The article researches ideological principles of conflict regulation, in particular, the conflict in Eastern Ukraine in the context of forming of national-state ideology. This indicates theoretical and practical interest to a certain topic, which gets new sense and sound at each stage of national and state existence. It has been found out that political strategies should enable planning and forecasting political processes, minimize political bias, and meet reform projects. It is noted that the main vector of socio-cultural transformations had been proclaimed to be the posttotalitarian, post-colonial vector that a priori should permanently protect the state from the disadvantages and tragedies of the previous political era. Philosophical reflection is aimed at understanding of one of the most important components of national-state ideologies – a national idea. At present, there is no single national-state ideology in Ukraine, since new forms of understanding of social reality are in the process of formation. Obviously, it will be formed in the context of political forces’ struggle and compromising. The crisis of unity in Ukrainian society is interpreted as a factor that does not contribute to the formation and implementation of a rational political strategy of the state. It is concluded that European spirit of Ukraine and national self-esteem should be formed on state level in internal and foreign politics, on theoretical level in the programs of state reforms, in the concepts and programs of education and upbringing, on daily life level in ideological regulations of interpersonal communication rules. It is concluded that there are the following steps towards peace, first, the cessation of hostilities and pressure, second, the establishment of dialogue, and third, the search for a solution to the contradictions through negotiations.

The problems of digital transformation of public administration in Russia in the application to the sphere of communication relations between government structures and business have been considered in the article. The experience of the leading countries in the use of digital communication technologies at the state level in the creation of E-Government in the United States, Great Britain and France has been investigated. At the same time, first, an analysis of the models of internal interpersonal communication in the organizations of these countries has been made, and then the national programs has been adopted in these countries for the digital transformation of public administration have been studied, and the experience of these countries in their implementation is examined. The main goal of the research is to analyze the foreign experience of implementing projects of digitalization in the national economy in order to adapt solutions to the sphere of digital communications in government structures and entrepreneurship in Russia.Based on the conducted research, the conclusions have been made and recommendations for the successful implementation of the national program of digital transformation of public administration in Russia have been given. In particular, the study has noted that the ground for digital transformation of public administration processes in the leading countries was prepared by previously established traditions and models of interpersonal communication in society. Experience of widespread introduction and use of information and communication technologies for internal communications in organizations, development of e-сommerce and e-advertising have served as the basis in these countries for the development of digital communication channels of government structures and the population. It has been shown, that during the creation of E-Government state reforms were simultaneously carried out to reorganize state structures, training civil servants in the basics of working on a computer and on the Internet.Based on the results of the research, the recommendations for the successful implementation of the program of digital transformation of the Russian economy have been given. It has been noted, that the main one is the need to reorganize radically the work of state structures in Russia. Without this, the gap between Russia and the leading countries in the field of digital transformation of communication between government structures and business is not possible to overcome, and this may cast doubt on the success of the national program.

What motivates politicians to engage in legislative activities? In multilevel systems politicians may be incentivized by ambitions to advance their careers either at the state or federal level. This article argues that the design of the electoral institutions influences how politicians respond to these incentives. Analyzing a unique dataset of both ‘stated’ and ‘realized’ career ambitions of Members of the European Parliament (MEPs), it finds that those who seek to move from the European to the national (state) level participate less in legislative activities than those who plan to stay at the European (federal) level. For MEPs who aim to move to the state level, attendance and participation in legislative activities is substantively lower among legislators from candidate-centered systems. Importantly, the effect of career ambitions on legislative participation is stronger in candidate-centered systems than in party-centered systems. These findings suggest that the responsiveness associated with candidate-centered systems comes at the expense of legislative activity.

This article looks at the process of state formation in Oaxaca during the 1930s. By comparing the political processes at the state level and in the Sierra Juarez, it is argued that both revisionist and Gramscian visions of the post-revolutionary Mexican state minimize the potential for local autonomy and political democracy. In the Sierra Juarez President Cardenas allowed young, progressive village democrats to form their own autonomous regional confederation and halt the political branch of the cargo system.

