Far from nostalgically celebrate the 90th anniversary of the second CIAM, which indeed opened in October 1929 in Frankfurt, the present issue is intended as collective work, a springboard which aims to widen the debate over housing experiences beyond geographical and temporal frameworks. The focus of that event, the Existenzminimum, has often been cited as representing a fundamental contribution to the rational design of the modern dwelling. But the debates during that event went beyond the definition of this concept, because demonstrated, on the one hand, how the responsibility of architects would imply the resolution of multiple technical aspects, starting from the typological concern stretching towards the town planning aspects, and on the other hand, the calling to develop a multifaceted intellectual vision of society. Though the title selected for the present issue, namely ‘Housing Builds Cities’, denotes the different scales of the project, the aim is to achieve a something more. First and foremost, the objective is not strictly confined to a historical understanding of facts around the 1929 congress. Today a critically objective approach is useful to examine past contributions and, if applicable, their actualization. Secondly, this special issue intends to address the CIAMs’ theoretical and architectural legacy. The hypothesis on their interpretation suggests that these are still topical issues today. The issue comprises fourteen articles which investigate, through different applied methodologies, the years from the first steps of the CIAMs to the 1929 aftermath, analyze the post-war production and explore many case-studies, of which some are also geographically far from a Euro-centric vision as well as contemporary realities.

By reason of its geographical distribution, the Arcto-Norwegian cod (Gadus morhua) supports three distinct fisheries, two feeding fisheries in the Barents Sea and at Bear Island–Spitsbergen, and a spawning fishery off the Norway coast. In the past this diversity of fishing on the one stock has made it difficult to unify all the data to give an overall description of post-war changes in the stock. In this contribution three modifications of conventional procedures are introduced which enable this to be done. These are: (i) a system of weighting the catch per unit effort data from each fishery to a level of comparability; (ii) a more rigorous definition of the effective fishing effort on each age-group; (iii) a method of estimation of the effective fishing effort on partially recruited age-groups.Using these methods the analysis presents the effects of fishing on each fishery in the context of its effect on the total stock, and at the same time it indicates ways in which factors other than fishing may have influenced the apparent abundance of the stock. The treatment of the data is also used to derive estimates of spawning stock and recruitment of 3-year-old cod for subsequent analysis of stock–recruitment relationships.

The presented paper focuses on Estonian urban space research concerning both replacement of urban heritage and establishment of new urban design within the period of mid 1940s and 1950s. On the one hand, Stalinist principles brought by Soviet occupation reminded independent Estonian 1930s town planning ambitions. On the other hand, the new principles formulated a new paradigm that was unfamiliar to local urban space tradition. Estonian urban space was compelled to follow the Soviet doctrine by concept, forms and building materials. Sometimes suffering irrational demolitions the towns got axially arranged representative, but perspective and functional plans. Some existing towns (for instance Tallinn, Pärnu, Narva) got new centres due to war wreckages and the ideological reasons. Meanwhile new industrial towns as examples of Stalinist utopia were built in East-Estonia during 1940s–1950s in order to exploit local mineral resources by the Soviet regime. In comparison with Tallinn and Pärnu urban space of East-Estonian industrial towns Kohtla-Järve and classified Sillamäe – designed in Leningrad (St. Petersburg) – still need to be researched. Though different from the rest of Estonian towns by details and materials of façades city-like centres of Sillamäe and Kohtla-Järve are rather similar to Tallinn and Pärnu by their composition.

The paper investigates a particular phenomenon of the industrialization of Southern Italy, starting from the second post-war period, and, in particular, the unsolved relationship between some large industrial areas and the territories of the medium and small cities on which such productive “plates” have been installed. The town planning policies and instruments with which the industrialization of Southern Italy was planned, on the contrary, foresaw a strong integration between urban fabric and industrial agglomerations. Through the case study of the province of Caserta, the research illustrated by the paper investigates, first of all, the policies that supported this process of industrialization and what the territorial effects of this phenomenon were. Next, the paper illustrates the method of knowledge and mapping of the territory of the case study of the industrial development area of Caserta. The data will be collected in a GIS platform that will return the following condition that is nowadays not available: analytical maps of the brownfield areas and the identification of the areas still intact, agricultural or green areas, urban areas and infrastructures, which trace a cognitive framework addressed to the project in which it will possible to experiment some possible eco-innovative and nature-based solutions.

The methodology developed by the authors refers to designing, calculating, and optimising transport nodes based on the original systemic approach as a main method. The use of the methodology will make it possible to design transport nodes more rationally and to evaluate their development projects more correctly.A «system» is understood as a general natural form of structuring organised substance, which enables it to function stably in a changeable environment. The basic principles are formulated as follows: the system consists of elements, each of which is also a system; active self-maintenance is developed in the system, that is, active actions are counteracting external adverse influences; it is shown that self-maintenance is provided by adaptability, and in transport systems the self-maintenance is particularly provided by adaptive technology.A contradiction (a dialectical one) arises: on the one hand, the elements are independent systems that have their own system parameters and mechanisms for their active maintenance, and on the other hand, they are subordinate creatures capable of flexibly changing their work to maintain the parameters of the supersystem. It is necessary to find harmony between the levels of development of these opposite properties. Transport nodes are also considered from these systemic positions. Exposition of several definitions of nodes by leading national scientists is followed by a statement showing that they all contradict the new systemic approach.Suggested system definition of a node describes it as a set of stations. The authors also propose a new classification of transport nodes, formulate criteria for their rational design depending on the classes, and propose correct design and optimisation principles.

