, on the resistance to root penetration of the sugarcane crop, in a period of six years. The work was carried out under field conditions, in the experimental design of a 3 x 6 factorial scheme in 24 replicates, in which the first factor consists of three irrigation systems: conventional (clean water) reel; pivot and reel (fertigation); and rainfed cultivation. And the second factor is related to different periods under irrigation: Cane-plant area, second cut area, third cut area, fourth cut area, fifth cut area, reaching the sixth cut. A penetrometer was used to determine the resistance to root penetration. At the end of this experiment, the results showed that the use of the pivot and reel irrigation system is the one that least affects the resistance to soil penetration, being the most suitable for use

The Danish digitisation strategy states that case management systems are one of the means to digital welfare. is article examines Fælles Sprog (common language) which is used by case managers within the area of care for the elderly. Based on interviews the article illustrates how cross pressures from concerns of the in- dividual needs of the clients on the one hand and the system requirements for standardisation on the other hand are handled by the street level bureaucrats. In this way, the article presents e-government in practice within social welfare provision.

In Chapter 3, we discussed a range of subsystem options for managing engineering and technical drawings. The most suitable system solution is the one that meets the business requirements. This chapter extends the discussion on engineering and technical drawing management systems that we had in Chapter 3. Our objective now is to examine the functional requirements for a system to help enterprises to better manage engineering and technical drawings.

Inventory creation of rechargeable batteries for vital operating equipment requires continuous monitoring of material flows and their optimization. Optimizing inventory processes and material flows in logistics chains is a complex task that depends entirely on knowledge of data on past flows and plans or predictions of future flows. Equally important are knowledge of the service life of materials and knowledge of mathematical models, including the possibilities and regularities of their application for various model situations. The input data for each specific subject reflects not only the business task, but also its concept and position in the sales or production market. It is obvious that the concept of inventory creation will be different for a manufacturing company, different for a commercial subject and different for a state-financed entity. The state-financed and managed entities have specific requirements for the creation of inventories arising from the purpose of their existence and concurrently from the restrictions given by the management systems and regulation of financial flows. It is the limitation resulting on the one hand from the methodologies and laws governing the principles of public procurement that may be in partial conflict with internal normative acts. Using the analysis of input parameters of purchases with subsequent application to a specific inventory creation model from inventory theory, the influence of standard inventory creation processes on the speed and completeness of spare parts deliveries and the resulting level of the maximum required amount of held inventory is shown on the selected entity.

The essence of the contract of employment is the performance of service in exchange for wages. As such, labor assumes a commodity form—a capacity that is bought and sold in labor markets. But because labor cannot be separated from its bearer, and is not produced for the market, it has been widely recognized as a special or fictive commodity that has been the subject of a distinct legal regime. Historically, that distinct regime—here referred to as employment law—has served both disciplinary and protective functions. On the one hand, it assists employers to extract from the worker the value of the labor they have purchased, while on the other it protects workers against unacceptable exploitation. While these functions are a constant, the scope and techniques of legal discipline and protection vary over time and place, as does the balance between them, depending on such factors as the development of social relations of production, the balance of power between workers and employers, dominant ideologies, etc. In the fulfillment of these functions, law has encountered a series of recurring dilemmas that stem structurally from labor's special commodity status and socially and politically from conflicts between workers' and employers' interests.

The aim with this study was firstly to determine the degree of discrepancy between the work experiences and work preferences of staff, on the one hand, and the prediction of the farmer in this regard on the other; and secondly, to analyse farmers' perceptions on efficient and inefficient personnel management practices. A Likert-type personnel management audit (PMA) was implemented in eight types of farming with 234 workers and eight farmers. In general, the effectiveness of the motivation, communication, work performance, staff control and leadership systems leaves room for improvement. The knowledge of the farmers in the case-studies as regards efficient and inefficient staff management systems can be improved considerably, especially their perceptions on the role of training in worker productivity and work satisfaction. With the necessary knowledge of management, the farmers can manipulate the human relations practices effectively. It ought to be determined to what degree consultative management systems are used on farms, while the staff members prefer participative personnel management practices.