The study of Illinois government and politics is made immensely more enjoyable and possible by a rich and long-standing body of written material. Most aspects of the state's past and present governance and political processes have been documented and researched.Before discussing Illinois documents, it is well to consider the broad characteristics of the state. Illinois is a large industrial and agricultural state in the Midwest. The population is now eleven million, the state has been described as a microcosm of the nation both on an economic and political basis. For this reason alone, Illinois is well worth studying. It has played an important role in several recent federal elections, and at the state level its politics continue to fascinate researchers on political behavior. As for the economic sphere, it should be noted that Illinois exports more products than any other state in the Union.

Energy issue stays a top priority for the national security of most countries. Despite numerous international forums, large-scale geoeconomic research, international and national projects, and the development of appropriate strategies, the issue of energy security assessment and understanding of its terminology is not a universal practice. The presented study has an ambitious goal to develop a methodology that can provide an objective picture of the energy sector on an international scale with cross-country comparisons under the influence of modern megatrends. Based on 29 indicators, according to the World Bank data since 1991, the energy security index is calculated for the set of world states with further analysis of the cluster dynamics of their common trends in energy security. The index showed its objectivity and resistance to existing shocks in geoeconomic dynamics. An important feature of the proposed index is the possibility to compare the energy security index with 1. This value is, in fact, a European average: if a country has an energy security index greater than 1, it means that its energy level is currently better than the European average, and if it is lower than 1, it means that it is inferior to the level of energy security currently achieved on average in Europe. The concept of calculating the index of energy security of the state is based on a unified comparison of all countries, which allows us to move away from the use of signaling approaches and eliminate subjectivity in calculations, as well as provide a basis for dynamic comparison of energy security. The vital aspect of the index is that it takes into account changes in the energy paradigm, the transition to alternative energy sources, and the comprehension of the role of energy efficiency, in particular, of fossil fuels. The study identifies clusters of countries that have consistent similarities in energy security, which can usually be of practical interest in developing energy strategies and understanding the similarity of geoeconomic interests of these states. Thus, this article contributes not only to the development of scientific approaches to the assessment of energy issues, in particular, through the methodological development of a representative index, but also through the presentation of statistically sound results for further effective management decisions at the state level.

The paper analyzes the changes in the content of the civilizational idea in modern Russia. It is shown that the substantive changes concern both the traditional fluctuations between the orientation to the European and Eurasian development path, and the emergence of new features, in particular related to environmental and economic issues. At the same time, there is a reconfiguration of the civilizational idea regarding economic and political discourses. There is a fusion of civilizational identity with political identity, which manifests itself in the form of active use of national-state resources for the formation of national-civilizational identity. It is concluded that at the state level, civilizational identity is supported by political and economic discourses, and the Russian-Eurasian discourse itself is being transformed, turning from a discourse about the integration of cultures into a discourse about the integration of economies based on the integration of cultures.

Increasingly, since the Sadat era in Egypt and especially resulting from hiseconomic policies (infitah), there has been a significant rise of Egyptianwomen who are putting on the "Islamic dress." Whereas women in theearly twentieth century were dramatically tearing off their veils andthrowing them into the Nile in order to desegregate society. Today,Egyptian women are very noticeably doing the opposite as a formof protest, while utilizing the same reasoning as before. The influx ofliterature about this so-called "Islamism" has been discussed in nearlyevery realm of the social sciences.In contrast to this phenomenon, Najde al-Ali's study on women'sactivity in Egypt is about a particular heterogeneous class of secularwomen, that she feels has been marginalized on the state level by the overarchingconcessions given to hegemonic "Islamist" policies. This paper will provide the school-based speech-language pathologist (SLP) with an overview of the federal requirements for Medicaid, including provider qualifications, “under the direction of” rule, medical necessity, and covered services. Billing, documentation, and reimbursement issues at the state level will be examined. A summary of the findings of the Office of Inspector General audits of state Medicaid plans is included as well as what SLPs need to do in order to ensure that services are delivered appropriately. Emerging trends and advocacy tools will complete the primer on Medicaid services in school settings.