The second part of the article concerns the interpretation and application in the central parts of Poland of the provisions of the Napoleonic Code on vacant inheritances. The Code does not provide a definition of the vacant inheritance. The key to the interpretation of the provisions on the acquisition of vacant inheritances by the state is the term “is presumed to be” (a vacant inheritance) used in the former Article 811 of the Napoleonic Code (French: est réputée vacante), see the current Article 809 of the French Civil Code which omits the term “is presumed to be”).This indicates that, in the absence of suitable heirs, the law introduced a specific rebuttable presumption of a vacant inheritance, belonging to the state. Only after an appropriate period of time did the presumption turn into certainty, i.e. it resulted in the inability to invoke the inheritance title. In practice, this meant that thirty years after the time necessary to draw up an inventory of the inheritance and to deliberate (ad deliberandum), the inheritance ultimately fell to the State. The mechanism adopted in the Napoleonic Code made it possible, on the one hand, for the heir to acquire the inheritance, which remained under the supervision of a curator for the period when it was presumed vacant, and on the other hand, it prevented the existence of inheritances without a claimant, i.e. inheritances devoid of the persons entitled to take them over. In the post-war period, when the communist authorities passed subsequent legal acts concerning the provisions of the inheritance law, the deadlines for heirs to apply for inheritance changed. Ultimately, the legislator did not adopt the model of vacant inheritances in the regulations harmonising the inheritance law on the Polish lands since 1947; instead, a solution analogous to the one provided for in the German Civil Code of 1986 (BGB) was adopted. The “shortening” of the statute of limitations also influenced the assessment of the admissibility of further application of the provisions of the Napoleonic Code in regard to vacant inheritances during the period of the People’s Republic of Poland regime (despite the existence of different inheritance law solutions).

The article contains both description and analysis of the processes which had been creating the urban space of Warsaw during the Interwar period (1918–1939). On the one hand, they include what is regarded as examples and symbols of modernisation (avant-garde architecture, urban planning, as well as a “state-building” monumentalism), on the other – being developed at the same time, and described as today’s terminology allows – the processes of “musealisation” (reconstruction as a conservation method, restoration of a historic urban ambiance of the town). The article also points to the continuity of both the processes in question and the ideas that constitute them, always present at times of an intense search for collective identity and spatial forms in which it is manifested (e.g. at time of the post-war reconstruction in the years 1945–1956, as well as at the turn of the 19th and the 20th centuries).

Abstract. The article discusses the emergence of a functional literacy construct and the rediscovery of illiteracy in industrialized countries during the second half of the 20th century. It offers a short explanation of how the construct evolved over time. In addition, it explores how functional (il)literacy is conceived differently by research discourses of cognitive and neural studies, on the one hand, and by prescriptive and normative international policy documents and adult education, on the other hand. Furthermore, it analyses how literacy skills surveys such as the Level One Study (leo.) or the PIAAC may help to bridge the gap between cognitive and more practical and educational approaches to literacy, the goal being to place the functional illiteracy (FI) construct within its existing scale levels. It also sheds more light on the way in which FI can be perceived in terms of different cognitive processes and underlying components of reading. By building on the previous work of other authors and previous definitions, the article brings together different views of FI and offers a perspective for a needed operational definition of the concept, which would be an appropriate reference point for future educational, political, and scientific utilization.

<p>Double-bond photoisomerization in molecules such as the green fluorescent protein (GFP) chromophore can occur either via a volume-demanding one-bond-flip pathway or via a volume-conserving hula-twist pathway. Understanding the factors that determine the pathway of photoisomerization would inform the rational design of photoswitchable GFPs as improved tools for super-resolution microscopy. In this communication, we reveal the photoisomerization pathway of a photoswitchable GFP, rsEGFP2, by solving crystal structures of <i>cis</i> and <i>trans</i> rsEGFP2 containing a monochlorinated chromophore. The position of the chlorine substituent in the <i>trans</i> state breaks the symmetry of the phenolate ring of the chromophore and allows us to distinguish the two pathways. Surprisingly, we find that the pathway depends on the arrangement of protein monomers within the crystal lattice: in a looser packing, the one-bond-flip occurs, whereas in a tighter packing (7% smaller unit cell size), the hula-twist occurs.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p> <p> </p>

This study examined Residents’ evaluation of turning transport infrastructure (road) to spaces for holding social ceremonies in the indigenous residential zone of Ogbomoso, Oyo State, Nigeria. Upon stratifying the city into the three identifiable zones, the core, otherwise known as the indigenous residential zone was isolated for study. Of the twenty (20) political wards in the two local government areas of the town, fifteen (15) wards that were located in the indigenous zone constituted the study area. Respondents were selected along one out of every three (33.3%) of the Trunk — C (local) roads being the one mostly used for the purpose in the study area. The respondents were the residents, commercial motorists, commercial motorcyclists, and celebrants. Six hundred and forty-two (642) copies of questionnaire were administered and harvested on the spot. The Mean Analysis generated from the respondents’ rating of twelve perceived hazards listed in the questionnaire were then used to determine respondents’ most highly rated perceived consequences of the practice. These were noisy environment, Blockage of drainage by waste, and Endangering the life of the sick on the way to hospital; the most highly rated reasons why the practice came into being; and level of acceptability of the practice which was found to be very unacceptable in the study area. Policy makers should therefore focus their attention on strict enforcement of the law prohibiting the practice in order to ensure more cordial relationship among the citizenry, seeing citizens’ unacceptability of the practice in the study area.
